If you are overdue on child support or owe back taxes or student loan debt, you could see your stimulus check reduced or eliminated based on the amount you owe. The Bureau of the Fiscal Service will send you a notice if this happens.
Your payment will not be interrupted if you owe back taxes or have student loan debt you will receive the full amount.
If you use direct deposit and owe your bank overdraft fees, the bank may deduct these from your payment.
Quantitative Easing And Repo Operations
One of the simplest asset-purchasing programs has been the QE program, in which the Fed directly buys assets like U.S. Treasuries and mortgage-backed securities . The Fed, which originally created the program during the Great Recession, restarted it on March 15, 2020. The scale of the program was open-ended, with the Fed saying it would buy âin the amounts needed to support the smooth functioning of markets.â
In late 2021, the Fed started to reduce asset purchases in a process called tapering. Federal Reserve Board Chair Jerome Powell announced on Dec. 15, 2021, that the Federal Open Market Committee of net new purchases of bonds, in response to a strengthening economy and rising inflation. These purchases had totaled $120 billion per month.
On March 12, 2020, the Fed also enormously expanded its repo operationsâby $1.5 trillion, then adding another $500 billion four days laterâto ensure enough liquidity in the money markets. Repo operations have effectively allowed the Fed to loan money to banks by purchasing Treasuries from them and selling them back to the banks at a later date.
The $19 Trillion Stimulus Law
The American Rescue Plan is the official name of that massive stimulus legislation enacted in March. It kicked the nations stimulus response into high gear.
Not only did it make the third round of payments possible. It also expanded the federal child tax credit, with Americans getting half of it this year as an advance payment. That advance will span six checks, which the IRS has started sending out monthly. All of which is to say, the 478 million figure we noted above is also a little incomplete.
It doesnt, for example, take into account the child tax credit checks that are coming once a month through December. In all, those will give millions of families as much as $1,800 this year for each eligible child. And theyll get the second half of the tax credit next year.

Other Types Of Stimulus Checks
States and cities have stepped up to send out their own stimulus checks to residents.
These states include California and Maine.
California is currently distributing batches of their Golden State Stimulus II checks worth up to $1,100.
The checks will be going out in batches roughly every two weeks and will be sent up until Jan. 11, 2022.
Maine is sending its residents $285 checks between now and the end of t he year.
Santa Ana in California has committed to delivering prepaid Visa debit cards worth $300 to some of the poorest neighborhoods.
How To Claim Your Stimulus Money
The first step is to figure out how much in missing stimulus payments you’ll need to claim on your 2020 tax returns.
The IRS, which began accepting tax returns on February 12, calls the checks “recovery rebate credits” on its tax forms. That’s because, technically, the payments were actually tax rebates paid in advance of filing your taxes. Most taxpayers have until April 15 to file their taxes, although the IRS on February 22 said Texas residents will receive another two months to file, due to the winter storms that battered their state.
To help determine if you are owed more, the IRS published a Recovery Rebate Credit worksheet, which asks questions about eligibility and how much you received in the two stimulus checks so far. If you find that you are owed more, you can enter the amount on line 30 on IRS Form 1040.
If you don’t recall how much you received in the first two rounds of stimulus payments, you can create or view your account at the IRS website. Extra stimulus money will be included with your tax refund. Most taxpayers will receive their refund within 21 days, according to the tax agency.
With Congress now working on a third relief package, millions of households could receive a third stimulus check within the next several weeks, which happens to fall in the middle of tax filing season.

The 2021 Stimulus Payment
On March 11, 2021, the American Rescue Plan was signed into law. It called for sending a third round of stimulus checks to Americans. Who Qualifies For Stimulus Checks
Not everyone qualifies for a stimulus check. The government normally sets eligibility requirements for each direct payment made. Recipients must be U.S. citizens or residents and they cannot be dependents who are claimed on anyone else’s tax return. The government may also impose income thresholds based on individual tax filing statuses. This means that single filers with and adjusted gross income over a certain amount don’t qualify. The second check was the least generous on both counts, and took 9 months to become law. The IRS will attempt to deliver your payment to the account information provided on your tax return. Some RALs and RACs are issued through debit cards. If the card is still active, you will receive your payment on the card. If the account or card is no longer active, the deposit will be rejected, and the IRS will send a paper check to the address on the tax return.

You May Want To File Even If Youre Not Required To
If youll receive a tax refund, you should file a tax return even if youre not required to.
If youre not required to file taxes but you withheld taxes throughout the year, you can get that money back when you file your tax return.
You may also be eligible for refundable tax credits that will give you a tax refund even if you dont owe taxes. These credits include the Earned Income Tax Credit, the Child Tax Credit, and the American Opportunity Tax Credit.
If you didnt receive your first, second, or third stimulus checks or didnt get the full amount that youre eligible for, you can claim the stimulus checks when you file a tax return.

Financial Crisis Of 2008
One example of the use of stimulus checks occurred when the U.S. economy entered a severe recession after the financial crisis of 2008. The incoming Obama administration estimated that sending out checks would prevent unemployment rates from going beyond 8%.
The payments were part of the Economic Stimulus Act of 2008, which was enacted during the administration of President George W. Bush. The government sent out checks to those with at least $3,000 in qualifying income from, or in combination with, Social Security benefits, Veterans Affairs benefits, Railroad Retirement benefits, and earned income. The checks amounted to:

What If I Dont Have A Bank Account
If you dont have a bank account, a paper check will be sent to the address you listed on your tax return.
Direct deposit is the quickest and safest way to get payments. Alternatives to receiving a paper check are opening a bank account or using a prepaid debit card. Once you get a card, you may need to contact the company directly to find the account and routing numbers needed for direct deposit. To find a bank, you can view this list of accounts offered by financial institutions that meet national standards. You can also use payment apps like CashApp, Venmo, or PayPal.
Do not provide the bank account information for someone else. Different names on the tax return and bank account will trigger a reject of the deposit, causing the IRS to send you a paper check which will delay the delivery of your payment.
Other Circumstances That Require You To File
If you are self-employed, you are required to file taxes if you earned more than $400 in self-employment income.
If you pay special taxes, then you must file even if you dont meet the filing threshold. Special taxes include additional taxes on qualified retirement plans or when you must pay taxes on tips you did not report to your employer.
In addition, you must file taxes if you or anyone in your household enrolled in health coverage through the Healthcare.gov Marketplace and you received premium tax credits in 2021.

Stimulus And Relief Package 35
A supplementary stimulus package, nicknamed Phase 3.5, was signed into law on April 24, 2020. It appropriated $484 billion, mostly to replenish the PPP and the EIDL, and contained additional funding for hospitals and COVID-19 testing.
Another supplementary measure, the Paycheck Protection Program Flexibility Act of 2020, which modified the PPP, was signed into law on June 5, 2020. It made the following changes to the program:
- It allowed businesses 24 weeks to spend the money, up from the initial eight-week period
- It lowered the requirements for loan forgiveness. Businesses now had to spend only 60% of their PPP funds on payroll, instead of 75% previously.
- The payment deferment period was extended from six months to when the borrower finds out the amount of their loan forgiveness
- It allowed businesses that received PPP loans to delay paying payroll taxes
- It allowed businesses loan forgiveness if they didnât rehire workers who refused good-faith offers of reemployment or were unable to restore operations to levels before the COVID-19 pandemic
- It gave businesses until the end of 2020 to restore their payrolls to precrisis levels
- It increased the loan maturity of PPP loans taken out after June 5, 2020, to five years
- It extended the time that borrowers have to pay back unforgiven parts of the loan
Who Gets A Stimulus Check
The third round of direct payments includes $1,400 per eligible individual plus a $1,400 bonus per dependent. Around 158.5 million households are expected to receive a payment.
A single filer making up to $75,000 will receive the full payment, while those earning up to $80,000 will get a reduced amount. Joint filers making up to $150,000 will get the full $2,800, while those earning up to $160,000 will receive a smaller amount. Previously, the phase-out thresholds were $100,000 for single filers and $200,000 for joint filers in the House version.
Eligibility will be based on your most recent tax return and your adjusted gross income. For the third round of checks, the IRS will use your 2019 or 2020 tax return to determine if you qualify for the direct payment.
Social Security beneficiaries, Disability Insurance beneficiaries, Supplemental Security Income recipients, Railroad Retirement Board beneficiaries, and Veterans Administration beneficiaries all are eligible for the payment even if they didnt file a 2019 or 2020 tax return.
Eligible taxpayers who used the IRS Non-Filer tool for the first round of checks will be treated as providing returns and will also receive payments.
