Already the end of October and I STILL haven’t gotten any of the Golden State Stimulus ???? Yes I filed my taxes and I signed up for direct deposit.
First, payments via paper check typically take longer. According to the Franchise Tax Board, payments are being sent out by the last three digits on the ZIP code of a taxpayer’s 2020 tax return. For example, checks headed for residents in Lancaster’s 93551 ZIP code are scheduled to start going out this week, through Nov. 19. But even then, the Franchise Tax Board says taxpayers should allow for as much as three weeks for checks to arrive.

California is expanding its Golden State Stimulus program for low-income households to middle-class families. In the budget that Gov. Gavin Newsom is expected to sign, state lawmakers agreed to spend $8.1 billion to help out millions of working families. That comes on top of $3.8 billion sent out earlier this year to low-income families, including people in the US illegally, bringing the total package to $11.9 billion unprecedented for any state.
What does that mean for you?
Generally, households earning up to $75,000 in adjusted gross income will qualify for some state stimulus. The governor says it should cover 78% of California taxpayers and will benefit two in three Californians.
Families with at least one child or other dependent will get an extra boost. And those in the country without legal permission will get an assist too since they were excluded from recent federal stimulus packages. But some residents receiving disability benefits through Social Security Disability Insurance, a federal program, were left out of the states stimulus program.

Second California Golden State Stimulus Payments Already Going Out
The Golden State Stimulus II or GSS II, is what the state is calling a second round of payments that range anywhere from $500 to $1,000 and which will be going out by mail or direct deposit through the end of the year.
“Yeah, I got the first check which was great and then I thought the second one is coming cool, but it just never came, said San Luis Obispo resident Phil Epstein.
If you are like Epstein, waiting for the second round, you likely won’t need to wait much longer.
Residents who’ve already filed their 2020 tax return in California should start seeing payments hitting their bank accounts.
“Some may have already seen that in their bank accounts. So if you have not, chances are you will be receiving it pretty soon, said Jose Ramirez Melgoza, employee at Emmanuel’s Tax & Bookkeeping in Santa Maria.
According to Ramirez, similar to the first payments, those who don’t have a Social Security number but have individual taxpayer-identification numbers also known as ITINs still qualify.
One difference now is the adjusted gross income has gone up from $30,000 to $75,000, giving more Californians an opportunity this time around.
Additionally, some people who received the first Golden State Stimulus payment earlier this year can also qualify for the additional payment.
These are the requirements according to the state of California Franchise Tax Boards Website:
Individuals with an SSN
Individuals with an ITIN
What If I Receive Social Security Through The Direct Express Debit Card
The IRS says that people who receive government benefits such as Social Security, Railroad Retirement benefits, Supplemental Security Income or Veteran’s Benefits through Direct Express a debit card that automatically receives payments will get their second stimulus checks deposited onto that card.
But the IRS cautioned, “The bank information shown in Get My Payment will be a number associated with your Direct Express card and may be a number you don’t recognize.”
