A recession is an economic downturn that occurs when there are two back-to-back quarters of economic contraction. If the country’s gross domestic product falls for two quarters in a row and there are other troubling economic indicators such as high rates of unemployment, then the country will officially be in a recession.

If that occurs soon, as Summers predicts it will, then lawmakers may turn to a tried-and-true playbook for dealing with economic contraction: Stimulus checks.

These direct payments into people’s bank accounts were not just issued as a response to the COVID-19 pandemic and the resulting economic chaos. They have been sent out in past recessions as well. For example, during the Great Recession lasting from 2007 to 2009, Americans received payments.

Sending money into individual bank accounts is a repeated response to a recession because it can work very well to increase demand and get the economy moving again. Since lawmakers have done it before, it could very well happen again when a recession is officially declared.

How Will I Get Paid

The state is sending out payments in two ways: direct deposit and debit card in the mail.

If you filed your 2020 taxes electronically and you received a tax refund by direct deposit, then you can expect to receive your Middle Class Tax Refund by direct deposit as well, the Franchise Tax Board said.

Pretty much everyone else will be getting a debit card, the agency said.

File your 2020 tax return or use GetCTC.org if you dont have a filing requirement.

You can file a tax return even if you dont have a filing requirement to get other tax credits, such as the Earned Income Tax Credit.

If you didnt get your first or second stimulus check or didnt get the full amount that you are eligible for, file a 2020 federal tax return and claim them as part of your tax refund or use GetCTC.org if you dont have a filing requirement. The deadline to use GetCTC.org is November 15, 2021.

Is Congress Talking About A Fourth Stimulus Check

There are no signs that lawmakers in Washington, D.C. are in serious discussions about a fourth direct payment stimulus check. While there have been calls by the public and from some lawmakers for recurring payments, there has been practically nothing in terms of action.

Emails and phone calls to the White House, Sen. Bernie Sanders, I-Vt., who is chair of the Senate Budget Committee, and Rep. John Yarmuth, D-Ky., chair of the House Budget Committee, asking if such payments are under discussion were not returned.

One pandemic-related stimulus that is being considered for an extension is the monthly advance child tax credit. It raised the previous tax credit from $2,000 at tax time to $3,000-$3,600 with the option of monthly payments. A one-year extension is part of the Build Back Better bill that passed the House. But Sen. Joe Manchin, D-W.V., announced Sunday he would not vote for it. With no Republicans on board, passage of the bill is doomed unless an alternative is found.

A group of Democrats sent a letter to Biden in back in May , but the letter did not get into specifics and nothing else came of it.

A change.org petition started by Denver restaurant owner Stephanie Bonin in 2020 called on Congress to pass regular checks of $2,000 for adults and $1,000 for kids for the duration of the pandemic crisis.

As of late December, the petition has reached nearly 3 million signatures.

How Do I Get My Third Stimulus Check

When Is The Next Group Of Stimulus Checks Coming Out

You dont need to do anything if:

  • You have filed a tax return for tax year 2019 or 2020.
  • You are a Social Security recipient, including Social Security Disability Insurance , railroad retiree. Or you are a Supplemental Security Insurance and Veterans Affairs beneficiary.
  • You successfully signed up for the first stimulus check online using the IRS Non-Filers tool or submitted a simplified tax return that has been processed by the IRS.

The IRS will automatically send your payment. You can check on the status of your third stimulus check by visiting the IRS Get My Payment tool, available in English and Spanish.

If you are missing your third stimulus check, file your 2020 tax return or use GetCTC.org if you dont have a filing requirement. By submitting your information to the IRS, you will be signed up and automatically sent the third stimulus check.

The Us Federal Government Sent Out Three Waves Of Stimulus Payments Since The Start Of The Covid

The US is in the throes of another wave of covid-19 infections with case numbers surpassing all previous peaks. In the past this led to the federal government stepping up to help Americans left struggling in the disruption the pandemic has wrought on livelihoods and household finances. However, this time despite workers out sick or quarantining no new federal stimulus checks look set to be sent out.

In a recent press release the Internal Revenue Service put out its annual report highlighting the efforts of its employees in 2021. One of the accomplishments touted by the agency has been successfully delivering more than $1.5 trillion to people across the nation through Economic Impact Payments, tax refunds and advance Child Tax Credit payments. Here’s a look at the three Economic Impact Payments, better known as stimulus checks.

1. IRS can use data to tailor outreach efforts.

It was challenging for IRS and Treasury to get payments to some peopleespecially nonfilers, or those who are not required to file tax returns. These people were eligible for the payments for a couple of reasons:

  • first, there was no earned income requirement, so Americans with no or very little income could receive economic relief and
  • second, the payments were refundable tax credits, so eligible individuals can claim the full amount even if it exceeds what they owe in taxes.

In 2020, Treasury and IRS used other data to identify and reach out to around 9 million potentially eligible nonfilers. In May 2021, TIGTA identified potentially 10 million individuals eligible for payments, but IRS has no further plans to reach out to these individuals.

We recommended that Treasury and IRS use available data to develop an updated estimate of total eligible individuals which they could use to better tailor and redirect their ongoing outreach and communications efforts for similar tax credits.

2. Improved collaboration will also help outreach to underserved communities.

We recommended that Treasury and IRS focus on improving interagency collaboration and use data to assess the effectiveness of their efforts to educate more people about refundable tax credits and eligibility requirements.

Fourth Stimulus Check Update

Biden’s American Rescue Plan Act, which created the third stimulus checks, did boost tax credits for most parents with children under 18, but only for the year 2021. Most parents and legal guardians will receive a tax credit of $3,600 for children under six, and $3,000 per child aged six through 17.

Half of that credit is coming in the form of monthly advance payments to parents beginning July 15 $300 per month for younger kids, and $250 for older ones. That’s similar to the monthly recurring checks that some legislators have called for.

The same law also retroactively exempted a large chunk of unemployment benefits paid out in 2020 from federal income tax. People who collected unemployment in 2020 and paid tax on it are getting thousands of dollars in tax-refund checks.

The American Rescue Plan Act also offers tax credits that cover all or most of the cost of a “Silver” health-insurance plan for six months under the Affordable Care Act, aka Obamacare. You’re eligible for this if you filed for unemployment benefits at any time in 2021, and if you don’t currently get health insurance through Medicare, Medicaid or someone else’s health plan.

Biden’s American Families Plan, which is separate from the American Jobs Plan, will seek to extend those tax credits, including the advance payments, through the end of 2025.

The American Families Plan would also mandate up to 12 weeks of paid parental leave and subsidies for childcare.

California: Up To $1050 Rebate

Californias new budget includes payments of $350 for individual taxpayers who make $75,000 or less. Couples filing jointly will receive $700 if they make no more than $150,000 annually. Eligible households will also receive an additional $350 if they have qualifying dependents.

Taxpayers with incomes between $75,000 and $250,000 will receive a phased benefit with a maximum payment of $250. Those households can get up to an additional $250 if they have eligible dependents.

Californians can expect to receive payments between October 2022 and January 2023 via direct deposit and debit cards.

How Much Will I Receive In Child Tax Credit Payments

Most families will receive the full amount: $3,600 for each child under age 6 and $3,000 for each child ages 6 to 17. To get money to families sooner, the IRS is sending families half of their 2021 Child Tax Credit as monthly payments of $300 per child under age 6 and $250 per child between the ages of 6 and 17.

This amount may vary by income. These people qualify for the full Child Tax Credit:

  • Families with a single parent with income under $112,500
  • Everyone else with income under $75,000

These people qualify for at least $2,000 of Child Tax Credit, which comes out to $166 per child each month:

  • Families with a single parent with income under $200,000
  • Everyone else with income under $200,000

Families with even higher incomes may receive smaller amounts or no credit at all.

Stimulus Check Update: $3600 Is Coming In 2022 And You Might Qualify To Get It

At this point in 2022, the stimulus check story is actually proceeding down two tracks. The first one to note is the obvious one the one everybody is interested in. It entails the possibility of all-new stimulus checks at some point this year. As in, will we get them or not? And when? Along those lines, everyone is still waiting to see what the Senate will do about the possibility of a year-long child tax credit extension. Something the body left unfinished as 2021 drew to a close, with West Virginia Democrat Joe Manchin saying in an interview that his crucial vote on the package would be a no, throwing the whole process into chaos.

Understand Inflation And How It Affects You

The arrival of the extra $600 depends on when your state signed an agreement with the Department of Labor. The week ending April 4 or 5 is the first week for which unemployed workers can claim the new federal benefit.

But that doesnt necessarily mean benefits will flow right away. States that are unable to immediately pay the federal pandemic benefit after they sign agreements will pay them retroactively for the weeks youre entitled to receive them.

Are benefits taxable?

Yes. Benefits are subject to federal income taxes and most state income taxes, according to the Department of Labor. The same goes for the $600. You should be able to elect to have taxes withheld.

Child support obligations can also be deducted from your benefits.

What If I Owe Child Support Payments Back Taxes Money To Creditors Or Debt Collectors Or Federal Or State Debt

None of the three stimulus checks can be reduced to pay any federal or state debts and back taxes. Unlike the first stimulus check, your second and third stimulus check cannot be reduced if you owe past-due child support payments.

If you are claiming the payments as part of your 2020 tax refund , the payments are no longer protected from past-due child support payments, creditor and debt collectors, and other federal or state debt that you owe . In other words, if you receive your first or second stimulus checks as part of your tax refund instead of direct checks, it may be reduced.

The Third Round Of Stimulus Checks

Fourth stimulus check may be on the way

The most recent checks were included in the American Rescue Plan, which was enacted on March 11, 2021. Eligible individuals will receive a payment of $1,400 , plus an additional $1,400 per eligible child. However, those payments phase out quickly for incomes above $75,000 for single taxpayers, above $112,500 for taxpayers filing as head of household, and above $150,000 for married couples filing jointly. Taxpayers would be ineligible for any payment, unless they have a qualifying child, above the following income levels:

  • $80,000 for single taxpayers
  • $120,000 for taxpayers filing as head of household
  • $160,000 for married couples filing jointly

Similar to previous iterations of the payments, most taxpayers will receive the funds by direct deposit. For Social Security and other beneficiaries who received previous payments via debit card, they will receive this third payment the same way. Overall, such payments are expect to cost $411 billion through 2030 according to the Congressional Budget Office.

Fourth Stimulus Check Amount

The fourth stimulus check amount depends on several factors. If passed, it would probably look similar to the previous checks, although that’s not guaranteed.

For reference, the first stimulus check amounted to as much as $1,200, while the second stimulus check brought $600 to eligible Americans. The third stimulus check, which the IRS is still in the process of distributing, is worth up to $1,400 per person, although the eligibility requirements are narrower.

All three checks gave the full amounts to taxpayers who made up to $75,000 a year, according to their most recent tax returns. Couples filing jointly got the full payment if they had a joint total income of $150,000 or less.

With the first two checks, those making up to $99,000 alone or $198,000 as a couple received prorated payments. With the third check, individuals who earned more than $80,000 per year or $160,000 per year as joint filers got nothing. Who Is Eligible For The Third Stimulus Check

While eligibility is similar to the first and second stimulus checks, there are differences. There are four primary requirements:

1. Income: The income requirements to receive the full payment are the same as the first and second stimulus checks. There is no minimum income needed to qualify for the payment. Households with adjusted gross income up to $75,000 for individuals will receive the full payment. The third stimulus payment starts to phaseout for people with higher earnings. The third stimulus checks maximum income limit is lower than the first and second stimulus check. Single filers who earned more than $80,000 in 2020 are ineligible for the third stimulus check.

2. Social Security Number: This requirement is different from the first and second stimulus check.

Any family member that has a Social Security number or dependent can qualify for the third stimulus check. For example, in a household where both parents have ITINs, and their children have SSNs, the children qualify for stimulus checks, even though the parents dont.
