Opposing Opinions Arise After Gov. Wolf Proposes $2,000 Stimulus Checks

The surprise stimulus money will be going out to some residents of Pennsylvania. This was first announced in August by Governor Tom Wolf.

A press release from the governor’s office stated “Older Pennsylvanians and Pennsylvanians with disabilities who qualify for a rebate on rent or property taxes paid in 2021 will be receiving even more money this year than they anticipated.”

This money will be sent to Pennsylvania residents who were approved for a property tax or rent rebate in 2021. The new payment is a one-time bonus that will equal up to 70% of the amount of the original rebate that eligible individuals received in 2021. That means the maximum payment will be $1,657.50 this time around.

The money for these one-time bonus payments will come from federal funds allocated to Pennsylvania by the American Rescue Plan Act. That was the last major COVID-19 relief legislation that was signed into law on the federal level.

“I am proud that bonus rebates are starting to roll out to Pennsylvanians in need this week,” Wolf stated in a press release. “For older adults in particular, many of whom are on a fixed income, a bonus Property Tax/Rent Rebate Program rebate this year will be a game changer. These bonus rebates will help older adults and Pennsylvanians with disabilities stay in their homes.”

New Bonus Stimulus Checks For $2000 And $1500 Proposed In State For Households Earning $80000 Or Less

CHECKS worth thousands could be headed to residents as a governor calls on lawmakers to use $2billion in unspent American Rescue Plan funds.

Governor Tom Wolf hopes that some of the money will go back to Pennsylvania households in the form of a $2,000 stimulus check.

The one-time checks would be similar to payments that former President Donald Trump and President Joe Biden pushed at the height of the pandemic, but on the state level.

Working families have been stretched,” Wolf said at a Thursday news conference.

“Their pocketbooks have been stretched to the limit. With the recent dramatic price increases theyve actually been stretched beyond their limits.”

Under his plan, Wolf said that households would receive a check from the Pennsylvania Treasury.

South Carolina: Rebate Checks Of Up To $800

A budget plan approved in June earmarked $1 billion for a tax rebate that will provide a one-time payment to South Carolina residents.

The maximum rebate is $800 ,and the South Carolina Department of Revenue offers instructions for calculating your rebate amount. Rebates will be distributed prior to December 31.

South Carolina residents who choose to file their tax returns on or before the February 15 disaster relief extension will have their rebates issued in March 2023.

If you received your 2021 refund by direct deposit, youll also receive your rebate to that account.

South Carolina Stimulus Checks

South Carolina is sending tax rebate payments this year to people who file a 2021 South Carolina income tax return showing a state tax liability by February 15, 2023. The amount you receive depends on your 2021 South Carolina income tax liability, but it won’t be more than $800.

If you filed your 2021 South Carolina tax return by October 17, 2022, your rebate will be issued by the end of 2022. If you file after October 17 but before February 15, 2023, your payment will be issued by March 31, 2023.

The South Carolina Department of Revenue has an online tool to track the status of your rebate.

Gov Wolf Wants To Raise The Minimum Wage

The price increases were seeing right now are especially painful because wages havent kept up with the rising cost of living for many years, said Gov. Wolf. In addition to the $2,000 direct payments, he is proposing a minimum wage hike to $12 per hour by 1 July 2022. That would also come with a roadmap to $15 per hour by 2028.

This reality of unchanging wages and rising living costs has stretched the resources of working Pennsylvanians and their families to the limit, and with the recent dramatic price increases, beyond it, Gov. Wolf added. Pennsylvania is one of twenty states, and the only one among all of its neighbors, that has still not raised its minimum wage above the federal $7.25 an hour.

The federal rate has not changed since 2009 meaning families are losing purchasing power especially with the rampant post-pandemic inflation. The Keystone Research Center calculates that if it had kept in line with productivity growth since the late 1960s, the minimum wage would now be over $24 per hour today.

According to the MIT Living Wage calculator, in order to support themselves, a single adult in Pennsylvania needs to earn $16.93 per hour. Just to support their family, that amount jumps to $32.83 per hour for a single parent with one child.

California: Up To $1050 Rebate

Payments for Californias Middle-Class Tax Refund started hitting bank accounts and mailboxes at the beginning of October, with the most recent batch sent out on October 24. An estimated 23 million Golden State residents are eligible for these payments. To find out if you qualify, you can check the State of Californias Franchise Tax Board website. The Franchise Tax Board expects 90% of payments to be issued in October.

A one-time payment of $350 will go to individual taxpayers who make $75,000 or less. Couples filing jointly will receive $700 if they make no more than $150,000 annually. Eligible households will also receive an additional $350 if they have qualifying dependents.

Taxpayers with incomes between $75,000 and $250,000 will receive a phased benefit with a maximum payment of $250. Those households can get up to an additional $250 if they have eligible dependents.

Eligible recipients who received Golden State Stimulus payments by direct deposit should have seen their Middle Class Tax Refund deposited between October 7 and October 25. All remaining direct deposits were slated to occur between October 28 and November 14.

If you received your California stimulus payments by debit card, youll also receive the Middle Class Tax Refund by debit card between October 24 and December 10. Remaining debit card payments will be sent by January 14, 2023.

Illinois: $50 And $300 Rebates

There are two rebates available to 2021 Illinois residents.

The first rebate is the individual income tax rebate, available for residents whose adjusted gross income is less than $200,000 per year . Each individual will receive $50, with an additional $100 per eligible dependent .

The second rebate is a property tax rebate, available for residents making $250,000 or less . The rebate is equal to the property tax credit you qualified to claim on your tax return, up to a maximum of $300.

The state started issuing rebates the week of September 12 it will take several months to issue them all, according to the Illinois Department of Revenue.

Conservation And Clean Water

A total of $640 million, the biggest chunk of spending, will go to conservation efforts that include ensuring clean water for state residents, the rehabilitation and repair of state parks, and maintaining water and sewer systems.

Of that, $320 million will be transferred to a preexisting state program that helps water authorities big and small with drinking water and storm sewer projects, flood control projects, and to repair unsafe dams.

Another $220 million will fund efforts to preserve farmland and clean up farm and mine runoff that may harm the states water supply.

Finally, the budget provides $100 million for the rehabilitation, repair, and development of state parks and forests.

The latter programs are a continuation, in all but name, of two similar programs from the late 90s and mid-2000s that also focused on watershed management and park repairs.

The former will help Pennsylvania avoid legal trouble for not doing its share to clean up the Chesapeake Bay, where much of the states waters flow, said David Hess, a former Pennsylvania cabinet secretary who helped run the first iteration of the program.

As for the latter, state parks have $1.4 billion in deferred maintenance, Hess said, and a lot of people saw how valuable parks and forests are for recreation during the pandemic.

Delaware: $300 Rebate Payments

Delaware sent relief rebate payments of $300 to taxpayers who filed their 2020 state tax returns. The one-time payment was possible due to a budget surplus. Couples filing jointly received $300 each.

Payments were distributed to most eligible Delaware residents in May 2022.

If youre eligible but didnt receive a rebate yet, you can apply online starting November 1. The application period will only last 30 days and will close on November 30, 2022.

Applicants must provide their Social Security number, active Delaware drivers license that was issued before December 31, 2021 and a valid Delaware residential mailing address. Payments will be sent out to qualifying applicants after the application period closes and all applications are reviewed.

Idaho: $75 Rebate Payments

In February, Idaho Gov. Brad Little signed a bill that allocated $350 million for tax rebates to Idahoans. There were two criteria for eligibility:

The payments began in March. Each taxpayer received either $75 or 12% of their 2020 Idaho state taxes, whichever was greater . The rebate was applicable to each taxpayer and dependent.

The tax commission first issued rebates to taxpayers who received tax refunds via direct deposit, then sent paper rebate checks. The majority of the rebates have been issued.

In a special session on September 1, Idaho lawmakers voted to authorize another tax rebate for all residents who filed state tax returns in 2020. Individual filers will receive $300, and couples filing jointly will get $600.

Those payments started processing in late September, and about 75,000 payments will be sent out each week throughout the end of the year and into early 2023.

Georgia: $250 Rebate Payments

Thanks to a historic state budget surplus, Georgia residents who filed both their 2020 and 2021 tax returns were eligible to receive rebate payments based on their tax filing status:

  • Single filers: Maximum $250
  • Head of household: Maximum $375

If you owed income tax or other payments to the state, such as delinquent child support payments, you may have received a smaller rebate. Partial-year residents may also have received a smaller rebate.

Eligible recipients who filed their 2021 taxes by April 18 should have received their refund in August.

Gov Wolfs Gimmick On Stimulus Checks In Pa Will Do More Harm Than Good

The Consumer Price Index hit a 40-year high in June, with an increase of 9.1% over last year before holding steady in July. According to one analysis, inflation is costing American families about $500 per month in higher prices.

Americans are feeling the pain, with a recent Quinnipiac poll finding that 34% of voters list inflation as the most urgent issue facing the country.

We know how we got here. In response to the COVID-19 pandemic, Congress passed multiple stimulus bills. Combined, these legislative actions increased the federal deficit by an estimated $5.23 trillion.

This deficit spending funded by printing money increased the United States monetary base, or the amount of cash in circulation, by nearly 86% between February 2020 and December 2021.

Exacerbating inflationary pressures, stimulus checks provided many Americans with direct payments that they did not need. These checks ended up as disposable income, creating a situation where too much money was chasing too few goods.

Nearly two years of rising inflation and declining real wages, combined with a looming recession, have caused Democratic Party approval ratings to plummet and politicians are panicking.

The panic has led both President Joe Biden and Pennsylvania Gov. Tom Wolf to release spending proposals that they believe will help families dealing with inflation. Both proposals wildly miss the mark.

Gov. Tom Wolf has advocated for Republican-led General Assembly to pass legislation that would send $2,000 stimulus checks to Pennsylvanians but after months of pushing for direct payments, his plans reportedly have been stalled.

The governor made a $1.7 billion proposal back in February. Part of the proposal was direct payments to many Pennsylvanians making $80,000 or less. Though, Republicans are just sitting on the funds part of the American Rescue Plan.

Im talking about $2 billion thats sitting in a checking account out in Harrisburg that if we dont use it by the end of 2024, we have to send it back to Washington. Do you want to do that? I dont, Wolf recently said while also acknowledging the payments would help with rising inflation, CBS Pittsburgh reported back in June.

According to The Morning Call, Republicans have been largely against the proposal, even after the House and the Senate presented House Bill 2531 and Senate Bill 1204 in support of Wolfs proposal.

Jason Gottesman, a House Republican spokesman, told FOX43 that more direct relief would cause more inflation woes.

Wolfs press secretary Elizabeth Rementer said the governor is most definitely disappointed in the Republican-led General Assembly for not pushing the plan.

Barbara Williams daughter died 19 years ago, leaving a 2-year-old granddaughter to care for. She moved from Homewood to Sharpsburg soon after, and she had to learn to adjust. But then her husband passed away. And she became confined to her wheelchair and couldnt work.

She went into debt. I just felt like I couldnt get another job because we want to hire somebody in a wheelchair?

Then she got involved in a program called Roots of Faith in Sharpsburg, a Methodist organization that she said helped her get out of debt and get job training.

She lives off of Social Security and said even with a part-time job that she hopes will come through soon, she couldnt make ends meet.

Kathleen Stanley, the outreach director of Roots of Faith, said its anti-poverty campaign has boosted the income of its 14 graduates last year. Thats one part of a larger effort, she said, that has cut poverty from 30% to 23% in Sharpsburg. But now, she said, inflation has cut into those gains.
