Itâs essential to understand that a stimulus payment is not taxable. The IRS has issued guidance stating that you do not need to include the amount in your gross income or pay taxes on the money.

Still, many people donât entirely grasp how stimulus payments affect their taxes.

âThe part that I think most do not necessarily understand is that the payment is technically an advance refundable tax credit,â says Hawkins.

The stimulus payments were advance tax credits because the IRS gave you money in advance of filing your tax return. The recovery rebate credit is considered a refundable credit, meaning it can reduce the amount of taxes you owe or generate a refund to you.

One final important point: Typically, if you receive more money from the IRS than youâre entitled to, you must repay the excess amount. But the recovery rebate credit works differently. If you received a stimulus payment based on your previous tax information but no longer qualify, based on your current tax return, you donât have to pay any stimulus money back.

Still Havent Received Your First $1200 Stimulus Check What You Need To Do

While Congress is deadlocked on another coronavirus relief package thats widely expected to include a second stimulus check, millions of Americans are still awaiting the arrival of their first $1,200 cash payment.

At the beginning of June, the IRS still had to pay out between 30 million and 35 million checks, according to the House Ways and Means Committee. But two months later, the agency appears to have made little progress towards issuing the remaining payments, a letter from House Ways and Means Chairman Richard Neal and Sen. Ron Wyden, the top-ranking Democrat in the Senate Finance Committee, says.

Between early June and late July, the IRS had made fewer than 1.5 million additional stimulus payments, an unacceptable pace, the lawmakers said.

Americans cannot wait any longer for the emergency assistance they were told would arrive in the spring, the letter, dated July 27, said. Treasury must take immediate and decisive action to pay all eligible Americans.

At the end of June, IRS Commissioner Chuck Rettig testified the agency had distributed some 160 million economic impact payments, worth roughly $270 billion, since April. During that testimony, Rettig said the IRS was dealing with a backlog of paper tax returns and was focused on trying to send stimulus payments to those filers.

Youve Moved Since The Last Time You Filed Taxes

If youve moved since you filed your 2018 or 2019 taxes, but the IRS has your bank account information for your refund, you should still get a direct deposit in your account. If the IRS doesnt have your bank account on file and youve moved, your paper check may end up at your previous place. Be sure to change your address with the U.S. Postal Service.

What Is The Recovery Rebate Credit

The recovery rebate credit is a refundable tax credit that can be claimed on your 2021 return if you did not receive your third stimulus check or received the wrong amount.

An important thing to understand about the third stimulus payment is that it was technically an advance on the 2021 tax credit. Because the IRS did not yet have access to your 2021 tax information when the advance payments were sent out, the agency relied on the most recent information they had on file for you to determine how much to send you based on that year’s income, number of dependents and other qualifying information.

Who Is Eligible For The Recovery Rebate Credit

According to the IRS, most people who were eligible for the third round of payments have already received their stimulus checks but there are a few situations why someone might not have received it or received the wrong amount. For example:

  • You’re claiming a new dependent in 2021 .

  • Your marital status changed in 2021.

  • Your adjusted gross income from 2019 or 2020 was high enough to make you ineligible for a stimulus check, but your 2021 AGI is now lower and within the qualifying threshold.

  • You did not have a Social Security number but received one by the 2021 tax deadline.

The 2021 Stimulus Payment

On March 11, 2021, the American Rescue Plan was signed into law. It called for sending a third round of stimulus checks to Americans. If you have not received all or some portion of your Economic Impact Payments by the deadlines above, you will have to file a 2020 tax return and claim these amounts. You claim them on line 30 of the 2020 Form 1040 as a “Recovery Rebate Credit“. This is another name for the EIP stimulus payments. If you did not get all or a portion of the EIP payments in advance, then you can claim them on line 30 of your tax return for 2020.

In the new letter, the IRS is reminding people to file their 2021 tax returns an essential step for those eligible to claim stimulus check payments and other credits.

The agency says people who haven’t filed tax returns in previous years may benefit significantly by filing a 2021 tax return. It’s the only way to secure not only the rebate credit, but also certain other tax credits that were expanded in the American Rescue Plan Act and other legislation.

The IRS says many of the people receiving a letter in the next few weeks are eligible for the Child Tax Credit or the Earned Income Tax Credit.

We don’t want people to overlook these tax credits, and the letters will remind people of their potential eligibility and steps they can take, IRS Commissioner Chuck Rettig said.

The expanded 2021 child tax credit, which is available for taxpayers who meet certain income requirements, totals $3,000 per child between ages 6 and 17 and $3,600 for children ages 5 under.

The American Rescue Plan also increased the Earned Income Tax Credit significantly for workers who do not have children. Some low- and moderate-income families are eligible for expanded benefits under this tax credit as well.

The late filing deadline for 2021 tax returns is Oct. 17, but taxpayers can still access tax credits after that date. The IRS says it will offer its free filing service until Nov. 17 for people who earn $73,000 or less, giving plenty of time to claim these benefits.

Finding The Amounts Of Your First Second And Third Stimulus Checks

To find the amount of stimulus payment youve received, you can:

  • Refer to the IRS notices that were mailed to you. IRS Notice 1444shows how much you received from the first stimulus check. IRS Notice 1444-B shows how much you received from the second stimulus check. IRS Notice 1444-C shows how much you received from the third stimulus check.
  • Check your bank statements. If you had your payments direct deposited, you can find the amount of your first, second, and third stimulus check using your bank statements. They should be labeled as IRS TREAS 310 and have a code of either TAXEIP1 , TAXEIP2 , or TAXEIP3 .
  • Request an account transcript. You can request an account transcript sent electronically or by mail using Get Transcript. You can also call the IRS automated phone transcript service at 800-908-9946 or mail in Form 4506-T to have your transcript be sent by mail.
  • Create an account on IRS.gov/account. You can view your stimulus check amounts under the Tax Records tab. If you filed jointly with your spouse, you will only see your half of the stimulus check amounts.     What About People With Itins

    You still need a work-authorizing Social Security Number to be eligible for this stimulus. However, there are important changes since the first round of stimulus checks.

    • In the first stimulus rollout, any non-SSN holder on a joint return made everyone on that return ineligible. Big change: The new rounds of stimulus has corrected this problem. If you filed a joint return with a non-SSN holder, you are still eligible for the stimulus. See the below hypotheticals.
    • Situation: A single tax filer has an Individual Taxpayer Identification Number but no Social Security number .
    • This person is ineligible for the stimulus.

    A. There are two ways overseas Americans can get their third stimulus payment: Direct deposit or through the mail.

    You need to have an account with a U.S. bank in order to get direct deposit.

    What If I Filed My Taxes Last Year Under My Previous Name And Have Changed My Name Since I Filed Those Taxes

    If you file taxes and have not filed your 2019 taxes, you should file as soon as possible with your new name. Make sure your name is updated with the Social Security Administration.

    If your stimulus check is written out to you under your previous legal name, you should still be able to deposit your check. However, you may need to speak with your bank and show your legal paperwork documenting your courtordered name change and old and new ID.

    If you are cashing a check outside of a bank, bring your legal documents with you and try to call in advance to make sure that they dont have additional requirements to cash the check.
