Nearly 20 states approved stimulus payments in one form or another in 2022, and residents in a dozen of them are still waiting for their money. If you live in one of the following 12 states and you havent yet received a payment you qualified for, dont panic the check might be in the mail.

As the state continues to send out the direct payments, is there a way to track the progress of your check?

The short answer is no, the Franchise Tax Board says. But to combat frustration with the vague timelines originally laid out, the agency has released more details on when you can expect to receive your direct deposit or debit card.

To find out when youll see your tax refund, you first need to determine if youre getting a direct deposit or a debit card. If you filed your California state taxes electronically in 2020 and received a refund by direct deposit, youll likely get a direct deposit in this case, too. Pretty much everyone else will get a debit card, the state says.

Second, youll need to determine if you received a Golden State Stimulus payment last year, in either round 1 or round 2. Golden State Stimulus recipients of 2021 are first in line to get the Middle Class Tax Refund in 2022.

Theres one final complication: Debit cards are being sent out in smaller batches, organized in alphabetical order by last name. GSS recipients are first up, broken into four groups getting their debit cards in the mail between Oct. 24 and Dec. 10.

Why Cant You File Something Now To Get The Payment If You Didnt File A 2020 Tax Return

Some people earn little enough income that they arent required to file taxes. That includes some seniors and disabled people, as well as some very low income people. Unfortunately, if you didnt file a 2020 tax return by the deadline, you arent eligible for this payment.

You cant file anything retroactively to receive the payment.

If the state allowed people to file amended tax returns, for example, that would have taken more time both for people to file, and for the state to process and would have opened up concerns regarding potential fraud, said Palmer.

Basing the payments on previously submitted returns, and documentation that has already been processed and validated by the significantly eliminates the possibility of fraud, Palmer said.

Who Will Receive Their Mctr Payment Via Debit Card

Stimulus Check Didn T Get Child

Per the California Franchise Tax Board website, eligible residents will receive their MCTR in the form of a debit card if they:

  • Filed a paper tax return

  • Had a balance due

  • Received your Golden State Stimulus payment by check

  • Received your tax refund by check regardless of filing method

  • Received your 2020 tax refund by direct deposit but have since changed your banking institution or bank account number

  • Received an advance payment from your tax service provider or paid your tax preparer fees using your tax refund

In general, Middle Class Tax Refunds are tiered based on a residents adjusted gross income , with larger payments going to those with lower incomes. The maximum rebate of $1,050 is possible for married couples with multiple dependents who earn less than $150,000 per year.

Single filers making up to $250,000 and couples making up to $500,000 qualify for at least a partial payment but individuals with a 2020 adjusted gross income of $250,001 or higher, and joint filers with an AGI of $500,001 or higher do not qualify for the MCTR.

California: Up To $1050 Rebate

Payments for Californias Middle-Class Tax Refund started hitting bank accounts and mailboxes at the beginning of October, with the most recent batch sent out on October 24. An estimated 23 million Golden State residents are eligible for these payments. To find out if you qualify, you can check the State of Californias Franchise Tax Board website. The Franchise Tax Board expects 90% of payments to be issued in October.

A one-time payment of $350 will go to individual taxpayers who make $75,000 or less. Couples filing jointly will receive $700 if they make no more than $150,000 annually. Eligible households will also receive an additional $350 if they have qualifying dependents.

Taxpayers with incomes between $75,000 and $250,000 will receive a phased benefit with a maximum payment of $250. Those households can get up to an additional $250 if they have eligible dependents.

Eligible recipients who received Golden State Stimulus payments by direct deposit should have seen their Middle Class Tax Refund deposited between October 7 and October 25. All remaining direct deposits were slated to occur between October 28 and November 14.

If you received your California stimulus payments by debit card, youll also receive the Middle Class Tax Refund by debit card between October 24 and December 10. Remaining debit card payments will be sent by January 14, 2023.

Are These Payments Taxable

The payments wont be taxable for California state income tax purposes, says Franchise Tax Board spokesperson Catalina Martinez. Martinez said the board would be issuing 1099-MISC forms to people receiving payments of more than $600.

Whether the federal government will tax these payments is less clear. Thats an issue where individuals should check with your local tax preparer, said H.D. Palmer, spokesperson for Californias Department of Finance.

What Is The Recovery Rebate Credit

The Recovery Rebate Credit is a tax credit you can get if you were eligible for stimulus checks and didnt receive them or got less than the full amount. You can claim the credit for the first and second stimulus checks when you file a2020 tax return.To get the third stimulus check you must claim the credit when you file a 2021 tax return.

Rhode Island: $250 Rebate Per Child

What if I never got my first $1,200 stimulus check?

Rhode Island is sending a one-time payment of $250 per child, thanks to a state budget surplus.

Households can receive a payment for up to three dependent children, for a maximum of $750. Those children must have been listed as your dependents on your 2021 federal and state income tax returns.

Taxpayers must earn $100,000 or less to be eligible for the payment.

Child Tax Rebate check distribution began in October. Taxpayers who filed their 2021 state tax returns on extension by October 2022 will receive their rebates starting in December. You can check your rebate status on Rhode Islands Division of Taxation website.

What If Ive Moved Recently

One reader asked about what happens if they were filed a 2020 tax return in another state and then moved to California. If you didnt file a 2020 tax return in California, you arent eligible for this payment.

Another reader asked what happens if they moved more recently, like this past summer.

Thats a good question because if youre expecting to receive a debit card, making sure the Franchise Tax Board has an up-to-date address for you is important.

If youre going to receive a debit card, the tax board will use the most recent address it has on file for you. For many people, that will be the address you put on your 2021 California tax return.

If youve moved recently and you think theres a chance the tax board doesnt have your new address, you can update your address through MyFTB or by phone, dialing 1-800-542-9332 according to Martinez. She suggests updating your address as soon as possible.

California Stimulus: If You Lost Or Threw Out Your Middle Class Tax Refund You Can Have It Replaced

According to the California Franchise Tax Board site, the state has already issued $7,508,156,450 billion in Middle Class Tax Refunds 6,956,431 payments via direct deposit and 6,856,281 in debit cards. However, some Californians have thrown out or destroyed debit cards after receiving them, mistaking them as junk mail or scams.

According to ABC7, part of the problem comes is in properly identifying the debit cards as real MCTR payments. Fortunately, any cards lost or ruined in haste can be replaced by contacting Money Network, which is coordinating the debit cards.

The State of California FTB started sending out MCTR payments of up to $1,050 to approximately 23 million of its eligible residents on Oct. 7. The 18 million total payments, totaling $9.5 billion, is the largest relief program of its kind in California state history.

Eligible Californians who have yet to receive their MCTR payments will get them soon either by direct deposit or by a debit card coordinated through Money Network.

A lot can change in a year, and its very possible the IRS didnt have enough up-to-date information accurately reflecting your financial situation.

A few circumstances that could qualify you for more money: You had a baby in 2020, or adopted or fostered a child. Less common, say you share joint custody with a child but only rotate that responsibility every other year. You might be eligible for extra money by filing for a credit, and there are instances when your former spouse might pocket extra money as well.

Say I filed with Susie Q. in 2019 and I got the stimulus checks for that child, and then my divorced spouse filed with Susie Q. for 2020. She would get the Recovery Rebate Credit as well, says Mark Jaeger, director of tax development at TaxAct. Its a little bit of double dipping, but it is something that is allowed.

Additionally, maybe you got married or divorced. Perhaps you graduated college and started working, meaning youre no longer considered a dependent. And, as is likely the case for millions of Americans, perhaps you had a higher-paying job in 2019 but lost that position in 2020. Even individuals who were working in 2019 but retired in 2020 could be eligible for the credit.

These are just a sampling of circumstances that might mean youre eligible for a stimulus check or a higher amount.

Who Qualifies For The Third Stimulus Payments

Generally, if youâre a U.S. citizen and not a dependent of another taxpayer, you qualify for the full third stimulus payment. In addition, your adjusted gross income canât exceed:

  • $150,000 for married filing jointly
  • $112,500 for heads of household
  • $75,000 for single filers

A partial payment may be available if your income exceeds the thresholds. However, you will not receive any payment if your AGI is at least:

  • $160,000 for married filing jointly
  • $120,000 for heads of household
  • $80,000 for single filers

The full amount of the third stimulus payment is $1,400 per person and an additional $1,400 for each qualifying dependent.

The California Franchise Tax Board Has Nearly Finished Distribution Of The Golden State Stimulus Check But What If You Have Not Received Your Payment

The most recent round of stimulus checks from the federal government came in early 2021 after Congress passed the American Rescue Plan in March of last year. But while Washington was unable to provide another round, some states opted to issue their own direct payments.

In California the Golden State stimulus checks provided a one-off payment worth up to $1,100 for eligible residents. There were some conditions on receiving the money, but fortunately it is not too late to claim your payment.

Minnesota: $488 Payments For Frontline Workers

Some frontline workers received a one-time payment of $488 in October, thanks to a bill signed by Gov. Tim Walz in early May.

Eligible workers must have worked at least 120 hours in Minnesota between March 15, 2020, and June 30, 2021, and werent eligible for remote work.

Workers with direct Covid-19 patient-care responsibilities must have had an adjusted gross income of less than $175,000 between December 2019 and January 2022 workers without direct patient-care responsibilities must have had an adjusted gross income of less than $85,000 annually for the same period. Applications for the payment are now closed.

What If I Live Off Of Social Security Or Disability Income Do I Qualify

With the Golden State Stimulus payments in 2021, people whose sole source of income was public assistance were not eligible for a payment, because their tax forms showed $0 of California Adjusted Gross Income . Californians needed between $1 and $75,000 of income to qualify for the Golden State Stimulus.

However, with the Middle Class Tax Refund this year, even people who reported $0 of AGI on their 2020 taxes qualify for a payment.

An individual who relies exclusively on social security or disability as their income, and therefore had a CA AGI or $0 in 2020, will receive $350 if they do not claim a dependent, or $700 if they have at least one dependent, according to the Franchise Tax Bureau.
