Since the bill is not expected to attract many, or even any, Republican votes, all Democrats will need to support the bill in order for it to pass, giving moderate Democrats like Manchin leverage to make demands of the president and Senate leadership.

That explains why Mr. Biden would be willing to lower the income phaseout. But because the Senate version of the bill is likely to differ from the House version, which was passed last week, the legislation will have to go back to the House for another vote.

There are two rebates available to 2021 Illinois residents.

The first rebate is the individual income tax rebate, available for residents whose adjusted gross income is less than $200,000 per year . Each individual will receive $50, with an additional $100 per eligible dependent .

The second rebate is a property tax rebate, available for residents making $250,000 or less . The rebate is equal to the property tax credit you qualified to claim on your tax return, up to a maximum of $300.

The state started issuing rebates the week of September 12 it will take several months to issue them all, according to the Illinois Department of Revenue.

Primary Dealer Credit Facility And Money Market Mutual Fund Liquidity Facility

On March 20, 2020, the Fed relaunched a Great Recession-era program: the Primary Dealer Credit Facility , which has given loans to primary dealers backed by a wide variety of securities as collateral. There was no set limit to the amount of credit issued.

To add more liquidity to money markets, the Fed announced the Money Market Mutual Fund Liquidity Facility on March 18, 2020. This program lent money to financial institutions so that they could buy money market mutual funds. Like the PDCF, it did not have a specific lending limit, either.

The Treasury Department gave the MMLF $10 billion of debt credit protection for the program. On May 5, 2020, the central bank said that participation in the MMLF wouldnât affect the liquidity coverage ratio of participating banks.

This program was similar to the Asset-Backed Commercial Paper Money Market Fund program launched in 2008 after the collapse of Lehman Brothers caused a major money market fund to fail. The AMLF ended on Feb. 1, 2010.
