Following approval of the bill on March 11th, millions of Americans will start seeing the third stimulus payments by mid-to-late March 2021 per the estimated IRS payment schedule and official Biden administration guidance. Due to the fact that payments are going out in the middle of tax season it may be very hard to get a hold of someone in the IRS to help with payment issues and you will likely have to wait until after April 15th to follow up on issues.

Florida Michigan Tennessee And Georgia Are Giving $1000 To Teachers

Florida will be distributing stimulus payments in December for first responders and educators who work with students. Teachers and principals are eligible for payments of up to $1,000.

Georgia has implemented a similar policy, giving teachers and principals $1,000 in stimulus cash for their work during the pandemic.

Michigan is giving $1,000 bonuses to every full-time child care professional as part of its Child Care Stabilization Grant. Licensed child care providers are eligible to apply and should visit Michigan.gov/childcare to apply. Child care professionals will be awarded bonuses directly from their employer and do not need to apply.

Tennessee will be doling out $1,000 of hazard pay bonus to full-time teachers and $500 to part-time educators. They should expected to receive their checks before Jan. 1. The hazard pay came at the cost of an expected 2% raise that educators had been expecting in a bill passed in June.

How Quickly Could We Get The Next Stimulus Checks

The IRS sent out the first 80 million or so stimulus payments less than three weeks after the CARES Act passed and that was while staff was operating remotely.

While millions of other people had trouble receiving and tracking their payments, the IRS has fixed some hurdles. For example, it built the non-filer tool to allow people who dont have to file tax returns to submit their information and fixed some bugs with the Get My Payment feature that blocked many people from tracking their checks.

So the IRS timeline for payments would probably be similar to or even faster than it was for the first round.

The trillion-dollar question: How long will we have to wait on Congress to pass it?

Democrats and Republicans have many hot-button issues to negotiate, including the $600 weekly unemployment bonus that expires this week, a payroll tax cut that President Trump is pushing for and funds for school reopening.

Congress has until Aug. 7 to pass a bill before it goes on recess until September. If they dont reach an agreement by then, were in for a long wait.

How Likely Is A Fourth Stimulus Check

Don’t hold your breath, according to Wall Street analysts.

For one, the Biden administration has focused on infrastructure spending to spark economic growth, betting that an investment in roads, trains and other direct investments will help get people back to work and spur the ongoing recovery.

Secondly, economists have pointed fingers at relief efforts such as the three rounds of stimulus checks for contributing to inflation. Because Americans had cash in their pockets, they boosted spending on goods such as furniture, cars and electronics. Combine that with the supply-chain crunch, and the result was sharply higher inflation, according to economists.

Without new stimulus efforts on the horizon, it’s likely that inflation could moderate in 2022, according to Brad McMillan, the chief investment officer at Commonwealth Financial Network. “One cause of inflation has been an explosion of demand driven by federal stimulus,” he noted in a December report. “But that stimulus has now ended.”

He added, “Yes, we will continue to face inflation and supply problems, but they are moderating and will keep doing so.”

Here are the state governments sending stimulus checks and bonus payments for individuals. Plus, more child tax credit payments are going out to families on Oct. 15.

A fourth stimulus payment isnt on the agenda in 2021.

Families and individuals across the country have received three stimulus checks since the start of the pandemic, but a fourth stimulus check isnt likely to happen. There is, however, a petition calling for $2,000 recurring checks to all Americans, which has collected more than 2.9 million signatures, but Congress has no official plans to approve another stimulus payment at this time. But many families are still facing numerous hardships, especially since the enhanced unemployment benefits have expired and delta variant cases are rising.

To close the gap in federal support, several state governments have developed programs to give residents additional financial relief. Millions of Californians received a second round of Golden State Stimulus checks , and low-income are eligible for direct payments of $300 or $500. Educators received bonuses in states like Florida, Michigan and Tennessee, and some front-line workers in Vermont also received checks.

Direct Payments Going Out At The State Level

Meanwhile, there multiple direct payments are going out to Americans this week in a couple of states.

This includes Hawaii, which is sending out tax rebates worth $300 per person to those who make less than $100,000 or $200,000 for couples.

And Illinois is sending two forms of direct payments.

This is through income individual and property tax rebates, worth up to $300 each.

Elsewhere, Alaska is set to send out a $650 energy relief payment and another $2,550 as part of the states Permanent Fund dividend.

Both payments are still set to go out as a lump sum on September 20, according to the state.

How Much Money Will I Get

  • Adults whose adjusted gross income is less than $75,000/year will get $1,400 for each adult, plus $1,400 for each dependent no matter how old they are. This applies to heads of households who make less than $112,500, as well.
  • The IRS will use income information from your 2020 tax return if they received that return before sending your money. Otherwise they will use information from your 2019 tax return.
  • If the IRS sends your payment based on a 2019 return and then your 2020 return says you qualify for more , they will send an additional payment to make up for the difference. To get the additional payment, you must file the 2020 tax return by 90 days from the filing deadline or September 1, 2021, whichever is earlier.

You can also call the Vermont 2-1-1 hotline and follow the menu options for tax preparation. Through this service you may be able to schedule an appointment with a free Volunteer Income Tax Preparation Assistance site. These sites are staffed by trained volunteers. They provide free preparation services to taxpayers who meet eligibility requirements.

Also, you can find Form 1040 and Form 1040 instructions on the IRS website. The instructions for the “Recovery Rebate Credit” are found on pages 57 – 59.

Another Stimulus Round Won’t Help Right Now

Many Americans are imploring lawmakers to send out stimulus funds so that those struggling with bills have a means of catching up. But actually, a stimulus round isn’t likely to help the issue of inflation at all. If anything, it could make the problem exponentially worse.

A big part of the reason living costs are so high right now is that Americans received several windfalls last year at a time when supply chains were battered. Not only did March’s American Rescue Plan approve a round of $1,400 stimulus checks, but the bill also boosted the Child Tax Credit, raising its maximum value and authorizing half of the credit to be paid in monthly installments.

As such, Americans were flush with cash at a time when supplies of goods were limited. That led to far more demand than supply, which, in turn, drove prices up.

If another stimulus round were to be issued right now, it might only serve the purpose of widening that gap between demand and supply even further. And that could lead to many more months of sky-high costs.

What Did The Irs Say About 2023 Stimulus Checks

With people starting to wonder what support might be coming their way for 2023, the IRS sent out a bulletin on November 22, 2022, addressing the impact of the absence of stimulus checks on the current tax year.

“Refunds may be smaller in 2023,” the memo stated.

“Taxpayers will not receive an additional stimulus payment with a 2023 tax refund because there were no Economic Impact Payments for 2022.”

What Does The Irs’ Statement Mean For You

The memo from the IRS clearly indicates that residents should not depend on tax rebates to help them procure basic necessities such as groceries.

With COVID-19 now firmly behind us, the absence of stimulus checks will be a problem going forward, while families will also no longer have the expanded benefits of welfare schemes such as parent/Child Tax Credit, that was available in 2021.

This time last year, those who hadn’t claimed such benefits already were able to do so when filing their tax returns, but it won’t be the same this time around.

The Third Round Of Stimulus Checks

Stimulus Checks Are Making Their Way Across The U.S.  But Will There ...

The most recent checks were included in the American Rescue Plan, which was enacted on March 11, 2021. Eligible individuals will receive a payment of $1,400 , plus an additional $1,400 per eligible child. However, those payments phase out quickly for incomes above $75,000 for single taxpayers, above $112,500 for taxpayers filing as head of household, and above $150,000 for married couples filing jointly. Taxpayers would be ineligible for any payment, unless they have a qualifying child, above the following income levels:

  • $80,000 for single taxpayers
  • $120,000 for taxpayers filing as head of household
  • $160,000 for married couples filing jointly

Similar to previous iterations of the payments, most taxpayers will receive the funds by direct deposit. For Social Security and other beneficiaries who received previous payments via debit card, they will receive this third payment the same way. Overall, such payments are expect to cost $411 billion through 2030 according to the Congressional Budget Office.

There Will Be Fewer Protections Against Garnishment

The COVID-Related Tax Relief Act prevented garnishment of second-round stimulus checks by creditors or debt collectors. They couldnt be lost in bankruptcy proceedings, either. The IRS also had to encode direct deposit second-round payments so that banks knew they couldnt be garnished. This is in contrast with the CARES Act, which didnt provide similar protections for first-round payments.

Under the American Rescue Plan, your payment will be protected from reduction or offset to pay federal taxes, state income taxes, debts owed to federal agencies, and unemployment compensation debts. However, as with first-round checks under the CARES Act, there will be no additional protections against garnishment by private creditors or debt collectors for third-round payments. Theres nothing in the American Rescue Plan to stop creditors from getting your third stimulus check in bankruptcy proceedings, either.

New Mexico: $500 Rebates

In early March, Gov. Michelle Lujan Grisham signed a law to send multiple payments to state taxpayers.

Low-income New Mexico residents could apply for relief payments of at least $400 starting on September 26. The application deadline was October 7, 2022.

The low-income relief payments are part of a $20 million line item in the state budget for economic relief efforts. Application approvals are limited to the budget allotment and the lowest-income families will be paid first.

Another payment, in the form of a refundable income tax rebate, was issued to all taxpayers. Single filers received $500, and joint filers received $1,000. This rebate was split into two equal payments, delivered in June and August 2022. The funds were sent automatically to taxpayers who filed a 2021 state return.

If you dont typically file a state income tax return but do so for 2021 by May 31, 2023, youll receive your rebate by direct deposit or check. If you owe tax from your 2021 return, it will be deducted from your rebate amount.

Were Oh So Close To Getting A Third Stimulus Check But The Amount And Eligibility Rules For Your Next Stimulus Payment Will Be Different Than For Earlier Ones

A third stimulus check cant arrive soon enough for people who are struggling financially. But even though were oh so close to seeing that happen, were not quite there yet. On Saturday, the Senate passed President Bidens American Rescue Plan, which authorizes a third round of stimulus checks. However, the House of Representatives still has to approve changes made to the plan by the Senate before the president can sign the bill into law. Thats all expected to happen this week, which means some people potentially could receive a third stimulus check as early as next week.

While your third stimulus check will look a lot like your first and second stimulus payments, there are several important differences. The amount, for one, wont be the same. Eligibility for a third stimulus check will be different, too. Third Payments Differed From Previous Economic Impact Payments

The third payments differed from the earlier payments in several respects:

  • Income phaseout amounts changed. Payments were reduced for individuals with adjusted gross income of more than $75,000 . The reduced payments end at $80,000 for individuals and $160,000 for married filing jointly. People above these levels did not receive any payment.
  • Payment amounts are different. Most families received $1,400 per person, including all dependents claimed on their tax return. Typically, this means a single person with no dependents received $1,400, while married filers with two dependents received $5,600.
  • Qualifying dependents expanded. Unlike the first two payments, the third payment was not restricted to children under 17. Eligible individuals received a payment based on all of their qualifying dependents claimed on their return, including older relatives like college students, adults with disabilities, parents and grandparents.

Is Congress Talking About A Fourth Stimulus Check

There are no signs that lawmakers in Washington, D.C. are in serious discussions about a fourth direct payment stimulus check. While there have been calls by the public and from some lawmakers for recurring payments, there has been practically nothing in terms of action.

Emails and phone calls to the White House, Sen. Bernie Sanders, I-Vt., who is chair of the Senate Budget Committee, and Rep. John Yarmuth, D-Ky., chair of the House Budget Committee, asking if such payments are under discussion were not returned.

One pandemic-related stimulus that is being considered for an extension is the monthly advance child tax credit. It raised the previous tax credit from $2,000 at tax time to $3,000-$3,600 with the option of monthly payments. A one-year extension is part of the Build Back Better bill that passed the House. But Sen. Joe Manchin, D-W.V., announced Sunday he would not vote for it. With no Republicans on board, passage of the bill is doomed unless an alternative is found.

A group of Democrats sent a letter to Biden in back in May , but the letter did not get into specifics and nothing else came of it.

A change.org petition started by Denver restaurant owner Stephanie Bonin in 2020 called on Congress to pass regular checks of $2,000 for adults and $1,000 for kids for the duration of the pandemic crisis.

As of late December, the petition has reached nearly 3 million signatures.
