Penalty Relief For Certain 2019 And 2020 Returns
To help struggling taxpayers affected by the COVID-19 pandemic, the IRS issued Notice 2022-36PDF, which provides penalty relief to most people and businesses who file certain 2019 or 2020 returns late. The IRS is also taking an additional step to help those who paid these penalties already. To qualify for this relief, eligible tax returns must be filed on or before September 30, 2022. Special Reminder For Those Who Don’t Normally File A Tax Return
People who don’t normally file a tax return and don’t receive federal benefits may qualify for stimulus payments. This includes those without a permanent address, an income or bank account.
If you’re eligible and didn’t get a first, second or third Economic Impact Payment or got less than the full amounts, you may be eligible for a Recovery Rebate Credit, but you’ll need to file a tax return.

Most people agree that getting another big stimulus check from the federal government is a long shot at this point. Still, some lawmakers keep pushing for another stimulus check to help Americans who are struggling to rebuild thanks to COVID-19 and its economic impact. And with the Delta and Omicron variants out therewould another stimulus check happen for everyone? You never know. Only time will tell, really. A lot of people didnt think wed see a third stimulus check eitherbut it happened.
With the economy and jobs both on the upswing, the need for a stimulus check is way less than its been since the start of the pandemic. Not to mention, a lot of people have been getting extra cash each month from the Child Tax Credit. Add all of that up and its easy to see that there might not be another stimulus check. But if there is one, dont worrywell let you know.

Colorado: $750 Rebate Payments
Colorado is sending tax rebates of $750 to individual tax filers and $1,500 for joint filers. Colorado residents for the entire 2021 tax year who are 18 or older and filed their 2021 state income tax return are eligible for the payment.
Only physical checks will be sent out in an effort to prevent fraud. Most payments have already been mailed as of mid-August. Taxpayers who filed an extension can expect their check by January 31, 2023.
How To Get Your Stimulus Checks If You Still Haven’t Received Payment
The first and second stimulus check amounts were for $1,200 and $600, respectively. The third was for $1,400. Here’s how to get your stimulus checks if you haven’t received them yet.
Firstly, some people haven’t received checks because not everyone qualifies for them. You aren’t eligible if your previous IRS tax filings show that you’re a single person who makes over $75,000 annually, a head of household who makes over $112,500 annually, or a married couple who jointly reports over $150,000 annually.
Some are also ineligible due to restrictions on age and dependent status. If someone claimed you as a dependent in their previous tax returns and you were 17 years old or older on January 1, 2020, then you weren’t eligible for the first two checks, according to CNBC.
The IRS and the Social Security Administration have also said that people may not have received stimulus checks because they didn’t file their 2020 taxes. They urged them to file for 2019 and 2020 even if they’re not legally required, in order to ensure that all eligible people receive their payments.
Even if you owe the IRS money, you should still receive your stimulus checks or the aforementioned 2020 Recovery Rebate Credit. The IRS won’t withhold those funds.

New Mexico: $500 Rebates
In early March, Gov. Michelle Lujan Grisham signed a law to send multiple rebates to state taxpayers.
Taxpayers earning under $75,000 annually received a rebate of $250 . The rebate was issued in July and sent automatically to taxpayers who filed a 2021 state return.
Another rebate was issued to all taxpayers. Single filers received $500, and joint filers received $1,000. This rebate was split into two equal payments, delivered in June and August 2022. The funds were sent automatically to taxpayers who filed a 2021 state return.
A taxpayer earning under $75,000 annually could potentially receive up to $750 with the combined rebates.
Residents who dont file income tax returns should have received a rebate in July. Single individuals without dependents received $500 households with married couples or single adults with dependents received $1,000.
If you file your 2021 state income tax return by May 31, 2023, youll receive your rebate by direct deposit or check. If you owe tax from your 2021 return, it will be deducted from your rebate amount.

The State of Illinois will be issuing rebate checks to taxpayers from July 2022 through October 2022. Make sure you have filed an Illinois 1040 form before October 17, 2022 to receive your check, even if you dont have any income. Checks will be for $50/individual and $100/child up to three children, for a maximum rebate of $400.
If you have children and received a monthly check from the IRS during the second half of 2021, you must file a 2021 tax return to claim the other half of your Child Tax Credit.

These Professionals Will Receive Another Stimulus Check
The states and cities referenced above are issuing fourth stimulus checks to help in the pandemic. Some regions are also offering relief to specific professions.
- Teachers: Florida, Georgia, Michigan, Tennessee, and Texas are issuing stimulus checks to contribute to teachers in their state. Each state has its own criteria to aid their teachers and funds will either go directly to the teacher or to the school to support teachers and education.
- Front-Line Workers: Maine and Vermont are issuing stimulus checks to the personnel that worked in the pandemic.
- Healthcare Personnel:Missouri is aiding the people working in mental health facilities, nursing homes, and correctional facilities.
Fill Out Filing Status Claim Dependents And Provide Banking Information

Massachusetts: Up To 7% Of Income May Be Returned
Massachusetts taxpayers will receive rebate checksbut how much theyll receive wont be officially announced until September 20. Massachusetts Governor Charlie Baker will use a 1986 law to return $3 billion to state taxpayers.
The state auditors office declared the state surplus to be some $2.3 billion. And under Chapter 62Fthe 1986-era law, tax rebates are allowed when theres a revenue surplus.
Residents are expected to receive about 7% of the amount of income tax they paid to Massachusetts in 2021. For someone with a $75,000 income, that would mean a rebate of about $250, state officials told WBUR.
Are 4th Stimulus Checks Really Happening
They arebut theyre not coming from the federal government like the last three stimulus checks did. This time, it all depends on what state you live in. Thats right, these fourth stimulus checks are being given out to some folks at the state and city levels now.
Back when the American Rescue Plan rolled out, all 50 states as a whole were given $195 billion to help fund their own economic recovery closer to home.1 Thats a lot of dough. But heres the catchthey dont have forever to spend that money. The states have to figure out what to spend the money on by the end of 2024, and then they have until the end of 2026 to use up all that cash.2 Those deadlines might sound super far away, but the clock is ticking here.

Which Cities Are Giving Out 4th Stimulus Checks
Thats rightcities are now getting in on the stimulus check action too . See if your town made the list:
Low-income residents of The Windy City have been given stimulus checks at random. You read that right. Chicago will give out $500 checks to 5,000 people each month throughout 2022. Theyll be selected at random for this stimulus lottery.20
Like Chicago, LA is handing out payments to low-income residents for a year. Their program, called BIG:LEAP, will give 3,200 randomly chosen people $1,000 each month.21
Pittsburghs program is called the Assured Cash Experiment and gives 200 low-income residents $500 each monthfor two years. The program will spend $2.5 million on lower-income zip codes.22
The close-by neighbors of LA are getting a stimulus program of their own called the Revive Santa Ana Resident Stimulus Program. It will give out $6 million to neighborhoods that fall below the poverty level in Santa Ana. Payments of $300 will be loaded onto prepaid debit cards and given out door to door to about 20,000 residents.23
Seattle has one of the more generous payouts on the list. The Seattle Relief Fund is a $16 million program that gives payments of $1,0003,000 to low-income residents of the Emerald City.24
Third Stimulus Check In 2021 Under Biden Covid Relief Package
Under the now passed $1.9 Trillion Biden COVID Relief Package there are provisions included for another round of stimulus checks. The amounts will be $2800 for couples, $1400 for single adults and $1400 for each eligible dependent per the final bill crafted by the Congressional Democrats.
Based on the income qualification levels, nearly 85 percent of American households would receive a full or partial stimulus payment under the Biden plan. A typical couple with two children making $100,000 annually would receiving about $5,600 with this third round of stimulus check payments.
The full payment will be made to singles filers making less than $75,000 and couples earning less than $150,000 in adjusted gross income . Phase out limits to get a partial stimulus payment are also shown in the table below. To get the dependent check you need to qualify for the adult stimulus payment, and the payment would be sent to the adult recipient claiming the dependent.

Who Will Get The 4th Stimulus Check
Who gets the 4th stimulus check will be largely determined on a state-by-state basis. Even then, most of them are hardship-based or limited to specific professions, so eligibility criteria also comes into play.
States offering some version of a fourth stimulus check generally allocate funds to help the unemployed, front-line workers, families with young children, and other subsets of the state population.
Second $600 Stimulus Check Details
While the CAA legislation, under which the stimulus payments were funded, required that the second round of payments be issued by Jan. 15, 2021, some second round Economic Impact Payments may still be in the mail and delivered by the end of February. The IRS however has confirmed has issued all first and second Economic Impact Payments it is legally permitted to issue, based on information on file for eligible people.

If you havent yet received your payment and GMP is not showing payment details then the IRS is recommending you claim this via a recovery rebate credit in your 2020 tax return that you will file this year. Major tax software providers like Turbo Tax and Tax Act have updated their software to allow tax payers to claim their missing first or second stimulus payment as a recovery rebate with their 2020 tax filing.
Under the COVID-related Tax Relief Act of 2020, the IRS has delivered more than 147 million EIPs totaling over $142 billion. Due to the lower income qualification thresholds and smaller payments this was lower than the 160 million payments made via the first stimulus check.

Fourth Stimulus Check Update: Over $4 Million In New Money Available How To Claim
Some Americans will find themselves $500 richer thanks to stimulus funds at some point in the new year, but only if they meet certain criteriaand live in one particular United States City.
According to KSDK 5, a local NBC affiliate station, residents in St. Louis, Missouri, will be able to claim a $500 stimulus check from the city beginning Dec. 18, as they distribute funds that were a part of the American Rescue Plan. In total, the city will be delivering a total of $4,650,000 to residents, with a planned 9,300 total cash payments.
Those who wish to apply can do so via an application portal on the citys website beginning Dec. 18 and must have proof they meet certain eligibility requirements. Those include proof of residency in the city of St. Louis, income eligibility requirements that state they earn at or under 80% of the area median income, and proof they suffered a loss of income due to the COVID-19 pandemic. Loss of income can include fewer hours, complete job loss, funeral expenses or treatment costs for someone who was ill.
Those who wish to meet the income eligibility requirements must have income at or below $47,550 for a one-person household, all the way up to $89,650 for a household of eight people.
When Will The New Stimulus Payments/checks Be Made
The IRS will be responsible for making these stimulus payment checks and Treasury Secretary Mnuchin, whose department oversees the IRS, said that payments go out within a week of the bill being formally approved. This means payments could hit bank accounts before the end of the year. Payments would be made in multiple batches and if all goes according to plan the first round of payments would begin on 12/28 . Processing will go until January 15th for Direct Deposit payments. Checks and Debit Cards will take until the end of January 2020 to get processed. Indiana: $325 Rebate Payments
Like Georgia, Indiana found itself with a healthy budget surplus at the end of 2021, and it has authorized two rebates to its residents.
In Dec. 2021, Gov. Eric Holcomb announced that Indiana taxpayers would get a $125 one-time tax refund after they filed their 2021 taxes.
Theres no income requirement. Residents must have filed a state tax return for the year 2020 by Jan. 3, 2022, as well as a 2021 Indiana tax return by April 18, 2022, to be eligible. Payments started in May, according to a state information page.
Taxpayers who filed jointly will receive a single deposit of $250.
A second rebate was approved in August 2022 to grant another $200 per taxpayer.
Most taxpayers will receive their refunds by direct deposit, and the second payments started rolling out in late August.
