What Gaos Work Shows
1. IRS can use data to tailor outreach efforts.
It was challenging for IRS and Treasury to get payments to some peopleespecially nonfilers, or those who are not required to file tax returns. These people were eligible for the payments for a couple of reasons:
- first, there was no earned income requirement, so Americans with no or very little income could receive economic relief and
- second, the payments were refundable tax credits, so eligible individuals can claim the full amount even if it exceeds what they owe in taxes.
In 2020, Treasury and IRS used other data to identify and reach out to around 9 million potentially eligible nonfilers. In May 2021, TIGTA identified potentially 10 million individuals eligible for payments, but IRS has no further plans to reach out to these individuals.
We recommended that Treasury and IRS use available data to develop an updated estimate of total eligible individuals which they could use to better tailor and redirect their ongoing outreach and communications efforts for similar tax credits.
2. Improved collaboration will also help outreach to underserved communities.
We recommended that Treasury and IRS focus on improving interagency collaboration and use data to assess the effectiveness of their efforts to educate more people about refundable tax credits and eligibility requirements.
Avoid Processing Delays When Claiming The 2021 Recovery Rebate Credit
The IRS strongly encourages people to have all the information they need to file an accurate return to avoid processing delays. If the return includes errors or is incomplete, it may require further review while the IRS corrects the error, which may slow the tax refund.
To claim the 2021 Recovery Rebate Credit, individuals will need to know the total amount of their third-round Economic Impact Payment, including any Plus-Up Payments, they received. People can view the total amount of their third-round Economic Impact Payments through their individual Online Account. The IRS will also send Letter 6475 through March to those who were issued third-round payments confirming the total amount for tax year 2021. For married individuals filing a joint return with their spouse, each spouse will need to log into their own Online Account or review their own letter for their portion of their couple’s total payment.
The IRS urges recipients of stimulus payments to carefully review their tax return before filing. Having this payment information available while preparing the tax return will help individuals determine if they are eligible to claim the 2021 Recovery Rebate Credit for missing third-round stimulus payments. If eligible for the credit, they must file a 2021 tax return. Using the total amount of the third payments from the individual’s online account or Letter 6475 when filing a tax return can reduce errors and avoid delays in processing while the IRS corrects the tax return.
Why Is The Irs Not Going To Release A 4th Stimulus Check In 2022
There have been three federal stimulus checks, but a fourth isn’t coming
- Stimulus Checks.New Stimulus Bill 2022: When are new payments coming?
The US federal government responded to the coronavirus pandemic by sending out stimulus checks to help low-income and medium-income Americans, with one stimulus check of $1,200 in April 2020, another stimulus check of $600 in December 2020 and then a third stimulus check of $1,400 in March 2021. However, a fourth stimulus check it not likely to be on the way.
So, why won’t there be a fourth stimulus check? Well, there are a variety of reasons and we outline the government’s arguments against a fourth stimulus payment being sent out through the Internal Revenue Service .

First Stimulus Check Payment In 2020
The $2.2 trillion dollar stimulus bill has now been signed into law. Under this bill there is the widely reported economic stimulus payment checks of $1,200 per adult and $2400 for couples. For families they would provide $500 for every eligible child. The full stimulus check would be made to those earning less than $75,000 and would phase out to zero for those earning more than $99,000 . Head of household tax filers will get the full payment if they earned $112,500 or less.
In the phase out range for every $100 you earn above the lower limit payment drops by $5 until you reach the maximum limit .
Example If Brian made $67,000 last year based on his latest filed tax return, he would get the full $1200 payment. If he had made $90,000 he would only be eligible for $450 . If he had made $110,000 he wouldnt be eligible at all.
|2019 or 2018 Filing Status||Income Below Which FULL Stimulus is Paid||Maximum Income To Qualify for Partial Stimulus|
|Single or married filing separate||$75,000|
Example My wife and I made $185000. We filed jointly. Are we eligible to get anything from the 2020 stimulus? Answer You would be eligible to get $650.00 under the direct payment program. Up to $150,000, you get 100% of the $2,400 stimulus payment. Anything over 150,000, you would subtract 5% of the amount over $150,000. So in your scenario, 35k over 150k. 5% of 35k is $1750, So $2400- $1750=$650.00

How Will The Stimulus Check Payments Be Made By The Irs
The IRS has confirmed that payments for most working Americans are expected to be calculated and deposited or mailed via check based on 2018 or 2019 federal tax filing payment details. Most people wont need to take any action and the IRS will calculate and automatically send the economic stimulus payment to those eligible. The Treasury department, under which the IRS falls has also created a website/portal for those who are not required to file U.S. income taxes or who have to change payment information .
For those who have not yet filed their return for 2019, the IRS will use information from their 2018 tax filing to calculate the payment. The economic impact payment will be deposited directly into the same banking account reflected on the last valid return filed. So if your 2018 information is out of date or your income situation changed in 2019, make sure you file, even if you have no taxes due .
Who’s Getting Paid This Week
The current batch of stimulus payments is worth over $36 billion. Here are some of the groups who received it:

- Social Security Disability Insurance recipients were also included.
- Over 3 million payments, worth nearly $5 billion, went to Supplemental Security Income beneficiaries.
- Close to 85,000 payments worth over $119 million went to Railroad Retirement Board beneficiaries.
- This new batch also included “plus-up” payments for recipients who were entitled to more stimulus money than they originally received.
- Over 1 million payments worth almost $3 billion went to people who recently filed a tax return and qualified for a stimulus based on that.

Are 4th Stimulus Checks Really Happening
They arebut theyre not coming from the federal government like the last three stimulus checks did. This time, it all depends on what state you live in. Thats right, these fourth stimulus checks are being given out to some folks at the state and city levels now.
Back when the American Rescue Plan rolled out, all 50 states as a whole were given $195 billion to help fund their own economic recovery closer to home.1 Thats a lot of dough. But heres the catchthey dont have forever to spend that money. The states have to figure out what to spend the money on by the end of 2024, and then they have until the end of 2026 to use up all that cash.2 Those deadlines might sound super far away, but the clock is ticking here.
Who Is A Qualifying Child
An eligible individual may also receive up to an additional $500 per child, if the child meets the definition of a qualifying child of the individual for purposes of the child tax credit.
To be a qualifying child of an individual for purposes of the payment, generally the individual must live with the child for more than half of the tax year, the child must not provide over half of his or her own support for the calendar year, and the child must not file a joint return for the tax year. The child also must be the individuals child, stepchild, eligible foster child, sibling, grandchild, niece, or nephew. In addition, to be claimed as a qualifying child, the child must be a U.S. citizen, permanent resident or other qualifying resident alien. The child must be under the age of 17 at the end of the year for the tax return on which the IRS bases the payment.
Also, a qualifying child must have an SSN valid for employment or an adoption taxpayer identification number . A child who has an ITIN is not a qualifying child for this payment.

What Information Will You Need
To access the tool, you’ll be asked to provide a:
- Street address and
- Five-digit ZIP or postal code.
If you file a joint tax return, either spouse can typically access the portal by providing their own information for the security questions used to verify a taxpayer’s identity. Once verified, the same payment status is shown for both spouses. In some cases, however, married couples who file a joint tax return may get their third stimulus payment as two separate payments half may come as a direct deposit and the other half will be mailed to the address the IRS has on file. If that case, each spouse should check the “Get My Payment” tool separately using their own Social Security number to see the status of their payments.
If you submit information that doesn’t match the IRS’s records three times within a 24-hour period, you’ll be locked out of the portal for 24 hours . You’ll also be locked out if you’ve already accessed the system five times within a 24-hour period. Don’t contact the IRS if you’re shut out. Instead, just wait 24 hours and try again.
Stimulus Checks: Direct Payments To Individuals During The Covid
The federal government made direct payments to individuals totaling $931 billion to help with COVID-19. However, it was challenging for the IRS and Treasury to get payments to some people.
We found that nonfilers , first-time filers, mixed immigrant status families, and those experiencing homelessness were among those likely to have trouble receiving these payments in a timely manner.
We recommended that Treasury and the IRS tailor their outreach efforts to educate such people about their eligibility for these payments.
In 2020 and 2021, IRS and Treasury issued $931 billion in direct payments to individuals to ease financial stress due to the COVID-19 pandemic. However, some eligible Americans never received payments. We made recommendations to strengthen Treasury and IRSs outreach and communications efforts for the billions of dollars in similar tax credits IRS administers, such as the Earned Income Tax Credit.
