In a bid to express gratitude to the Minnesota residents who made sacrifices to work on the frontlines during the COVID-19 breakout emergency, Minnesota Governor Tim Walz signed Frontline Worker Payments into law on April 29, 2022.

Walz has agreed to split 500 million dollars – around 750 dollars each – between applicants who meet certain requirements, following negotiations between the Democratic-Farmer-Labor Party and the Republican Party.

“Thank you for stepping up and working during the COVID-19 peacetime emergency, when Minnesota needed you most,” reads a statement in the official website.

“The required fields in the application below will determine if you meet the eligibility requirements to receive Frontline Worker Pay. Payments to verified applicants are anticipated in fall.”

What Is The Deadline To Apply For Essential Worker Relief

Premium Pay Program: The Oct. 1, 2022 deadline has passed. Braswells office said the goal is to process requests within a 60-day window.

COVID-19 Relief Fund: Dec. 31, 2022. The application deadline was extended from mid-July to the end of the year.

The Democratic governor is including more than $900 million in his proposed budget to provide the payments as a reward for working through the pandemic and staffing shortages, Keely Bosler , director of Californias department of finance, said in a briefing with reporters Thursday. Last time around in the spring, Oregon lawmakers flirted with legalization that aimed to send up to $2,000 stimulus payments to essential workers and give $1,200 to unemployed residents who returned to work.

But funding this time around can support up to $1,000 worth of payments by using funds under the American Rescue Act, according to Mrs Valderrama.

The stimulus payments would be distributed under the Oregon Worker Relief Fund.

Although not yet confirmed, the move would make Oregon the latest state to implement a stimulus program.

Teachers Other Essential Workers On Bonus Lists

Georgia, for one, opted to spend $230.5 million of its federal funding for schools to give one-time bonuses to public school employees. In March 2021, the state education board approved giving a $1,000 bonus to teachers, aides, bus drivers, and other staff members working in K-12 facilities. The funds, which have already been distributed to eligible staffers, came in part from ARPA funding for schools.

Similar bonuses are getting approved in other places, too. In neighboring Florida, legislators approved $1,000 one-time bonuses to public school teachers and principals. That money, slated to be distributed to qualifying staffers in August, comes from an education relief fund in the American Rescue Plan Act.

In California, one school district used $2.8 million of federal stimulus funds to give teachers a 3.5% bonus for the 2021-2022 school year. District officials told the Wall Street Journal they hoped the perk would help its Berkeley-area educators with rising inflation.

The bonuses donât always come from funds approved for school reopenings and covering the costs of safe operation. Broader funds issued to states as part of the relief packages can be used with fewer restrictions, and some states are choosing to dole it out to frontline workers of their choosing, such as teachers and first responders.

How Previous Aid Rounds Helped Frontline Workers

In Oregon last year, about 70,000 people who lost their jobs because of the pandemic received $500 checks. The one-time payment targeted people who had unpaid unemployment claims, and was doled out on a first-come, first-served basis to people who were willing to stand in line to claim their money in person. Thirty-five million dollars allocated to the state via the CARES Act funded the program.

Two days after the state launched the program in August 2020, it had exhausted the funds.

About one-third of U.S. states have chosen to use federal relief funds to provide bonus pay to essential workers, according to analysis by the Associated Press.

Louisiana spent $38 million from the CARES Act in 2020 to pay frontline workers $250 each. Eligible workers, which ranged from health care and child care workers to grocery clerks and gas-station employees, had to earn less than $50,000 per year.

Other states, like Indiana, are using relief funds to provide one-time âhazardâ payments for state workers like state troopers and corrections employees.

And still others, like Oklahoma and New Mexico, are dividing up their funding to create back-to-work incentivesâone-time payments for people who take jobs as federal unemployment programs expire.

Governor Kathy Hochul today announced the launch of the Health Care and Mental Hygiene Worker Bonus program. Enacted in the Fiscal Year 2023 New York State Budget, the program includes $1.3 billion allocated for the payment of recruitment and retention bonuses to certain health care and mental hygiene workers, a key initiative in the Governor’s aim to increase the state’s health care workforce by 20 percent over the next five years.

Bonuses will be awarded to eligible workers who make less than $125,000 annually and remain in their positions for at least six months. Disbursements will be commensurate with the number of hours worked and duration of service within designated vesting periods for up to a total of $3,000 per employee.

The new HWB provision is authorized under part ZZ of New York’s 2022-2023 Enacted Education, Labor, Family Assistance Health and Mental Hygiene Bill, to facilitate an incentive program for the purpose of recruiting, retaining, and rewarding health care and mental hygiene workers meeting specified eligibility requirements.

How Many People Have Applied For Each Program

Premium Pay Program: Has been flooded with applications. As of Aug. 23, nearly 200,000 workers have requested applications and more than 72,000 already have completed them.

Its not mathematically possible for the $30 million program to award more than 30,000 grants of $1,000 each.

The General Assembly and Gov. Ned Lamont stipulated, in that event, that grants would be proportionally reduced to accommodate all eligible applicants.

COVID-19 Relief Fund: Hardly anyone has applied. As of late August more than seven months after the program launched and after lawmakers and Gov. Ned Lamont dramatically expanded the potential applicant pool the state had awarded just $560,000 of the $34 million budget.

And, according to Comptroller Natalie Braswells office, only one out of every 17 people who completed a preliminary registration process has received funding.

Frontline Workers Will Get Bonus Checks By Summer Minnesota Officials Say

ST. PAUL, Minn. – It will take 10-12 weeks before Minnesota workers who were on the frontlines of the COVID-19 pandemic receive bonus checks, Gov. Tim Walz’s administration officials estimate.

State officials expect 667,000 people from 15 eligible industries will apply for the rewards. The checks are likely to be around $750, though they will be larger or smaller depending on how many people apply. The state has launched a website where people can get updates.

The state’s vendor will need three to four weeks to build out the application system before launching it, Department of Labor and Industry Commissioner Roslyn Robertson said. The application period will be open for 45 days.

“We will take all applications in before we can make determinations as to exactly what the dollar amount will be,” Robertson told reporters at a ceremony with supporters of the legislation.

To claim a bonus, a worker would need to: have worked at least 120 hours in an eligible industry between March 15, 2020, and June 30, 2021 not have been eligible for telework and not have collected unemployment benefits for more than 20 weeks during that period. Income is capped at $175,000 for people who worked with COVID-19 patients and $85,000 for all others.

The worker bonuses are $500 million of a $3.4 billion package that Gov. Tim Walz signed late Friday. It includes $2.7 billion to refill the state’s unemployment benefit fund and reverse a business payroll tax increase.

Stimulus Checks For Hundreds Of Dollars

Farmworkers and meatpackers are entitled to up to $600 per person for pandemic health and safety-related costs, including personal protective equipment, child care and expenses related to testing or quarantining, the USDA says.

Approximately $20 million of the $700 million pool of money will be set aside for grocery store employees. However, the amount individuals in that industry will receive is not yet known.

“Our farmworkers, meatpacking workers and grocery workers overcame unprecedented challenges and took on significant personal risk to ensure Americans could feed and sustain their families throughout the pandemic, says Agriculture Secretary Tom Vilsack, in a news release.

“They deserve recognition for their resilience and financial support for their efforts to meet personal and family needs while continuing to provide essential services,” Vilsack says.

When it comes time to apply in 2022, workers must show proof of employment and provide self-certification of their pandemic-related expenses. Itemized receipts wont be necessary, according to Agriculture Department guidance.

New York State To Fund Bonuses For Certain Healthcare Workers As Part Of State Budget

As part of the Fiscal Year 2023 New York state Executive Budget legislation, $1.2 billion in funding has been allocated for the payment of bonuses for certain frontline healthcare workers.

With the stated goals to recruit, retain, and reward health care and mental hygiene workers, the provision located within Part D of the Health and Mental Hygiene Bill, as amended requires the state Commissioner of Health, in consultation with the state Commissioner of Labor and the Medicaid inspector general, to develop procedures to facilitate payment of claims to covered employers for the purpose of funding worker bonuses in accordance with the provisions requirements. Bonus amounts will be commensurate with the number of hours worked by covered workers during designated vesting periods up to a total of $3,000 per covered worker.

Farm and meatpacking plant workers will be able to receive money through a new Farm and Food Workers Relief grant program, announced last fall.

The U.S. Department of Agriculture says grocery workers also will be eligible for some of the cash.

The Americans who’ll qualify for the payments all who work in food-related industries, where sheltering in place or working from home during the pandemic has not been possible.

State agencies, nonprofits and tribal entities have until Feb. 8 to apply to the government for the funds, which those groups will receive in June. Workers will apply to those groups to receive their payments.

According to the Minnesota Frontline Worker Pay Program‘s official website, in order to be eligible for the payment the applicant must have been employed at least 120 hours in Minnesota in one or more frontline sectors between March 15, 2020, and June 30, 2021.

This scheme is intended to support people who were not able to telework due to the nature of their work or who worked in close proximity to people outside of their household.

Applicants must also meet the income requirements for at least one year between December 31, 2019 and January 1, 2022.

Joint filers who had direct COVID-19 patient care responsibilities should have an adjusted gross income of less than 350.000 dollars, while individual fillers should have less than half of the aforementioned figure.

“For workers in occupations without direct COVID-19 patient care responsibilities, the adjusted gross income limit is 185,000 dollars for married taxpayers filing jointly, or 85,000 dollars for other filers,” adds the website.

Meanwhile, applicants must not have received an unemployment insurance benefit payment for more than 20 weeks between March 15, 2020, and June 26, 2021.

The Treasury Department recently released its guidance into what cities and other local governments can do with the money allocated to them by the American Rescue Plan.

Per Forbes, one of the lesser-known provisions in that guidance is that it allows cities to use the funds on hazard pay for essential workers.

Employers policies on COVID-19-related hazard pay have varied widely, with many essential workers not yet compensated for the heightened risks they have faced and continue to face, the rule says. The added health risk to essential workers is one prominent way in which the pandemic has amplified pre-existing socioeconomic inequities.

The rule for the distribution of the stimulus funds also defines essential work as work involving regular in-person interactions or regular physical handling of items that were also handled by others.
