Some 330,000 Massachusetts residents should expect to receive $500 payments in June, the Baker administration said Thursday as it announced the second round of the COVID-19 Essential Employee Premium Pay Program.

That amounts to $165 million, funded through federal COVID relief dollars. Checks will be mailed automatically to eligible Bay Staters.

The first round of the program in March distributed $500 checks to about 480,000 people, officials said. People who received those payments are not eligible for this latest stimulus funding.

Also not eligible are those who received unemployments benefits in 2021 or a coronavirus-linked payment from the Massachusetts state government as their employer.

The Baker administration will gauge eligibility for the programs second based on 2021 tax returns. The criteria encompasses individuals who earned at least $13,500, with their total income at or below 300% of the federal poverty level, officials said.

The payments are not subject to state income tax, but they may be to federal income tax, according to the programs webpage.

Oregon: Direct Payments Of $600

In March 2022, the Oregon legislature voted to approve one-time $600 payments to some residents. Taxpayers who received the earned income tax credit on their 2020 state tax return, and who lived in Oregon for the last six months of 2020, were eligible to receive one payment per household.

The state used federal pandemic aid to provide these direct payments to low-income residents, and more than 236,000 households received a payment. All payments were distributed by direct deposit or mailed check by July 31, 2022.

New Mexico: $500 Rebates

In early March, Gov. Michelle Lujan Grisham signed a law to send multiple payments to state taxpayers.

Low-income New Mexico residents could apply for relief payments of at least $400 starting on September 26. The application deadline was October 7, 2022.

The low-income relief payments are part of a $20 million line item in the state budget for economic relief efforts. Application approvals are limited to the budget allotment and the lowest-income families will be paid first.

Another payment, in the form of a refundable income tax rebate, was issued to all taxpayers. Single filers received $500, and joint filers received $1,000. This rebate was split into two equal payments, delivered in June and August 2022. The funds were sent automatically to taxpayers who filed a 2021 state return.

If you dont typically file a state income tax return but do so for 2021 by May 31, 2023, youll receive your rebate by direct deposit or check. If you owe tax from your 2021 return, it will be deducted from your rebate amount.

Minnesota: $488 Payments For Frontline Workers

Some frontline workers received a one-time payment of $488 in October, thanks to a bill signed by Gov. Tim Walz in early May.

Eligible workers must have worked at least 120 hours in Minnesota between March 15, 2020, and June 30, 2021, and werent eligible for remote work.

Workers with direct Covid-19 patient-care responsibilities must have had an adjusted gross income of less than $175,000 between December 2019 and January 2022 workers without direct patient-care responsibilities must have had an adjusted gross income of less than $85,000 annually for the same period. Applications for the payment are now closed.

It’s a new year, but numerous states are still issuing tax refunds and stimulus checks announced in 2022. Massachusetts only began returning $3 billion in surplus tax revenue to residents in November, and California officials don’t expect to finish issuing the state’s “middle-class tax refunds” until mid-January. New Jersey homeowners haven’t even started getting payments from the state’s $2 billion property tax relief program, which was signed into law by Gov. Phil Murphy last summer. Those likely won’t go out until the spring.

Hawaii: $300 Rebate Payments

In June, Hawaiis legislature approved sending a tax rebate to every taxpayer. Taxpayers earning less than $100,000 per year will receive $300, and those earning more than $100,000 per year will receive $100. Dependents are eligible for the rebate, too.

Taxpayers who filed their 2021 state income tax returns by July 31, 2022, should have received their returns in September, and those who requested paper checks should have received them by October 31. Taxpayers who filed their returns after July 31 should receive their check up to 10 weeks after their return is accepted by the tax department.

A second round of $500 checks will be sent to eligible workers in Massachusetts this week.

The checks are included in the COVID-19 Essential Employee Premium Pay program, which was passed by the Massachusetts Legislature and signed by Gov. Charlie Baker in December 2021.

The money is part of a $4 billion spending plan for American Rescue Plan Act funds.

Eligibility for the second round of payments mirrors those of the first round, according to the state, but criteria have been updated for annual changes in minimum wage and federal poverty level calculations.

Individuals are eligible for payments if their 2021 income from employment was at least $13,500 and their total income put them at or below 300% of the federal poverty level. The lower bound of this range equates to working 20 hours a week for 50 weeks at minimum wage as of 2021 .

The federal poverty level is set by the federal government and increases with household or family size, according to the state.

The maximum total income for a single filer with no dependents will be $38,640, while a resident who files with a spouse and two dependents, or with no spouse and three dependents, could be eligible with a household income up to $79,500. Married filers can each be eligible, provided each independently qualifies. Based on these parameters, the below chart indicates eligibility for these payments by household size:

Some 300,000 low-income essential workers throughout Massachusetts should expect to receive $500 payments from the Baker administration next week.

But it appears 30,000 fewer Massachusetts residents will receive the payments than originally outlined in May, when the Baker administration estimated around 330,000 people would be eligible. An administration official did not immediately explain the reason for the discrepancy to MassLive.

Payments will be automatically mailed to eligible Bay Staters starting on Monday, the Massachusetts Executive for Administration and Finance announced on Twitter. The Baker administration had previously said the second round of the COVID-19 Essential Employee Premium Pay program would launch in June, though it did not disclose a concrete timeline until Wednesday afternoon.

The Legislature was proud to establish this program through our ARPA legislation, House Speaker Ron Mariano Wednesday afternoon, as he referenced federal COVID relief dollars. The essential workers who worked to keep the Commonwealth running during the height of the pandemic deserve nothing less.

Last December, Gov. Baker signed into law the COVID-19 Essential Employee Premium Pay program. This allocated $460 million for payments to Massachusetts workers.

The first round of payments was announced in February and distributed in March. Nearly 500,000 people received checks at that time.

To be eligible, recipients must have filed a 2021 tax return, been a Massachusetts resident in 2021, earned income of at least $13,500 in 2021 employment compensation, and had a total household income at or below 300% of the federal poverty level in 2021.

That level is $38,640 for a household of one, and $79,500 for a family of four. This will be based on 2021 tax returns.

A full table calculating 300% of the federal poverty level for a variety of household sizes can be found on the state website.

Residents are not eligible if they received a $500 payment in the first round or if they received unemployment benefits in 2021. State executive branch employees that received a one-time COVID-related payment are also not eligible.

Who Is Eligible For The Relief Checks

Nearly 300,000 low-income essential workers in Massachusetts will get a $500 relief check. The checks started getting mailed out yesterday, June 6, 2022. The payments come from the states COVID-19 Essential Employee Premium Pay program.

Eligibility for the payments is based on 2021 tax returns. To qualify, you must have made at least $13,500 and have a total income less than 300% of the federal poverty level. The limit depends on the number of people in the household:

  • single filer- $38,640
  • three person- $65,880
  • four person- $79,500

The 480,000 workers that got their $500 checks in the first wave back in March, are not eligible this round.

South Carolina: Rebate Checks Of Up To $800

A budget plan approved in June earmarked $1 billion for a tax rebate that will provide a one-time payment to South Carolina residents.

The maximum rebate is $800 ,and the South Carolina Department of Revenue offers instructions for calculating your rebate amount. Rebates will be distributed prior to December 31.

South Carolina residents who choose to file their tax returns on or before the February 15 disaster relief extension will have their rebates issued in March 2023.

If you received your 2021 refund by direct deposit, youll also receive your rebate to that account.

You can estimate your rebate by following the instructions on the state Department of Revenue rebate news website.

Colorado: $750 Rebate Payments

Colorado sent tax rebates of $750 to individual tax filers and $1,500 for joint filers. Colorado residents for the entire 2021 tax year who are 18 or older and filed their 2021 state income tax return were eligible for the payment.

Only physical checks were sent out in an effort to prevent fraud. Residents who filed their state tax returns by June 30 should have received a refund by September 30. Taxpayers who filed an extension can expect their check by January 31, 2023.

Those who received a payment in the first round or who received unemployment benefits in 2021 are not eligible. Massachusetts executive branch employees who received a one-time COVID-related payment from the state are also ineligible.

The first round of payments was determined by 2020 state tax returns and followed similar criteria.

Lawmakers Announce $250 And $500 One

Legislative leaders announced Thursday that lower- and middle-income Massachusetts residents will receive tax rebates aimed at defraying the increased cost of living.

Whether it is the rising price of gas, groceries or summer clothes for kids, the Massachusetts Legislature has heard loud and clear that increased costs due to inflation have cut into family budgets, House Speaker Ron Mariano, Senate President Karen Spilka, House Ways & Means chair Aaron Michlewitz and Senate Ways & Means chair Michael Rodrigues said in an emailed statement.

According to the statement, individuals who reported between $38,000 and $100,000 of annual income in 2021 will receive a one-time payment of $250 through the newly created Taxpayer Energy and Economic Relief Fund, while joint filers who earned up to $150,000 will receive $500. The statement also said payments will be issued prior to Sept. 30.

How Much Tax Refund Money Will Massachusetts Taxpayers Receive

Eligible Massachusetts taxpayers will generally receive a 2022 tax refund of about 14% of their 2021 Massachusetts income tax liability. However, if you have unpaid taxes or owe child support, the amount of your refund may be reduced by the amount of the outstanding tax liability or unpaid child support.

How Am I Eligible

Here’s who may receive a $500 stimulus check in August

To be eligible, you must have:

-Filed your 2020 tax return.

-Reside in Massachusetts during 2020, or a part-year resident that lived in Massachusetts between March 10, 2020, and December 31, 2020.

-Earned income of at least $12,750 in 2020 employment compensation.

The $12,750 income requirement equates to working 20 hours a week for 50 weeks at minimum wage as of 2020 .

-Had a total household income at or below 300% of the federal poverty level in 2020.

Anyone who collected unemployment payment in 2020 is ineligible for the first round of checks.

“However, unemployment compensation in 2019 or 2021 does not affect eligibility for a round 1 check, so long as you are otherwise eligible based on residency and income,” said Governor Baker’s spokesperson.

According to Massachusetts’ state website, all eligible individuals will receive a check in their mail.

Is This New Stimulus Check Confirmed

According to the Boston Globe, this bill must pass both the House and the Senate by July 31, before the legislature session ends.

If everything goes smoothly, the payments will be delivered to the residents before the end of September.

Lawmakers in the state have already putted a plan in place to give a $500 bonus payments to essential workers in the past months, so this proposal would follow that program.
