The End Of Tax Cut Populism

How to Get Your $1,400 Stimulus Check

Its easy to forget this now, but the Reagan tax cut project of the 1980s was largely a populist endeavor. Business interests, sociologist Monica Prasad has found, were not particularly enamored of Reagans and other supply-siders plans to slash the top individual tax rate from 70 percent to 50 percent.

Business interests were understandably more focused on pushing through substantial corporate tax rate cuts and saw individual rate cuts as a distraction. But the Republican coalition embraced across-the-board individual rate cuts, at least in part, because the idea was genuinely popular, Prasad argues.

Tax rates were much higher across the board in 1981 than they are now, and even more importantly, inflation was high and rising, and tax brackets were not indexed for inflation. This meant that with each passing year, more people were getting pushed into higher tax brackets, which angered middle-class taxpayers, not just the rich.

The key to victory for conservatives, supply-siders like Jude Wanniski argued, was not to become Scrooges decrying government spending, but to become like a second Santa Claus. The first Santa Claus was the Democrats, who offered benefits through more spending programs. The second Santa Claus would be the Republicans, offering benefits through tax cuts. It was an explicitly populist strategy, and it made sense politically, if not economically.

When Will New Stimulus Checks Arrive

The plan would transfer $350 billion to state, municipal, and tribal governments to cover expenditures incurred until the end of 2024. The plan also mandates small states to get at least the amount granted under viral legislation enacted by Congress last March. Schools will gain as well, with an additional $130 billion in spending earmarked for kids in kindergarten through 12th grade.

College and university spending would be increased by nearly $40 billion, with the funds used to pay pandemic-related expenses and offer emergency relief to students to cover costs such as food, housing, and computer equipment. In addition, $28.6 billion would be allocated to a new initiative aimed at restaurants and bars affected by the pandemic. Other initiatives include rental and homeowner aid, as well as increased assistance to help individuals pay for health care costs under the Affordable Care Act.

The last two waves of stimulus cheques took days to months to reach customers’ bank accounts and mailboxes. The second stimulus check, which was authorized at the end of December, was sent more quickly than the first, with some recipients receiving their reviews just days after the measure was signed into law.

Second $600 Stimulus Check Details

While the CAA legislation, under which the stimulus payments were funded, required that the second round of payments be issued by Jan. 15, 2021, some second round Economic Impact Payments may still be in the mail and delivered by the end of February. The IRS however has confirmed has issued all first and second Economic Impact Payments it is legally permitted to issue, based on information on file for eligible people.

Get My Payment was last updated on Jan. 29, 2021, to reflect the final payments and will not update again for first or second Economic Impact Payments.

If you havent yet received your payment and GMP is not showing payment details then the IRS is recommending you claim this via a recovery rebate credit in your 2020 tax return that you will file this year. Major tax software providers like Turbo Tax and Tax Act have updated their software to allow tax payers to claim their missing first or second stimulus payment as a recovery rebate with their 2020 tax filing.

Under the COVID-related Tax Relief Act of 2020, the IRS has delivered more than 147 million EIPs totaling over $142 billion. Due to the lower income qualification thresholds and smaller payments this was lower than the 160 million payments made via the first stimulus check.

Some Homeowners Are Also Entitled To Financial Relief

Some homeowners could also get financial help this month. This could come from the Homeowner Assistance Fund . The American Rescue Plan Act set aside almost $10 billion for homeowner relief, and more than 40 states have now set up HAF programs to facilitate the distribution of the funds. The funds will be distributed to the states by the Treasury Department.

Money from HAF can be used to help with mortgage payments, home insurance costs, utility expenses, or other âspecified purposes.â Those who are interested can check the Homeowner Assistance Fund website to find out if they are eligible and to learn how to apply for funding.

Between these state programs and HAF, millions could soon be entitled to money from the government to help them cope with the ongoing financial consequences of the COVID-19 pandemic. Be sure you understand how to claim your payments if you could be entitled to this important financial relief.

Story at a glance

  • Some experts think Americans could greatly benefit from a cash infusion issued by the federal government to cope with rising inflation.
  • Three economic impact payments were sent to all Americans under two administrations, alongside an expansion of the child tax credit and expanded unemployment benefits.
  • All those programs have expired, and the Biden administration has been unable to get any of them extended on a permanent basis.

Even though pandemic relief measures like stimulus checks and child tax credits have expired, some policy experts believe another cash infusion could help many Americans and be politically advantageous coming as inflation skyrockets the cost of gas, groceries and more everyday essentials.

The federal government has issued three economic impact payments, or stimulus checks, since the coronavirus pandemic began. The last check for $1,400 was sent to Americans in March 2021. That money was a relief for many, keeping nearly 11 million people out of poverty across two administrations, data from the U.S. Department of Health & Human Services shows.

The most impactful programs for alleviating poverty were economic impact payments under the ARP and unemployment compensation, said the HHS report.

Magg doesnt believe another stimulus check is likely, and while the Biden administration works with Congress to come up with a legislative solution, the Labor Department announced inflation has hit nearly 8 percent over the last year.

What If My Bank Account Information Changed How Will I Get My Second Stimulus Check

Unfortunately, if your second stimulus check is sent to an account that is closed or no longer active, the IRS will not reissue the payment to you by mail. Instead, if you are eligible to get a payment, you can claim the stimulus check on your 2020 tax return as the Recovery Rebate Credit or use GetCTC.org if you dont have a filing requirement.

A Fourth Stimulus Check Isn’t A Priority For Politicians

The third explanation for the lack of a fourth stimulus check is the simple fact that politicians aren’t doing anything to make it happen. Some don’t think there is a need, partly because of the two reasons outlined above, while others have other priorities right now.

Even before the gas prices crisis and the Russian invasion of Ukraine, calls for a fourth stimulus check were growing quieter. Republicans were even joined by some Democrats in being against the idea of a fourth stimulus check, so there weren’t many calls for one because the politicians knew it’d be impossible to pass anyway.

Are 4th Stimulus Checks Really Happening

They arebut theyre not coming from the federal government like the last three stimulus checks did. This time, it all depends on what state you live in. Thats right, these fourth stimulus checks are being given out to some folks at the state and city levels now.

Back when the American Rescue Plan rolled out, all 50 states as a whole were given $195 billion to help fund their own economic recovery closer to home.1 Thats a lot of dough. But heres the catchthey dont have forever to spend that money. The states have to figure out what to spend the money on by the end of 2024, and then they have until the end of 2026 to use up all that cash.2 Those deadlines might sound super far away, but the clock is ticking here.

What Gaos Work Shows

VERIFY: Are you getting a 4th stimulus check?

1. IRS can use data to tailor outreach efforts.

It was challenging for IRS and Treasury to get payments to some peopleespecially nonfilers, or those who are not required to file tax returns. These people were eligible for the payments for a couple of reasons:

  • first, there was no earned income requirement, so Americans with no or very little income could receive economic relief and
  • second, the payments were refundable tax credits, so eligible individuals can claim the full amount even if it exceeds what they owe in taxes.

In 2020, Treasury and IRS used other data to identify and reach out to around 9 million potentially eligible nonfilers. In May 2021, TIGTA identified potentially 10 million individuals eligible for payments, but IRS has no further plans to reach out to these individuals.

We recommended that Treasury and IRS use available data to develop an updated estimate of total eligible individuals which they could use to better tailor and redirect their ongoing outreach and communications efforts for similar tax credits.

2. Improved collaboration will also help outreach to underserved communities.

We recommended that Treasury and IRS focus on improving interagency collaboration and use data to assess the effectiveness of their efforts to educate more people about refundable tax credits and eligibility requirements.

Georgia: $250 Rebate Payments

Thanks to a historic state budget surplus, Georgia residents who filed both their 2020 and 2021 tax returns were eligible to receive rebate payments based on their tax filing status:

  • Single filers: Maximum $250
  • Head of household: Maximum $375

If you owed income tax or other payments to the state such as delinquent child support payments, you may have received a smaller rebate. Partial-year residents may have also received a smaller rebate.

Residents who filed their taxes before Gov. Brian Kemp signed the legislation received their rebates via a separate payment. The state expected to send all rebates for returns filed by April 18 by early August.

Child Tax Credit Stimulus Update

If youll recall from all our child tax credit coverage in 2021, Congress got a bit creative in how it structured the payout of that expanded benefit. Lawmakers essentially sliced it in half. Recipients got the first half up front, in 2021, spread out over six monthly checks.

The second half, however, is still coming later this year.

All of those recipients who got six child tax credit checks in 2021? Theyre also getting that same cumulative amount in the form of a tax credit. One that they can use when they file their federal taxes this year. For millions of Americans, theyll either be taking a $1,500 or $1,800 credit per child. Thats what those six checks added up to .

Is Congress Talking About A Fourth Stimulus Check

Stimulus Check Greeting Cards

There are no signs that lawmakers in Washington, D.C. are in serious discussions about a fourth direct payment stimulus check. While there have been calls by the public and from some lawmakers for recurring payments, there has been practically nothing in terms of action.

Emails and phone calls to the White House, Sen. Bernie Sanders, I-Vt., who is chair of the Senate Budget Committee, and Rep. John Yarmuth, D-Ky., chair of the House Budget Committee, asking if such payments are under discussion were not returned.

One pandemic-related stimulus that is being considered for an extension is the monthly advance child tax credit. It raised the previous tax credit from $2,000 at tax time to $3,000-$3,600 with the option of monthly payments. A one-year extension is part of the Build Back Better bill that passed the House. But Sen. Joe Manchin, D-W.V., announced Sunday he would not vote for it. With no Republicans on board, passage of the bill is doomed unless an alternative is found.

A group of Democrats sent a letter to Biden in back in May , but the letter did not get into specifics and nothing else came of it.

A change.org petition started by Denver restaurant owner Stephanie Bonin in 2020 called on Congress to pass regular checks of $2,000 for adults and $1,000 for kids for the duration of the pandemic crisis.

As of late December, the petition has reached nearly 3 million signatures.

How To Claim Stimulus Funds In Your 2021 Tax Return

The third round of stimulus payments is worth up to $1,400 per person if your adjusted gross income is $75,000 or less as a single filer, or $160,000 or less as a joint filer. Families are entitled to $1,400 per dependent for dependents of any age.

Before claiming the funds, make sure they weren’t sent to you already. You can confirm the amount of the third payment and whether it was sent to you by logging into your IRS online account or the Get My Payment app. You can also refer to a letter sent to you by the IRS, known as Notice 1444-C, which will tell you how much is owed to you.

If you lost your stimulus check or suspect it was stolen, you can request the IRS to trace your payment and get the amount automatically reimbursed to you as a tax refund. If you’re filing your 2021 tax return before your trace is complete, do not include the payment amount on the Recovery Rebate Credit Worksheet, the IRS says.

Otherwise, you’ll need to complete the Recovery Rebate Tax Credit worksheet and submit it as part of your 2021 tax return. The worksheet will help you calculate how much you can claim. Then, claim it on line 30 in Form 1040 or Form 1040-SR of your 2021 tax return.

Tax software will also guide you through this process and automatically add all the information to your tax return.

And remember, you can file your tax return for free if your income is $73,000 or less, using the IRS Free File Program.

Fourth Stimulus Check Update: How To Get Another $1400 Direct Payment

Third Stimulus Checks: When and How Will You Get $1,400?

Some Americans will be eligible for a $1,400 stimulus check this year even if Congress doesn’t pass any legislation for another round of checks.

Republicans and Democrats fought hard over the issue of stimulus checks after passing the first round in 2020, so most Americans have already received all the money they’re likely to get. However, some Americans will be able to claim additional payments when they file their taxes and they could be eligible for the full $1,400 payment.

One way Americans could be eligible for a full $1,400 payment is if they had a child in 2021. Why? Because the 2021 Economic Impact Payments were based on a person’s 2020 or 2019 return. So, any eligible dependent that came into the family last year wouldn’t have been included in the payment amount.

Those who have a child who qualifies for the Recovery Rebate Credit can claim the dependent when they file their 2021 tax return this year. To be eligible, the child must be under 19 at the end of the year unless they’re a student and a child, brother, sister, foster child, stepsibling, half-brother or half-sister or a descendant of any of them.

Unlike the first two rounds of payments, which limited dependent eligibility to just children, the third stimulus check made accommodations for dependents of all ages. So, a person who adds a parent or grandparent or another eligible dependent to their household could also be eligible for a $1,400 payment.
