âPeople do not need a permanent address or a bank account. They donât need to have a job,â the IRS writes. âFor eligible individuals, the IRS will still issue the payment even if they havenât filed a tax return in years.â

The IRS is encouraging those without a bank account to set one up for free at a local bank. Even if you dont have a bank account at the moment, you can still seek a local bank or credit union to cash your stimulus check. Government checks are considered safe, which means the banks wont have any issue cashing the stimulus checks for people who arent their customers. At the same time, you should be aware that they might take a fee from you if you use this method. It all depends on each bank or credit union.
Before going to the bank or credit union, you should give them a call. Ask them whether any fee will apply for cashing stimulus checks as a non-customer. Usually, fees could be between $5 and $20. In order to be able to get your stimulus check, you also need to present two IDs with photographs. These could be your passport, military ID, drivers license, or anything of the sort.

What Is A Payment Trace
The IRS allows taxpayers to initiate a request to locate a missing, stolen, or lost payment. Once you start the payment trace, the IRS will determine whether the check was cashed. If it has not, the IRS will cancel the payment and issue a replacement check. For payments sent via direct deposit, the IRS will contact the bank to attempt to recover the payments. Banks have up to 90 days from the initial payment trace to respond to the IRS request.
Before initiating a payment trace, you will need to wait for the following timeframes to pass:
- Five days since the expected deposit date
- Four weeks since the check was mailed to your mailing address
- Six weeks since the check was mailed to a forwarding address
- Nine weeks since the check was mailed to a foreign address
If you lost a check, you can immediately initiate a payment trace to request that the check be canceled and reissued.
You can initiate a payment trace either by phone at 829-1954 or 919-9835 for stimulus payments, or by completing Form 3911, Taxpayer Statement Regarding Refund. If you are married and file a joint tax return with your spouse, the IRS will not allow you to initiate your request by phone you will both need to complete Form 3911.

What Is Check Fraud
Check fraud is covered under U.S. Code §1344, under the federal crime of bank fraud. Bank fraud is if you knowingly execute, or attempt to execute, a false or fraudulent scheme intended to:
- defraud a financial institution or
- obtain money, funds, credits, assets, securities, or other property that is owned by, or under the custody or control of, a financial institution .
There are serious consequences for committing check fraud. This can include a fine of up to $1,000,000, or you can be imprisoned for up to 30 years .2 If you have been charged with depositing a dead or fraudulent COVID-19 stimulus check, this may be one of the charges you are faced with.
If you can show that the fraudulent activity was on the part of someone else, this may be a defence you can raise. In addition, if you can show that you never intended to defraud anyone, this is also evidence you can raise.
Request A Refund Trace From The Irs
If you think your refund check has been lost or stolen, the IRS can help track down your check or find the financial institution your direct deposit went to.
If your filing status is:
- Single, head of household, or married filing separately: Call the IRS Refund Hotline or begin a refund trace using the prompts on Whereâs My Refund? or the IRS2Go mobile app.
