Did They Pass The Stimulus Check

Send $2000 Stimulus Check Every Month

House passes bill for $2,000 stimulus checks, putting GOP senators in a tough position

More than 75 members of Congress want to give you $2,000 stimulus checks every month until the Covid-19 pandemic is over. Under this proposal, you could get a recurring stimulus check every month until the economy recovers. The rationale is that a one-time stimulus check is insufficient for most Americans who are struggling financially as a result of the Covid-19 pandemic. In January, Rep. Ilhan Omar and 55 Democrats sent a letter to President Joe Biden urging him to support further stimulus checks. However, Biden doesnt support recurring stimulus checks nor are there enough votes in Congress to pass $2,000 a month stimulus checks. There are many reasons why a 4th stimulus check is unlikely. For example, Biden is focused on passing his new infrastructure package, and that stimulus package doesnt include any one-time or recurring stimulus checks. However, Congress could add a stimulus check before passing the legislation, although the likelihood is low.

Who Is Eligible For The Second Stimulus Check

Eligibility is primarily based on four requirements:

1. Income: The income requirements to receive the full payment are the same as the first stimulus check. There is no minimum income needed to qualify for the payment. Households with adjusted gross income up to $75,000 for individuals will receive the full payment. This stimulus payment starts to phaseout for people with higher earnings. The second stimulus check maximum income limit is lower than the first stimulus check. Single filers who earned more than $87,000 in 2019 are ineligible for the second stimulus check.

View the chart below to compare income requirements for the first and second stimulus checks.

Income to Receive Full Stimulus Payment First Stimulus Check Maximum Income Limit Second Stimulus Check Maximum Income Limit
Single Filer
$136,500 $124,500

2. Social Security Number: This requirement differs from the original eligibility for the first stimulus check. Originally under the first stimulus check, if you were married filing jointly, both spouses needed valid Social Security numbers . If one spouse had an Individual Taxpayer Identification Number , then both spouses were ineligible for the stimulus check. For married military couples, the spouse with an SSN could still get the stimulus check for themselves but not the other spouse with an ITIN.

Relief payments were intended to ease COVIDs economic impact and support the economy in the process. The third round of relief payments started back in March, courtesy of the American Rescue Plan . Over the following months, about 169 million people received up to $1,400 each. That accounted for nearly all of the $422 billion set aside. The ARP checks closely followed the $600 payments from January, which came nine months after the $1,200 payments from the pandemics early days. They seem to have worked, but have also helped many who didnt actually need the money.

In the third quarter of 2021, the U.S. economy grew at an annualized rate of 2.0 percent, according to the most recent estimate from the Bureau of Economic Analysis. Thats a major slowdown from the torrid pace in the second quarter, which saw 6.7 percent growth. The Conference Board forecasts continued though slower growth through the rest of the year. The countrys gross domestic product , an estimate of economic activity across the U.S., has surpassed pre-pandemic levels. By that general measure, the economy has fully recovered.

Stimulus Check Scams And Hoaxes

Of course, popular demand for widely distributed stimulus payments, and the confusing political maneuvering that goes into crafting stimulus bills, creates an information gap that’s easily exploited by scammers.

Even with the first wave of stimulus checks in 2020, we saw bogus email messages that pretended to be from the IRS, promising “an important update on your Covid relief fund.” But they just took you to phishing sites that wanted your Social Security number and other sensitive bits of information.

Following the second stimulus bill at the beginning of 2021, those email phishing attempts were joined by scam phone calls demanding your personal details so that you could be “cleared” to receive more stimulus checks.

In March, as President Biden’s American Rescue Plan was making its way through Congress, new phishing emails promised the moon: a $4,000 stimulus check, a boost in the minimum wage, free meals and, best of all, priority treatment that let you skip lines at COVID-19 vaccination sites.

Most recently, cruel pranksters have been passing around posts on Facebook that a fourth stimulus check worth $2,500 is coming by the end of July. Don’t believe it, and don’t believe the phishing websites that claim to register you for child-tax-credit advance payments.

In fact, most parents and legal guardians don’t need to do anything to get the payments they’ll just show up in your mailbox or bank account.

Idaho: $75 Rebate Payments

In February, Idaho Gov. Brad Little signed a bill that allocates $350 million for tax rebates to Idahoans. There are two criteria for eligibility:

The payments began in March. Each taxpayer will receive either $75 or 12% of your 2020 Idaho state taxes, whichever is greater . The rebate is applicable to each individual taxpayer and each dependent.

The tax commission will first issue rebates to taxpayers who received refunds via direct deposit, then send paper rebate checks.

State residents can also check the status of their rebate online.

No Economic Recovery For Others

The pandemic has further highlighted the growing imbalance across the broader economy. While many households have financially flourished during COVID, many others have fallen behind where they were in early 2020. Much of the gap depends on whether wage earners could work remotely during the shutdown or had public-facing jobs that required them to be on-site.

Financial insecurity is still widespread, and the loss of a job and the loss of hours were some of the main reasons over the course of the pandemic. Nine percent of American adults reported a shortage of food in their household over the previous week, according to a Center on Budget and Policy Priorities analysis of U.S. Census survey data from late September and early October. Approximately 16 percent of renters have fallen behind on their rent, including 23 percent of renters with children in their household. The federal eviction moratorium, which ended October 3, didnt forgive rent that was owed, it pushed the debt into the future. And evictions continued in some parts of the country regardless. Meanwhile, only a fraction of the $46 billion Congress allocated for rental assistance has actually made it to tenants and landlords. As of late September, over a quarter of American adults reported some difficulty keeping up with expenses in the prior week.

Are 4th Stimulus Checks Really Happening

They arebut theyre not coming from the federal government like the last three stimulus checks did. This time, it all depends on what state you live in. Thats right, these fourth stimulus checks are being given out to some folks at the state and city levels now.

Back when the American Rescue Plan rolled out, all 50 states as a whole were given $195 billion to help fund their own economic recovery closer to home.1 Thats a lot of dough. But heres the catchthey dont have forever to spend that money. The states have to figure out what to spend the money on by the end of 2024, and then they have until the end of 2026 to use up all that cash.2 Those deadlines might sound super far away, but the clock is ticking here.

Payments Based On 2019 Or 2020 Tax Return

The amount of your third stimulus check will be based on either your 2019 or 2020 return. If your 2020 tax return isn’t filed and processed by the time the IRS is ready to send your third stimulus payment, the tax agency will use information from your 2019 tax return. If your 2020 tax return is already filed and processed when the IRS starts to process your payment, then your stimulus check will be based on information found on that return. If your 2020 return is filed and/or processed after the IRS sends you a stimulus check, but before July 15, 2021 , a second payment will be sent to you for the difference between what your payment should have been if based on your 2020 return and the payment actually sent based on your 2019 return.

If you haven’t already filed your 2020 tax return, this will create some opportunities to “game” the system and increase the amount of your third stimulus check. For instance, if you’ll get a larger check based on your 2020 tax return, than you might want to quickly file your 2020 return electronically and have your third stimulus check based on that return. If you’ll get a bigger check if it’s based on your 2019 return, then just wait until after your payment is sent to file your 2020 return. Double Child Tax Credit Payment

Should there be a renewal to the expanded Child Tax Credit in 2022, with this possible as part of a break-off part of the bill, it is expected that it would include an extra payment to make up for parents across the USA missing out on one in January.

Therefore, this payment would arrive at the same time as the one for February, which means that there would be a double payment for eligible Americans.

Here’s How Many Stimulus Checks Have Been Sent Out So Far

How much will eligible Americans receive?

Biden has agreed to narrow the eligibility for the third round of checks. Individuals with annual earnings of less than $75,000 and couples who take home less than $150,000 will still receive the full $1,400 payments as outlined in his original proposal. However, individuals who make more than $80,000 each year and couples bringing in more than $160,000 will not receive even partial checks. This differs from the prior two rounds of aid, which offered reduced stimulus payments to individuals with earnings between $80,000 and $100,000 as well as couples with earnings between $160,000 and $200,000.

When stimulus checks will roll out?

The Internal Revenue Service could begin sending out payments within one to two weeks of the bills signing into law, based on the timeframe for the previous rounds of checks. At a press conference yesterday in Buffalo, N.Y., Senate Majority Leader Chuck Schumer said that Middle-class Western New York households will be getting a $1,400 check in the mail in about two weeks. He added, They should get them by the end of March, so itll be a nice Easter present for everybody.

Which Tax Return Is Used For My Third Stimulus Check

The IRS uses 2019 or 2020 tax returns to determine eligibility for your third stimulus check. You should note that if your income fell in the 2020 tax year, filing your tax return earlier could help you qualify for a bigger third stimulus check. The new stimulus plan targets lower income ranges to exclude higher-earning taxpayers from getting a payment.

As we pointed out before, individuals making under $75,000 get the maximum stimulus payment of $1,400 . But payments are capped at $80,000 for single filers and $160,000 for couples. So filing at the beginning of the tax season with a lower income may help you qualify for a bigger check. But, if your income went up in tax year 2020, then you may want to delay filing so that eligibility is determined by your lower 2019 income.

You might also want to file early if the size of your family increased in 2020. The new stimulus plan includes a child tax credit that pays up to $3,600 for each qualifying child under 6 years old, and $3,000 for every child between ages 6 and 17. This means that if you became a parent during the tax year, you could get an additional payment by claiming your child as a dependent earlier.

This legislation is about giving the backbone of this nation the essential workers, the working people who built this country, the people who keep this country going a fighting chance, Biden said in a statement.

On Friday, I look forward to signing the American Rescue Plan into law at the White House a peoples law at the peoples house,” Biden said.

The President thanked “all the members who voted for it, especially Speaker Pelosi, the finest and most capable speaker in the history of our nation.”

Biden’s signature will not appear on the stimulus checks slated to be sent to Americans as part of the relief package, White House press secretary Jen Psaki said Tuesday.

Physical stimulus checks sent to American households last year included a note on the bottom left with then-President Trump’s name. Individuals receiving electronic stimulus payments also received a letter signed by the President.

Psaki said during Tuesday’s White House press briefing that Biden didn’t think the inclusion of his signature on the payments “was a priority or a necessary step. His focus was on getting them out as quickly as possible.”
