Ohio AG’s office study suggests link between stimulus checks, overdose deaths

If you meet the following four requirements, you likely qualify for the stimulus.

1. Income Limits: If you are filing as single with an adjusted gross income up to $75,000, married filing jointly with an AGI up to $150,000, or head of household with an AGI up to $112,500, you will receive the full payment. Above these income limits, the payment amount decreases 5 percent for every additional $100 of income up to $99,000 for a single adult, $136,500 for head of household, and $198,000 for a married couple.

If you have zero income you can still get the payment.

2. Age requirements: There is no age requirement for the stimulus check, however you cannot be someone elses dependent. Children must be under 17 to get the additional payment for them.

3. Taxpayer Identification Number :At least one tax filer must have a valid Social Security number . If you are married filing jointly, and one spouse has an SSN and one has an Individual Taxpayer Identification Number , the spouse with an SSN and any children with SSNs or an Adoption Taxpayer Identification Number can get the payment. If one spouse is an active member of the military, then both spouses are eligible for a stimulus check even if only one spouse has an SSN and the other spouse has an ITIN.

4. Citizenship or Residency: You must be a U.S. citizen, permanent resident, or qualifying resident alien.

Delaware: $300 Rebate Payments

Delaware sent relief rebate payments of $300 to taxpayers who filed their 2020 state tax returns. The one-time payment was possible due to a budget surplus. Couples filing jointly received $300 each.

Payments were distributed to most eligible Delaware residents in May 2022.

If youre eligible but didnt receive a rebate yet, you can apply online starting November 1. The application period will only last 30 days and will close on November 30, 2022.

Applicants must provide their Social Security number, active Delaware drivers license that was issued before December 31, 2021 and a valid Delaware residential mailing address. Payments will be sent out to qualifying applicants after the application period closes and all applications are reviewed.

    WASHINGTON Starting this week, the Internal Revenue Service is sending letters to more than 9 million individuals and families who appear to qualify for a variety of key tax benefits but did not claim them by filing a 2021 federal income tax return. Many in this group may be eligible to claim some or all of the 2021 Recovery Rebate Credit, the Child Tax Credit, the Earned Income Tax Credit and other tax credits depending on their personal and family situation.

    The special reminder letters, which will be arriving in mailboxes over the next few weeks, are being sent to people who appear to qualify for the Child Tax Credit , Recovery Rebate Credit or Earned Income Tax Credit but haven’t yet filed a 2021 return to claim them. The letter, printed in both English and Spanish, provides a brief overview of each of these three credits.

    “The IRS wants to remind potentially eligible people, especially families, that they may qualify for these valuable tax credits,” said IRS Commissioner Chuck Rettig. “We encourage people who haven’t filed a tax return yet for 2021 to review these options. Even if they aren’t required to file a tax return, they may still qualify for several important credits. We don’t want people to overlook these tax credits, and the letters will remind people of their potential eligibility and steps they can take.”

    About 12 million Americans including nearly 400,000 in Ohio alone risk missing out on the federal stimulus payments provided through the recent CARES Act if they dont file a form to receive it, according to a report from the Center on Budget and Policy Priorities . Ohioans could lose out on about $358 million dollars, which if delivered and spent would help people who are struggling to make ends meet andgive state and local economies a much-needed boost.

    The CARES Act payments are a key tool to help families get through this unprecedented health and economic crisis, said Kalitha Williams, project director of Policy Matters Ohio. Governor DeWine must ensure that thousands of Ohioans get this relief which will help them cope with losing jobs and income while also stimulating the economy.

    The DeWine administration and state leaders can play a central role in reaching these individuals. Nearly three in four Americans who could miss out on their federal stimulus payment receive benefits from SNAP or Medicaid, which are administered by states and counties. The Ohio Department of Jobs and Family Services and the Ohio Department of Medicaid can inform their clients about how to claim their stimulus payments.

    DAYTON, Ohio On Wednesday, Ohio Democratic gubernatorial candidate Nan Whaley announced her plan to help defray increased costs, from gas to groceries, by providing Ohio families with an inflation rebate of $350.

    With $350, every Ohioan who is eligible would have money back in their pocket to help account for the increasingly high cost of gas and other everyday goods, Whaley said on Wednesday. This money will become available to incumbent Governor Mike DeWine and the State of Ohio in the next few weeks, and Whaley is urging DeWine to use the money to help offset the pressure from increased costs that Ohioans across the state are experiencing.

    When asked by the Guardian on Wednesday where the money would come from, Whaley said the state is set to receive the money anyway, and while the current administration has not publicly stated how they will spend the billions, Whaley said she would put it in the pockets of Ohioans who are struggling.

    Ohio is set to receive $2.68 billion in the next round of federal funding from the American Rescue Plan. The rebate would go to roughly 7.4 million Ohioans, the same individuals who received economic impact payments, and which accounts for 89 percent of adults in the state. Individuals making up to $80,000 a year or couples making $160,000 a year or under would be eligible to receive the rebate, at $350 or $700, respectively, Whaley said.

    Can I File My Taxes With A Paper Return

    Yes, however it is not recommended. If you have not filed your taxes yet and still need to, file electronically if possible. IRS processing of paper returns is delayed due to COVID-19. You can use GetCTC.org if you arent normally required to file taxes, and get support from the chat function on the site, where you can communicate with an IRS-certified volunteer to help you complete the form. GetCTC.org is available through November 15, 2021.

    If you must file a paper return, you can download the tax forms from IRS.gov or use an online tax software program to complete your return and print it instead of filing electronically. If you need to file a paper return and do not have internet access, ask a trusted friend or relative for help.

    Who Would Be Eligible For A Federal Gas Rebate

    As with the pandemic stimulus checks, compensation depends on income levels: Individuals earning less than $75,000 will get the full $100. The amount would diminish the more you earn, and individuals making over $80,000 wouldnt be eligible for any rebate.

    Joint filers earning less than $150,000 would receive the full $100, phased out at $160,000.

    How Do I Get My Stimulus Check

    If youve filed a tax return for tax year 2019 or 2018 or submitted your information to the 2020 IRS Non-filer portal, you dont need to do anything. The IRS shouldve automatically sent your payment. Social Security recipients, including Social Security Disability Insurance , railroad retirees, and Supplemental Security Insurance and Veterans Affairs beneficiaries shouldve also automatically received a check.

    All first stimulus checks were issued by December 31, 2020. If you are missing your stimulus check or didnt get the full amount that you are eligible for, you can claim your first stimulus check as the Recovery Rebate Tax Credit on your 2020 tax return or by using GetCTC.org if you dont have a filing requirement.

    To use GetCTC.org, youll need a phone number or email address. Youll also need to provide your full name , mailing address, date of birth, Social Security Number, bank account information , 2019 Adjusted Gross Income , and details for any qualifying children you have.

    9. What if I dont have an email address?

    Indiana: $325 Rebate Payments

    Indiana found itself with a healthy budget surplus at the end of 2021, and it authorized two rebates to its residents.

    In December 2021, Gov. Eric Holcomb announced that Indiana taxpayers would get a $125 one-time tax refund after they filed their 2021 taxes.

    Theres no income requirement. Residents must have filed a state tax return for the year 2020 by January 3, 2022, as well as a 2021 Indiana tax return by April 18, 2022, to be eligible. Payments started in May, according to the state.

    Taxpayers who filed jointly could receive a single deposit of $250.

    A second rebate was approved in August 2022 to grant another $200 per taxpayer.

    Most taxpayers will receive their refunds by direct deposit and the second payments started rolling out in late August. If you changed banks or didnt have direct deposit information on file, you should have received a paper check.

    Individuals who are only eligible for the $200 payment will not receive them at this time. They will have to file a 2022 tax return before January 1, 2024 to claim the credit.

    Ohio House Approves Second Round Of Federal Covid Relief Funds

    Ohio lawmakers in the House voted to release another round of federal stimulus dollars in relation to COVID-19 pandemic relief.

    More than $420 million is earmarked for local governments around Ohio with a population of under 50,000 people.

    Rep. Thomas Hall said this is a second round of funds from ARPA. The first round was released in June 2021. Hall noted that the U.S. Department of Treasury released new guidance for how the funds can be used.

    To allow for more things to be paid for out of these funds than in the first round that we got, said Hall.

    The American Rescue Plan Act sent more than $5.4 billion to Ohio which was part of the $1.9 trillion COVID-19 relief package proposed by President Joe Biden. An additional $6.6 billion was sent directly to larger Ohio cities.

    Republicans in Ohio and around the country fought against the stimulus package. But the Ohio House bill to release the additional funds received bipartisan approval.

    The Ohio Democratic Party pushed back on Republicans who argued against the American Rescue Plan Act, such as Gov. Mike DeWine.

    Hall acknowledges he also disagreed with the move from Biden and Congress to enact the American Rescue Plan Act. But as Hall noted, since the money has already been approved on the federal level, Ohio might as well put it to use.

    The Ohio Senate is expected to hold hearings on the bill and pass it out of the chamber in the next few weeks.

    New Mexico: $500 Rebates

    In early March, Gov. Michelle Lujan Grisham signed a law to send multiple payments to state taxpayers.

    Low-income New Mexico residents could apply for relief payments of at least $400 starting on September 26. The application deadline was October 7, 2022.

    The low-income relief payments are part of a $20 million line item in the state budget for economic relief efforts. Application approvals are limited to the budget allotment and the lowest-income families will be paid first.

    Another payment, in the form of a refundable income tax rebate, was issued to all taxpayers. Single filers received $500, and joint filers received $1,000. This rebate was split into two equal payments, delivered in June and August 2022. The funds were sent automatically to taxpayers who filed a 2021 state return.

    If you dont typically file a state income tax return but do so for 2021 by May 31, 2023, youll receive your rebate by direct deposit or check. If you owe tax from your 2021 return, it will be deducted from your rebate amount.

    California First With Law Protecting Childrens Online Privacy

    A new law in California will require companies that provide online services to protect childrens privacy

    To be eligible, residents must have filed their 2020 tax returns by Oct. 15, 2021, lived in the state for six months or more in 2020 and could not be claimed as a dependent in 2020. Recipients must also be a California resident on the date the payment is issued. Payments are automatic if you qualify residents do not need to apply.

    Individuals whose adjusted gross income in 2020 was up to $75,000 will receive a $350 refund, which doubles to $700 for joint filers earning as much as $150,000. Households will receive another $350 if they claimed any dependents, for a maximum of $1,050.

    Single filers who earn up to $125,000 will receive $250, doubling to $500 for joint filers earning as much as $250,000. Households with dependents will get an additional $250, making families in this income bracket eligible for as much as $750.

    Individuals earning up to $250,000 will get $200, and joint filers with income up to $500,000 will receive $400. Dependents will qualify taxpayers in this bracket for another $200, for a maximum payment of $600.

    Individual or separate filers who made $250,000 or more are ineligible, as are heads of household or joint filers making $500,000 or more.

    The Franchise Tax Board has launched a Middle Class Tax Refund Estimator for residents to check how much money they could be eligible for.

    Hawaii: $300 Rebate Payments

    In June, Hawaiis legislature approved sending a tax rebate to every taxpayer. Taxpayers earning less than $100,000 per year will receive $300, and those earning more than $100,000 per year will receive $100. Dependents are eligible for the rebate, too.

    Taxpayers who filed their 2021 state income tax returns by July 31, 2022, should have received their returns in September, and those who requested paper checks should have received them by October 31. Taxpayers who filed their returns after July 31 should receive their check up to 10 weeks after their return is accepted by the tax department.

    Oregon: Direct Payments Of $600

    In March 2022, the Oregon legislature voted to approve one-time $600 payments to some residents. Taxpayers who received the earned income tax credit on their 2020 state tax return, and who lived in Oregon for the last six months of 2020, were eligible to receive one payment per household.

    The state used federal pandemic aid to provide these direct payments to low-income residents, and more than 236,000 households received a payment. All payments were distributed by direct deposit or mailed check by July 31, 2022.

    If you didnt get the additional $500 for your children or didnt get the full payment amount that you expected based on your eligibility, you can get the additional amount by filing a 2020 tax return or use GetCTC.org if you dont have a filing requirement.

    If you receive Social Security, Social Security Disability Insurance , or Supplemental Security Insurance OR are a railroad retiree or Veterans Affairs beneficiary, and didnt get the first stimulus check or the full amount you are eligible for, you will also have to file a 2020 tax return or use GetCTC.org if you dont have a filing requirement.
