The Hefty Price Tag On Biden’s Stimulus Plan Is Worth The Cost Says Economist

President-elect Joe Biden is hoping to jump-start the economy with his sweeping $1.9 trillion American Rescue Plan. Morning Consult economist John Leer joined LX News to make a case for why its worth it for the U.S. government to pass a costly relief bill and avoid catastrophic long-term consequences of the pandemic.

Th Stimulus Checks Given Out To Targeted Groups

Some states are digging into that wad of cash the government gave them and giving out the fourth stimulus checks to specific groups of people. The requirements look different for each state, but all seem to have a few things in commonlike falling into certain income levels or going through some kind of hardship.

The Grand Canyon State has a different take when it comes to stimulus checkstheyre giving them out to people who are going back to work. Arizonas Back to Work Program is offering $2,000 to those who got a job after being on unemployment.3 But you have to hold down your new job for at least eight weeks before getting the benefit.

The Golden State is the only one on the list to give out big ol broad-sweeping stimulus checks that look like the ones the federal government gave out. Heres how their numbers break down: Californians making $75,000 or less were sent a one-time check of $600 or $1,200 as part of the Golden State Stimulus I.4 And with the Golden State Stimulus II, they could be eligible for a second stimulus payment anywhere from $500 to $1,100.5 Thats on top of extra money the state paid out through the Young Child Tax Credit to those who have children age 6 or younger.6

These guys decided to shift their focus to giving their stimulus checks to the unemployed. They sent $375 to folks who had gotten at least one unemployment check payment between March 15, 2020, and October 24, 2020.7

Indiana: $325 Rebate Payments

When Will The 300 Unemployment Start In New York ~ rupshausdesign

Like Georgia, Indiana found itself with a healthy budget surplus at the end of 2021, and it has authorized two rebates to its residents.

In Dec. 2021, Gov. Eric Holcomb announced that Indiana taxpayers would get a $125 one-time tax refund after they filed their 2021 taxes.

Theres no income requirement. Residents must have filed a state tax return for the year 2020 by Jan. 3, 2022, as well as a 2021 Indiana tax return by April 18, 2022, to be eligible. Payments started in May, according to a state information page.

Taxpayers who filed jointly will receive a single deposit of $250.

A second rebate was approved in August 2022 to grant another $200 per taxpayer.

Most taxpayers will receive their refunds by direct deposit, and the second payments started rolling out in late August. If you changed banks or dont have direct deposit information on file, youll receive a paper check. A printing delay put mailing the first round on hold for several months, but mailing resumed in mid-August. Checks mailed after that point contain payments for both rebates, for a total of $325 per taxpayer.

Distribution of printed checks is expected to take place through early October. If you did not file your 2021 tax return by the April deadline, you can claim your $125 rebate on your 2022 taxes.

Universal free school meals, child tax credits and food assistance aid are sunsetting as relief funding dries up.

Everett resident Ryan Webber and his family used child tax credit money to pay for child care, but with a limited budget and few nearby options Webbers child care doesn’t last the entire workday, leaving him to juggle entertaining his son with his duties in a banks loan department.

At one point during the pandemic, Regina Johnson posted pictures of her empty fridge and pantry to her neighborhood’s Buy Nothing webpage. She said the hyperlocal social media group, one of hundreds that have popped up to exchange goods and services free of charge, swooped in and restocked her shelves.

Each month Johnson faces a race between food and time. Barely two weeks into May, Johnson had again drained her monthly food budget, she said, but managed to stretch a food bank pickup into June.

The Spanaway mother of five already cut spending after federal child tax credit payments ended in December. The monthly relief check, aimed at families, helped Johnson with rent and car expenses. Later this year, expanded food assistance is also set to expire, taking another bite out of Johnsons food budget. She plans to limit her grocery list to the bare essentials.

Meat would come first, then cans of vegetables, Johnson said. We wont be able to afford any fresh vegetables.

Who Qualifies For The Third Stimulus Check We Made It Simple

  • When Will You Get Your Money

The exact date you’ll receive your money depends on your circumstances, but the IRS has already begun sending electronic payments to millions of Americans.

The speed with which you’ll receive your payment largely depends on how you filed your taxes. The IRS can distribute electronic payments quickly, but they must print and mail paper checks for some recipients, which takes additional time.

On April 15th, the IRS launched a portal to track the status of your stimulus payment. To track your payment, you’ll need your social security number, your birthday, your address and your zip code provided you filed your 2019 or 2018 tax return. If you are a qualified non-filer, there are additional links on the IRS’s website to input your information so you can still receive your check.

On April 2, Treasury Secretary Steve Mnuchin said that eligible Americans who have signed up for direct deposit payments should receive them within two weeks, a process which is already underway. A spokesperson for the Treasury Department expects 50 million to 70 million Americans to receive their checks via direct deposit by April 15, according to The Washington Post.

However, if you didn’t sign up for direct deposit when filing your tax return and require a paper check, you might experience some delays. In fact, because the government lacks banking information for millions of Americans, $30 million in paper checks won’t begin distribution until April 24, or longer.

Is Congress Talking About A Fourth Stimulus Check

There are no signs that lawmakers in Washington, D.C. are in serious discussions about a fourth direct payment stimulus check. While there have been calls by the public and from some lawmakers for recurring payments, there has been practically nothing in terms of action.

Emails and phone calls to the White House, Sen. Bernie Sanders, I-Vt., who is chair of the Senate Budget Committee, and Rep. John Yarmuth, D-Ky., chair of the House Budget Committee, asking if such payments are under discussion were not returned.

One pandemic-related stimulus that is being considered for an extension is the monthly advance child tax credit. It raised the previous tax credit from $2,000 at tax time to $3,000-$3,600 with the option of monthly payments. A one-year extension is part of the Build Back Better bill that passed the House. But Sen. Joe Manchin, D-W.V., announced Sunday he would not vote for it. With no Republicans on board, passage of the bill is doomed unless an alternative is found.

A group of Democrats sent a letter to Biden in back in May , but the letter did not get into specifics and nothing else came of it.

A change.org petition started by Denver restaurant owner Stephanie Bonin in 2020 called on Congress to pass regular checks of $2,000 for adults and $1,000 for kids for the duration of the pandemic crisis.

As of late December, the petition has reached nearly 3 million signatures.

What If I Owe Child Support Payments Back Taxes Money To Creditors Or Debt Collectors Or Federal Or State Debt

Congress Says Weâll Get A Second Stimulus Check â But Itâs Only $600

None of the three stimulus checks can be reduced to pay any federal or state debts and back taxes. Unlike the first stimulus check, your second and third stimulus check cannot be reduced if you owe past-due child support payments.

    Protected Not protected

If you are claiming the payments as part of your 2020 tax refund , the payments are no longer protected from past-due child support payments, creditor and debt collectors, and other federal or state debt that you owe . In other words, if you receive your first or second stimulus checks as part of your tax refund instead of direct checks, it may be reduced.

    Idaho: $75 Rebate Payments

In February, Idaho Gov. Brad Little signed a bill that allocated $350 million for tax rebates to Idahoans. There were two criteria for eligibility:

The payments began in March. Each taxpayer received either $75 or 12% of your 2020 Idaho state taxes, whichever is greater . The rebate was applicable to each individual taxpayer and each dependent.

The tax commission first issued rebates to taxpayers who received refunds via direct deposit, then sent paper rebate checks.

In a special session on Sept. 1, Idaho lawmakers voted to authorize another tax rebate for all residents who filed state tax returns in 2020. Individual filers will receive $300, and couples filing jointly will get $600.

The funds come from the states $2 billion budget surplus. The payments are slated to roll out within weeks, according to a report by the Idaho Press.

State residents can also check the status of their rebate online.

Federal Stimulus Checks Wont Be Coming Before The Election

The current Congress is not going to provide another stimulus check. The last payment, authorized by the American Rescue Plan Act, was passed along party line votes through a special process called reconciliation. There is no further opportunity to pass legislation this way until after the election, and there is not broad enough support to get a bill through that would authorize a fourth payment.

Readers responses also reflected the challenges of targeting federal relief for a crisis that has impacted society so unequally.

While many recipients said their payment wouldnt come close to covering expenses associated with the pandemic, others acknowledged that they didnt need the money because they still have jobs or adequate retirement savings.

The Future Of Alaska Pfd Payments

Californians could see another stimulus check due to state’s budget surplus

The $3,200 payments are the second largest in history, when adjusted for inflation, but residents shouldnt necessarily assume that large Permanent Fund dividends will be an annual event.

Those arguing for larger payouts this year pointed to higher energy costs as a driving factor. Times are tough, Rep. Mike Prax said according to news reports after the budget vote. People are in a dire position, so if we can do anything to help them this year, I think thats the appropriate thing to do.

If inflation and energy costs shrink during the next year, then Alaskans may find their dividends will be smaller in 2023 as well.

    Oregon: Direct Payments Of $600

In March 2022, the Oregon legislature voted to approve one-time $600 payments to some residents. Taxpayers who were eligible to receive the earned income tax credit on their 2020 state tax return, and who lived in Oregon for the last six months of 2020, were eligible to receive one payment per household.

The state used federal pandemic aid to provide these direct payments to low-income residents, and more than 236,000 households received a payment. All payments were distributed by direct deposit or mailed check between June 23 and July 1, 2022.

The Oregon Department of Revenue website contains FAQs for residents with concerns about receiving their payment.

Don’t Bank On A Stimulus Check In 2023

The U.S. economy has the potential to sour in 2023, and that could lead to a round of stimulus checks. But that’s not something anyone should count on.

Those struggling to keep up with their bills can try to use today’s strong labor market to help address that issue — namely, by fighting for higher pay or seeking out better-paying jobs. The gig economy is also strong, so there are options for picking up side work. It may not be the same as a stimulus check, but it can serve as an income boost.

And its possible that could happen soon.

Some economists are fearing that the Federal Reserves action on interest rates could lead to a recession.

So far, the Fed has hiked interest rates four times this year in an effort to tame inflation.

And more hikes are likely on the way.

“Unless we see a rapid decline in the month-over-month inflation rate, well likely see the Fed raise interest rates again this year,” Laura Adams, a personal finance expert from Finder.com told The Sun in July.

“Higher interest rates make most types of credit such as credit cards, mortgages, and other business and personal loans cost more, which could lead to a recession,” she added.

As of August, the unemployment rate was sitting at 3.7% right around pre-pandemic levels but that could change.

Should the numbers tick up, this could force Biden and his Democratic to push publicly for another round of stimulus.
