The American Rescue Plan Act of 2021, also called the COVID-19 Stimulus Package or American Rescue Plan, Pub.L. 1172 , is a US$1.9 trillioneconomic stimulus bill passed by the 117th United States Congress and signed into law by PresidentJoe Biden on March 11, 2021, to speed up the country’s recovery from the economic and health effects of the COVID-19 pandemic and the ongoing recession. First proposed on January 14, 2021, the package builds upon many of the measures in the CARES Act from March 2020 and in the Consolidated Appropriations Act, 2021, from December.

According to the bill, Americans will receive a paper notice in the mail outlining information about the amount distributed and the bank account to which it was directed. If you dont see the money reflected in your account or you have an issue with the payment, you could then contact the IRS.

Right now, there is no fourth stimulus check timeline or fourth stimulus check release date. Until legislation is in motion, we can’t say how soon more relief money might arrive. We can’t say whether more relief money is coming, at all.

That said, the third stimulus check timeline happened rather quickly following Biden’s inauguration Jan. 20. It only took a few weeks for Congress to debate his American Rescue Plan. Once the president signed the bill on March 11, $1,400 checks were put in motion.

The IRS can begin sending out possible fourth stimulus checks in the same manner it sent the previous stimulus payments. In response to President Biden’s American Jobs Plan proposal, a group of 21 senators on March 30 sent a letter urging the inclusion of stimulus checks in the legislation. Here’s what we know about a possible fourth stimulus check

A fourth stimulus check from the government could take one of two forms: monthly checks in fairly small amounts, or one-time payments of up to $2,000.

Both options have been put forward by legislators in Congress as follow-ups to the third round of pandemic relief payments, which were made possible by the American Rescue Plan Act of March 2021.

As a result, there’s no legislation in Congress that’s likely to pass that would create a fourth round of stimulus payments, even though some Democratic lawmakers have called on President Joe Biden to consider recurring payments.

The White House has passed back the buck, stating that the president would consider whatever Congress comes up with.

How Were The Second Batch Of Payments Sent

The second batch of aid includes about 17 million direct deposit payments, with a total value of more than $38 billion. These payments began processing last Friday, the IRS said. Some Americans may have seen the direct deposit payments as pending or as provisional payments in their accounts before Wednesdays official payment date, the agency added.

The Treasury Department has also mailed nearly 15 million paper checks totaling $34 billion to Americans who dont receive the money by direct deposit, the IRS said. About 5 million prepaid debit cards totaling $11 billion were also sent out.

A Fourth Stimulus Check Is Unlikely

All of the tacit and explicit support for stimulus checks keeps the possibility alive. The support doesn’t make a fourth payment likely, however. And there are many reasons why.

Vaccinations are progressing steadily, albeit not as quickly as in the spring. Adults and those at least 12 years old are eligible to be inoculated in all 50 states. Three different options are available to the public, with the Pfizer vaccine fully approved by the FDA. Booster shots of the Pfizer vaccine have also been approved for those at risk or over 65. Actually putting needles in arms is taking time, even with supply readily available. Americans have received over 390 million doses, with 64.4 percent of the population having received at least one dose and 55.4 percent completely vaccinated. Vaccination numbers continue to increase at a rate of close to 600,000 doses per day. The Centers for Disease Control and Prevention has revised its guidance and recommends that vaccinated people in areas with higher COVID transmission revert to wearing masks indoors again.

Plenty more negotiating seems inevitable before any bill gets passed into law. House Speaker Nancy Pelosi has promised not to take up the infrastructure bill until the Senate also passes the human infrastructure bill. Democrats are already laying the groundwork to use reconciliation again to push through this legislation.

Special Reminder For Those Who Don’t Normally File A Tax Return

Waiting on Your Second Stimulus Check? Here

People who don’t normally file a tax return and don’t receive federal benefits may qualify for stimulus payments. This includes those without a permanent address, an income or bank account.

If you’re eligible and didn’t get a first, second or third Economic Impact Payment or got less than the full amounts, you may be eligible for a Recovery Rebate Credit, but you’ll need to file a tax return.

How To Claim Your Recovery Rebate Credit

A reminder: The IRS will not automatically calculate any Recovery Rebate Credit amount for which you may be entitled when you file.

“Individuals must claim the 2021 Recovery Rebate Credit on their 2021 income tax return in order to get this money,” the IRS said in its fact sheet.

To see if you are eligible for a payment, you can find more information on the Recovery Rebate Credit on the agency’s website.

If you have no income or up to $73,000 in income, you can file your federal tax return for free using the IRS’ Free File program.

For people who already received their third stimulus checks, there is no need to include information on those payments in their 2021 returns, according to the IRS.

If you are still missing a first or second stimulus check that was sent by the government in 2020, you will have to file a 2020 tax return rather than claim that money on your 2021 return, according to the IRS.
