Who Is Eligible For The Second Stimulus Check
Eligibility is primarily based on four requirements:
1. Income: The income requirements to receive the full payment are the same as the first stimulus check. There is no minimum income needed to qualify for the payment. Households with adjusted gross income up to $75,000 for individuals will receive the full payment. This stimulus payment starts to phaseout for people with higher earnings. The second stimulus check maximum income limit is lower than the first stimulus check. Single filers who earned more than $87,000 in 2019 are ineligible for the second stimulus check.
View the chart below to compare income requirements for the first and second stimulus checks.
|Income to Receive Full Stimulus Payment||First Stimulus Check Maximum Income Limit||Second Stimulus Check Maximum Income Limit|
2. Social Security Number: This requirement differs from the original eligibility for the first stimulus check. Originally under the first stimulus check, if you were married filing jointly, both spouses needed valid Social Security numbers . If one spouse had an Individual Taxpayer Identification Number , then both spouses were ineligible for the stimulus check. For married military couples, the spouse with an SSN could still get the stimulus check for themselves but not the other spouse with an ITIN.

Will Social Security Recipients Get A 4th Stimulus Check

While it is unlikely that the general public will get a fourth stimulus check, an influential, non-partisan group that lobbies on behalf of senior citizens is trying to persuade Congress to send a $1,400 check to Social Security recipients so they can battle inflation.
The Senior Citizens League sent a letter to members of Congress in the House and Senate, urging them to consider a targeted stimulus towards senior citizens.
Weve heard from thousands of them who have exhausted their retirement savings, who have started eating just one meal a day, started cutting their pills in half because they cant afford their prescription drugs, to list just a few of the drastic steps so many have had to take because of what inflation has done to them this year, the letter reads. Many have written to us that our government has forgotten about us.
In 2022, Social Security checks will have one of the largest cost-of-living adjustments in years, with increases of more than 6%.
This could also lead to surcharges for their Medicare Part B premiums, according to Fortune.
Fourth Stimulus Check: Who Is Asking For Another Round Of Payments Why They Are Asking And How Likely Is It To Happen
Its unlikely that a fourth stimulus is in the near future, but there are several groups who believe it is necessary.
While it doesnt appear that a fourth stimulus payment will be in the works anytime soon, there has been, at least, a bit of buzz about the need for another round of payments as Americans struggle to recover amid the COVID-19 pandemic.
And CBS News took a stab at explaining just who and what is behind the push for a fourth stimulus check this week.
And it checks just about all the boxes you might expect.
First, the report breaks down money already paid out through the first three stimulus payments which should come out to $3,200 for 169 million or so Americans. But, CBS points out that money has already been spent and millions of Americans remain in financial distress, and the spread of the Omicron variant is creating new economic headwinds. The report cites Decembers Census survey which reportedly said that a quarter of Americans struggled to pay their household expenses in the previous week. And while the economy has seen gains, CBS also points out that the employment rate 4.2 percent is still above the 3.5-percent that it was at pre-pandemic. It said that number equates to around 2.3-million fewer folks who are working today than prior to the pandemic.

Why Did Prices Increase So Much In August
This summer has been tough for the American consumer. After the pandemic took a heavy toll on supply chains, prices have increase across many sectors.
New data form the BLS, showed that the Consumer Price Index increased “5.3 percent for the 12 months ending August 2021, a smaller increase than the 5.4-percent rise for the year ending July.” Sectors with the largest gains were energy and food.
While many had hoped the August would show decreases, an indicator that the economy was stabilizing, the agency reported that “Energy prices rose 25.0 percent over the last 12 months, and food prices increased 3.7 percent both were larger than the increases for the year ending July.”

When Should I Get My Payment
The IRS was given hard and fast deadlines to send the two rounds of Economic Impact Payments out to American families. The first round of payments had to be sent out by December 31, 2020. The second round had to be sent out by January 15, 2021.
What this means: If you have not received the first or second round of payments yet, then you will not be getting them in advance. The good news is that you can still do something to get these payments. Read below.
A More Targeted Stimulus Check
On 4 October, the Senior Citizens League, a non-profit organization, wrote a letter to Congress urging members to send a $1,400 stimulus checkto those receiving Social Security benefits. The contents of the letter are extremely concerning, with the writers explaining in detail the lengths seniors have had to go to to make ends meet.
It begins by highlighting that the organization has heard from thousands of seniors who have exhausted their retirement savings and started eating just one meal a day or cutting their pills in half because they cant afford their prescription drugs.
Next years Cost-of-living-adjustment or COLA is expected to be announced this week.
Based on the levels of inflation seen in July and August, the SCL forecasts the COLA could reach six percent after increasing 1.3% last year. While some may argue that the financial problems experienced by seniors will be solved with the introduction of the 2022 COLA, the SCL disagrees.
The SCL has projected that the COLA may be historic in size but doubts that it will be enough to inflation. Additionally, with a significant COLA, some beneficiaries may be moved to a higher tax bracket, meaning that they could see an increase in their Medicare Part B premiums that would completely offset any gains from the COLA.
How Did Government Stimulus Aid Impact Poverty In The United States
The US Census Bureau reported earlier this week, that the poverty rate had fallen to its lowest rate — 9.1% — in recent years. This is down from 11.8% in 2019.
Much of this decline was attributed to the sending of stimulus checks and federal programs to boost incomes for those left without work during the pandemic. These two measures helped to keep more than 11 million from falling into poverty.
The 2021 Stimulus Payment
On March 11, 2021, the American Rescue Plan was signed into law. It called for sending a third round of stimulus checks to Americans. The American Rescue Plan authorized a $1,400 stimulus payment to eligible people. Learn more about it on the IRS website. Most people already received their payments, which were based on income reported on their 2019 or 2020 tax return.
If you believe you did not get all or part of the $1,400 stimulus from the American Rescue Plan of 2021, you should claim this as a recovery rebate credit on your 2021 tax returnLearn where to get help filing your taxes.

Rhode Island is sending a one-time payment of $250 per child, thanks to a state budget surplus.
Households can receive a payment for up to three dependent children, for a maximum of $750. Those children must have been listed as your dependents on your 2021 federal and state income tax returns.
Taxpayers must earn $100,000 or less to be eligible for the payment.
Child Tax Rebate check distribution began in October. Taxpayers who filed their 2021 state tax returns on extension by October 2022 will receive their rebates starting in December. You can check your rebate status on Rhode Islands Division of Taxation website.

What About People With Itins
You still need a work-authorizing Social Security Number to be eligible for this stimulus. However, there are important changes since the first round of stimulus checks.
- In the first stimulus rollout, any non-SSN holder on a joint return made everyone on that return ineligible. Big change: The new rounds of stimulus has corrected this problem. If you filed a joint return with a non-SSN holder, you are still eligible for the stimulus. See the below hypotheticals.
- Situation: A single tax filer has an Individual Taxpayer Identification Number but no Social Security number .
- This person is ineligible for the stimulus.
President Biden Failed To Convince Joe Manchin To Support The $35 Trillion Reconciliation Package
In weekend show interviews this week, Senator from West Virginia told hosts that he would not support a $3.5 reconciliation package, regardless of whether he supported the measures or not.
Without Manchin’s vote, the effort is doomed in the Senate where Democrats would the votes of all members of the caucus.
Axios reported today that after a conversation with President Biden, Senator Manchin still opposed the bill, even after “Biden explained to Manchin his opposition could imperil the $1.2 trillion bipartisan infrastructure bill that’s already passed the Senate.”
More than forty Democrats in the House have stated that they will not vote in favor of the infrastructure package if the reconciliation bill is not passed, seeing their votes as their only leverage.

Amount Of Your Third Stimulus Check
Every eligible American will receive a $1,400 third stimulus check “base amount.” The base amount jumps to $2,800 for married couples filing a joint tax return. You also get an extra $1,400 for each dependent in your family .
Not everyone will receive the full amount, though. As with the first two stimulus payments, third-round stimulus checks will be reduced potentially to zero for people reporting an adjusted gross income above a certain amount on their latest tax return. If you filed your most recent tax return as a single filer, your third stimulus check will be phased-out if your AGI is $75,000 or more. That threshold jumps to $112,500 for head-of-household filers, and to $150,000 for married couples filing a joint return. Third-round stimulus checks will be completely phased out for single filers with an AGI above $80,000, head-of-household filers with an AGI over $120,000, and joint filers with an AGI exceeding $160,000.

Fourth Stimulus Check Update: $1400 For Social Security Members
Taking all of this into consideration, Delaney launched an online petition calling for a special $1,400 stimulus check. He said the one-time payment could defray costs not only for this year, but also for the 2022 expenses. The petition is available on both online and paper print. Interested supporters can visit this website to sign the petition.
According to AS, the petition reached over a million signatures at the time of writing. However, note that there have been no national polls conducted to study the public opinion of the idea.
Unfortunately, lawmakers and leaders have not yet acknowledged this petition either. Their focus seemed to have shifted away to other financial aid programs across the country.
The online petition and its supporters continue to pressure Congress for the additional stimulus money, so the situation is still developing. For now, it is on a wait-and-see status for all involved parties.
Social Security recipients might have to wait for a few more weeks on the update. Hopefully, the petition and budget plan might be acknowledged before the year ends.
