The Gas Rebate Act of 2022 would see some Americans receive a $100 check for every month left in the year when the average gas price is more than $4 a gallon. If you have dependents, you could receive another $100.

A sliding scale on your income is possible, with individuals earning less than $75,000 a year getting the complete $100. Youll see less of the rebate if your income is more than that.

According to the proposed bill, heres how the payments would be calculated:

  • $100 for single filers earning less than $75,000 and phased out to $80,000.
  • $100 for joint filers earning less than $150,000 and phased out at $160,000.

Even though the proposed Gas Rebate Act of 2022 hasnt gotten off the ground yet, it hasnt stopped some states from introducing their own relief plans.

Some states have looked toward a gas tax holiday to relieve some of the pressure and reduce prices. For example, California is temporarily scrapping its 13% sales tax on diesel, and five other states have done the same.

  • California suspended the sales tax on diesel and will give inflation relief checks of up to $1,050 per family.
  • North Carolina plans a one-time $200 check for all licensed adult drivers.
  • Chicago has its own system, called the Chicago Moves plan. The city will hand out 50,000 prepaid $150 gas cards and 100,000 prepaid $50 transit cards.

In light of elevated inflation and a summer travel season defined by record-high gas prices, some states are using budget surpluses or other means to lend a hand to struggling residents.

More than a dozen states are currently distributing payments or will start issuing rebates soon. In most cases, payments are contingent upon taxpayers having filed state returns. Those who requested filing extensions are typically still eligible but will receive payments later than those who paid their taxes on time. If you live in one of the following states, your check might already be in the mail.

Other Relief Measures Being Proposed Outside Washington

In California, Democratic state lawmakers announced a $400 gas rebate proposal for every taxpayer. The proposal would use $9 billion of the state’s budget surplus to provide the rebate, which is expected to cover the 51.1-cent-per-gallon gas tax for one full year of weekly fill-ups for a car with a 15-gallon gas tank.

According to WWLP, Governor Ned Lamont of Connecticut has called for a holiday from the states 25 cent-per-gallon gas tax, starting as soon as possible, and lasting through the end of June. However, state lawmakers say the proposal is political theater, and said they are looking for other ways to give people a financial break.

Governor Janet Mills of Maine has proposed increasing the states relief checks for residents to $850 in the face of record-high inflation and rising oil and gas prices.

“Inflation and increased oil and gas prices resulting from Putins invasion of Ukraine are hitting Maine people hard. This proposal will help Maine people grapple with these increased costs by putting money directly back into their pockets,” Mills said.

Heres the rundown: At a federal level, gas stimulus checks would go out to individuals making $75,000 or less and joint filers with a combined income of $150,000 or less.2 So just like with other stimulus checks, youll have to meet income requirements to qualify.

Now, anyone making more than those income limits would still get a gas stimulus checkbut for a smaller amount. And theres a cap to this thing too. The gas stimulus check wouldnt apply to individuals making $80,000 and above and joint filers making $160,000 or more.3

Many states have already begun enacting their own legislation governing gas tax reductions or pauses.

There are currently 20 states where tax breaks have been suggested. Only seven states, though, have already given their approval for the pause.

Although California, Connecticut, Florida, Georgia, Maryland, New York, and Illinois have agreed to a tax pause, the nationwide average price of fuel, as of July 8, is 4.696 dollars.

In order to counteract the growing cost of gas, Illinois is providing people with gas and transportation cards.

They’re delivering this in the form of a gas refund instead of getting rid of the tax.

“Starting tomorrow, every Illinoisan will get tax relief on essentials: groceries, gas, your home, and back-to-school supplies, with even more tax relief going into effect next year,” said Illinois governor JB Pritzker on July 1.

From June 1, 2022, until December 31, 2022, the state’s fuel taxes will no longer be collected in New York.

Oil is a traditionally volatile commodity since it trades on futures, not current prices. But high demand for crude oil and a limited supply pushed gas prices up to record levels this yearand the geopolitical situation exacerbated it.

During the onset of the Covid-19 pandemic, demand for gasoline plunged as stay-at-home orders kept people from hitting the road. Oil producers responded to the demand slump by cutting back on productionbut once lockdowns were lifted, there was a massive surge in demand, and not enough oil to keep up with it.

There was also a flurry of pipeline issues last year that contributed to a lag in oil production, including a cyberattack on the Colonial Pipeline that shut it down for six days, as well as a spill at another pipeline later in the year.

The war in Ukraine compounded these supply and demand issues. Russia, which produces about 10% of the worlds oil supply, is being heavily sanctioned by Western countries in particular, the U.S. has completely banned Russian oil imports. Cutting off the portion of the global oil supply chain means a relatively significant portion of supply is now gone, and countries are struggling to find alternatives.

In an effort to boost supply, President Joe Biden authorized the largest release of oil from global reserves in history. An analysis from the Department of Treasury estimates that the releases, both domestically and internationally, have reduced gasoline prices by up to as much as 40 cents per gallon.

$300 A Month For Families

Under the bill, both joint and single tax filers would receive $100 each, while each dependent would also receive $100 each. In other words, a family with two kids could receive up to $300 a month in rebate checks.

The plan would work similarly to the three stimulus checks the federal government offered in 2020 and 2021 in that the payments would be aimed at low- and middle-class households. Single people earning less than $75,000 annually would receive the full $100 rebate, while the checks would be phased out for people earning up to $80,000.

Joint filers who earn less than $150,000 would qualify, with the payment phased out at up to $160,000 in household income, according to Thompson’s statement. The proposal doesn’t specify how the rebate checks would be paid for, and the text of the bill isn’t yet published.

Some 6 million Illinois residents will be receiving an income tax rebate, property tax rebate or both starting this month, thanks to Gov. JB Pritzker’s $1.8 billion Family Relief Plan. Checks started going out Monday, and distribution should finish by roughly mid-November, according to the Illinois Department of Revenue.

“There are those who might have sent those funds straight back into the pockets of the 1% and big corporations instead of to working families, but that’s not what good government does,” Pritzker said in a press conference.

Assistant Comptroller Kevin Schoeben told WICS TV-20 that the state was “working overtime” to get checks to eligible taxpayers. “It’s just the sheer volume that we have to release within that period,” Schoeben added.

The relief plan, which went into effect July 1, also includes a pause of the planned gas tax increase until January 2023 and a suspension of sales tax on groceries through July 2023.

Rhode Island: $250 Rebate Per Child

Rhode Island will send a one-time payment of $250 per child, thanks to a state budget surplus.

Households can receive a payment for up to three dependent children. Those children must have been listed as your dependents on your 2021 federal and state income tax returns.

Taxpayers must earn $100,000 or less to be eligible for the payment.

Child Tax Rebate checks will be issued automatically starting in October 2022. Taxpayers filing their 2021 state tax returns on extension by October 2022 will receive their rebates starting in December.

Even though the federal government hasnt passed the Gas Rebate Act of 2022, some states are thinking about giving out their own gas stimulus checks. The list isnt very long, but heres who has jumped on the bandwagon so far to help people save money on gas with rebates.

California tried to make its own version of a gas stimulus happen. Governor Gavin Newsom wanted every California household with a registered car to get a $400 gas debit card. But that plan fell through, and the state compromised by pausing the gas tax on diesel fuel and by giving out inflation relief checks of $1,050.4,5

The Windy City is taking matters into its own hands and giving out its own version of gas stimulus checks in the form of prepaid gas cards. The city has 50,000 prepaid gas cards of $150 and 100,000 prepaid transit cards of $50 up for grabs.6 But theres one exception hereits all luck of the draw. Anyone whos interested has to submit their application on the Chicago Moves website to have a chance of being selected.

Theres a proposal on the table in North Carolina that would give $200 to every driver in the Tar Heel State. Residents would have to be at least 18 years old and have a drivers license .7

Though prices have declined somewhat in July, reaching a national average of $4.35 as of July 25 according to AAA , the nearly 60-cent cost reduction per gallon is cold comfort for American motorists. When the cost of filling your tank rivals the price of a steakhouse dinner, its tough to cheer for incremental improvements.

Lawmakers have been working to provide some relief. In March, Representatives Mike Thompson of California, John Larson of Connecticut, and Lauren Underwood of Illinois introduced H.R.7143 , the Gas Rebate Act of 2022, which would provide Americans with a $100 energy rebate each month that national average gas prices exceeded $4 per gallon.

Unfortunately, this legislation hasnt yet passed the House of Representatives, let alone the Senate, so its unlikely that youll be receiving $100 per month from Uncle Sam anytime soon.

However, several states and municipalities are making their own gas rebate proposals, along with other forms of relief at the pump. Heres what you need to know about those proposals:

Idaho: $75 Rebate Payments

Could Americans get stimulus checks for gas?

In February, Idaho Gov. Brad Little signed a bill that allocated $350 million for tax rebates to Idahoans. There were two criteria for eligibility:

The payments began in March. Each taxpayer received either $75 or 12% of your 2020 Idaho state taxes, whichever is greater . The rebate was applicable to each individual taxpayer and each dependent.

The tax commission first issued rebates to taxpayers who received refunds via direct deposit, then sent paper rebate checks.

In a special session on Sept. 1, Idaho lawmakers voted to authorize another tax rebate for all residents who filed state tax returns in 2020. Individual filers will receive $300, and couples filing jointly will get $600.

The funds come from the states $2 billion budget surplus. The payments are slated to roll out within weeks, according to a report by the Idaho Press.

State residents can also check the status of their rebate online.
