Third Stimulus Check Under Biden Covid Relief Package

Under the now passed $1.9 Trillion Biden COVID Relief Package there are provisions included for another round of stimulus checks. The amounts will be $2800 for couples, $1400 for single adults and $1400 for each eligible dependent per the final bill crafted by the Congressional Democrats.

Based on the income qualification levels, nearly 85 percent of American households would receive a full or partial stimulus payment under the Biden plan. A typical couple with two children making $100,000 annually would receiving about $5,600 with this third round of stimulus check payments.

The full payment will be made to singles filers making less than $75,000 and couples earning less than $150,000 in adjusted gross income . Phase out limits to get a partial stimulus payment are also shown in the table below. To get the dependent check you need to qualify for the adult stimulus payment, and the payment would be sent to the adult recipient claiming the dependent.

More Stimulus Money For Parents Remains A Priority

The American Rescue Plan Act is the most recent legislation that provided stimulus payments for COVID-19 related financial losses. The Act offered $1,400 checks to most adults and dependents, and also an expanded Child Tax Credit that paid up to $3,600 per child.

It is this expanded Child Tax Credit that Congressman Schiff is urging Democratic lawmakers to offer again. The expansion of the tax credit authorized by the American Rescue Plan Act expired at the end of December 2021, but Schiff believes it should be continued indefinitely.

“As you consider any potential end-of-year package and tax extender bills to be brought to the Floor for a vote, I write to ask that you prioritize extending and making permanent the expanded monthly refundable Child Tax Credit,” Schiff said.

Schiff explained that the credit resulted in millions of children being pulled out of poverty, and that more than 60 million families in total benefited from the extra funds being deposited into their bank accounts. He also indicated that evidence showed the expanded credit helped the economy.

In light of its benefits, Schiff is pressing Democratic lawmakers to move forward with re-authorizing the credit before the new Congress is sworn in this coming January and Republicans take control of the House of Representatives.

If you are expecting to receive your third stimulus check by mail, it will be mailed to the last address you filed with the IRS. If your address has changed since then, there are different options you can take to make sure your stimulus check gets to you:

Option 1: File your 2020 federal tax return to update your address. If you havent filed your 2020 tax return yet, this is an easy way to update your address. File a tax return with your current address and your payment will be sent through the mail once the IRS receives your updated address.

Option 2: Provide your banking information in the IRS Get My Payment tool. If the post office was unable to deliver your stimulus check, it will be returned to the IRS. Two to three weeks after the payment has been issued, Get My Payment will display the message Need More Information. You will have the option to have your payment reissued as a direct deposit by providing your banking information.

If you dont provide your banking information, the IRS will mail your payment once your address is updated.

Option 3: Notify the IRS that your address has changed by telephone, an IRS form, or a written statement. It can take 4-6 weeks for the IRS to process your request.

Are You Eligible For Another Stimulus Check

A married couple with one child and an annual income of less than $150,000 would so receive $1,050. Couples and people with yearly incomes under $125,000 would each receive $250, plus an additional $250 for dependents. Families can get a Stimulus Check worth up to $375, married couples can receive up to $500, and single filers can receive up to $250. David Ige, the governor of Hawaii, has suggested giving each citizen of the state a $100 payout. Hawaiians making just under $100,000 will be eligible for a $300 stipend.

In June, New Mexico will award $500 and $1,000 in Stimulus Checks to single and married filers, respectively. Kathy Hochul, the governor of New York, has authorized legislation that will temporarily halt the $0.16 gas tax until the end of the year and provide up to $970 in property tax Stimulus Check relief. Anyone who earns less than $250,000 a year is eligible for this property tax relief.

Rhode Island: Child Tax Rebate

Families and parents with children will be eligible to take part in Rhode Islands Child Tax Rebate program, providing a rebate of $250 for up to three children, or $750 total per family, as GOBankingRates.com previously reported. In order to be eligible, you must have been a resident of Rhode Island for all of 2021 and children must still be 18 years of age by Dec. 31. There are also income limits, $100,000 for individuals and $200,000 for couples filing jointly.

Checks started mailing in early October for those that filed a 2021 tax return by Aug. 31 and will be sent on a rolling basis for those who filed a return by Oc. 17.

When Will You Get A 2022 Stimulus Payment

However, parents shouldnt expect to receive the new stimulus check until 2022 after they file their 2021 tax returns, per Nasdaq.com.

  • It will be important to file a tax return next year to claim the extra money, according to Nasdaq.com. This will be necessary even for parents who do not normally have to file a tax return, as they dont want to leave the $1,400 check on the table.

Oregon: Direct Payments Of $600

In March 2022, the Oregon legislature voted to approve one-time $600 payments to some residents. Taxpayers who received the earned income tax credit on their 2020 state tax return, and who lived in Oregon for the last six months of 2020, were eligible to receive one payment per household.

The state used federal pandemic aid to provide these direct payments to low-income residents, and more than 236,000 households received a payment. All payments were distributed by direct deposit or mailed check by July 31, 2022.

Colorado: $750 Rebate Payments

Colorado sent tax rebates of $750 to individual tax filers and $1,500 for joint filers. Colorado residents for the entire 2021 tax year who are 18 or older and filed their 2021 state income tax return were eligible for the payment.

Only physical checks were sent out in an effort to prevent fraud. Residents who filed their state tax returns by June 30 should have received a refund by September 30. Taxpayers who filed an extension can expect their check by January 31, 2023.

Social Security recipients, disability , Survivor Beneficiaries and Railroad Retirees who are not otherwise required to file a tax return will also be eligible for the stimulus payments, as long as their total income does not exceed the eligibility income limits above. The IRS in conjunction with the Treasury and Social Security Administration announced that recipients of Supplemental Security Income will automatically receive the $1200 Stimulus Check . See details here. This group of recipients will receive the stimulus check the same way they currently get their federal benefits in early May with no further action needed on their part.

However note that because the IRS has no information regarding dependent data for this group of recipients, the $500 kid dependent stimulus payment would not be automatically paid to this group. They need to use the non-filers tool on the IRS website to claim this.

How You’ll Receive Your Payment

Californians will receive their MCTR payment by direct deposit or debit card.

Generally, direct deposit payments will be made to eligible taxpayers who e-filed their 2020 CA tax return and received their CA tax refund by direct deposit. MCTR debit card payments will be mailed to the remaining eligible taxpayers.

You will receive your payment by mail in the form of a debit card if you:

  • Filed a paper return
  • Received your Golden State Stimulus payment by check
  • Received your tax refund by check regardless of filing method
  • Received your 2020 tax refund by direct deposit, but have since changed your banking institution or bank account number
  • Received an advance payment from your tax service provider, or paid your tax preparer fees using your tax refund

When Could Stimulus Payments Start

Following approval of the bill on March 11th, millions of Americans will start seeing the third stimulus payments by mid-to-late March 2021 per the estimated IRS payment schedule and official Biden administration guidance. Due to the fact that payments are going out in the middle of tax season it may be very hard to get a hold of someone in the IRS to help with payment issues and you will likely have to wait until after April 15th to follow up on issues.

Virginia: State Tax Rebates

Though most payments have now gone out to Virginia residents, there are still some people who will be getting their check for $250 per person or $500 for couples filing jointly. Payments to 3.2 million residents are planned to go out through the end of the year, particularly for those receiving paper checks or who submitted state income taxes in or after September. The Virginia Department of Taxation website has more information regarding the process.

Due to an amendment to the 1992 Taxpayers Bill of Rights, residents this year are eligible for a tax rebate of $750 to $1,500 for couples who filed taxes jointly. You must have filed a 2021 tax return by June 30, be at least 18 years of age and have lived in the state for the entire 2021 calendar year to be eligible.

Many payments have already gone out, but residents who filed an extension by the Oct. 17 deadline are set to get a payment by Jan. 31, 2023, according to CNET.

Massachusetts: Chapter 62f Refunds

Three million people living in Massachusetts have started to receive tax refunds this month, equating to about 14% of personal state income taxes paid in 2021. Its because of a tax cap law known as Chapter 62F that requires the Department of Revenue to put money back in residents pockets when revenues exceed a certain amount.

In 2022, the state had a $3 billion surplus so now thats being divided among residents. The payments will be made on a rolling basis through mid-December.

Second $600 Stimulus Check Details

While the CAA legislation, under which the stimulus payments were funded, required that the second round of payments be issued by Jan. 15, 2021, some second round Economic Impact Payments may still be in the mail and delivered by the end of February. The IRS however has confirmed has issued all first and second Economic Impact Payments it is legally permitted to issue, based on information on file for eligible people.

Get My Payment was last updated on Jan. 29, 2021, to reflect the final payments and will not update again for first or second Economic Impact Payments.

If you havent yet received your payment and GMP is not showing payment details then the IRS is recommending you claim this via a recovery rebate credit in your 2020 tax return that you will file this year. Major tax software providers have updated their software to allow tax payers to claim their missing first or second stimulus payment as a recovery rebate with their 2020 tax filing.

Under the COVID-related Tax Relief Act of 2020, the IRS has delivered more than 147 million EIPs totaling over $142 billion. Due to the lower income qualification thresholds and smaller payments this was lower than the 160 million payments made via the first stimulus check.

President Biden also recently signed an Executive Order for the IRS to provide a new tool to claim missing stimulus checks and conduct more analysis to ensure those who were unable to get their first or second check are notified around their eligibility.

Stimulus Check Payout Schedule

The IRS has confirmed that the distribution of economic impact payments has started and millions of Americans should have their stimulus check payment by now. Note that this will likely only apply to those receiving the payment via direct deposit . You can see the status of your stimulus check payment on the IRS Get My Payment portal.

  • Direct Deposit payments will generally be deposited 2 to 3 days after the IRS confirms income eligibility for the payout.
  • Physical checks will take at least 6 to 8 weeks to be mailed out.

Social Security Retirees and Disability recipients who are eligible for the payment will get the stimulus checks/payments deposited the same way they currently get their payments.

Given over 120 million Americans could be eligible for the payment, it will take a while to process the stimulus checks.
