Policymakers should heed the lessons learned from the three rounds of EIPs to help prepare for and respond to future crises. For example, they should build on Treasurys automatic delivery capability so that when the next crisis hits, the federal government is well positioned to efficiently deliver automatic cash payments to as many eligible individuals as possible.They also should authorize, and fund, the IRS to analyze the performance of the Non-Filer tool and make necessary technological upgrades so it can be quickly repurposed in another crisis. And future stimulus payments should, from the start, include all population groups reached by the third round of EIPs as well as individuals who file taxes with ITINs.

There will be opportunities for other improvements in EIP design and delivery in a future crisis. For instance, the policy is dialable, both in the overall level of payments it provides and the degree to which it includes households who had higher incomes before the crisis hit.

Idaho: $75 Rebate Payments

In February, Idaho Gov. Brad Little signed a bill that allocated $350 million for tax rebates to Idahoans. There were two criteria for eligibility:

The payments began in March. Each taxpayer received either $75 or 12% of your 2020 Idaho state taxes, whichever is greater . The rebate was applicable to each individual taxpayer and each dependent.

The tax commission first issued rebates to taxpayers who received refunds via direct deposit, then sent paper rebate checks.

In a special session on Sept. 1, Idaho lawmakers voted to authorize another tax rebate for all residents who filed state tax returns in 2020. Individual filers will receive $300, and couples filing jointly will get $600.

The funds come from the states $2 billion budget surplus. The payments are slated to roll out within weeks, according to a report by the Idaho Press.

Why Are States Giving Out A Fourth Stimulus Check

It all started back when the American Rescue Plan rolled out. States were given $195 billion to help fund their own local economic recovery at the state level.1 But they dont have forever to spend this moneystates have to figure out what to use it on by the end of 2024, and then they have until the end of 2026 to spend all that cash.2That might sound like forever, but the clock is ticking here.

Some states have given out their own version of a stimulus check to everyone, and others are targeting it at specific groups like teachers. And other states? Well, they havent spent any of it yet.

Some states like Colorado, Maryland and New Mexico are giving stimulus checks to people who make less than a certain amount of money or who were on unemployment. So far, California is the only state to give out a wide-sweeping stimulus check.3 Other states like Florida, Georgia, Michigan, Tennessee and Texas are putting the money toward $1,000 bonuses for teachers.

    The beneficiarys Economic Impact Payment will arrive in the same way they either receive their monthly benefits or their tax return for 2019 or 2018.

    In June, Hawaiis legislature approved sending a tax rebate to every taxpayer Taxpayers earning less than $100,000 per year will receive $300, and those earning more than $100,000 per year will receive $100. Dependents are eligible for the rebate, too.

    Taxpayers who filed their 2021 state income tax returns by July 31, 2022 can expect to receive their returns in September or October. For residents filing their 2021 return between Aug. 1 and Dec. 31, you can expect your payment up to 12 weeks after filing.
