Gas prices: Lawmakers propose stimulus checks to offset rising fuel costs

Although a fourth stimulus check was never approved by the federal government, a gas tax pause is expected to be discussed

Many states have already begun enacting their own legislation governing gas tax reductions or pauses.

There are currently 20 states where tax breaks have been suggested. Only seven states, though, have already given their approval for the pause.

Although California, Connecticut, Florida, Georgia, Maryland, New York, and Illinois have agreed to a tax pause, the nationwide average price of fuel, as of July 8, is 4.696 dollars.

Which States Are Offering Gas Stimulus Checks

Idaho.- Idaho residents will receive a tax rebate of $75 per taxpayer and dependent

Georgia.- Georgia residents who filed 2021 and 2020 tax returns will receive an extra amount of tax credits.

Indiana.- Indiana lawmakers approved a plan for a tax refund of $125 for everyone who filed their 2021 taxes.

New Mexico.- New Mexico will grant $250 for single filers with an income of $75,000. And $500 for joint filers earning $150,000.

Other Benefits For California Residents

The budget contains a handful of additional measures to try to relieve inflationâs impact on residents:

  • $1.95 billion for emergency rental assistance for qualified low-income tenants who requested assistance before March 31, 2022
  • $1.4 billion in funds to help residents cover past-due utility bills

The budget also includes a $14.8 billion infrastructure and transportation package, as well as more than $200 million in additional funding that will go toward reproductive health care services.

Californiaâs 2022-2023 budget also provides universal access to health coverage for low-income residents aged 26 to 49, regardless of immigration status, becoming the first state to do so.

Can I Track My California Inflation Relief Check

The short answer: no. But you can probably narrow down your timeline a bit.

If you filed your taxes online and also received the Golden State Stimulus you may have already gotten your relief. If you dont meet both of those criteria, youre going to have to wait longer.

Remember, debit cards are being dispersed based off order of last names, so if youve been blessed with an A-B-C name, you wont have to wait as long as the X-Y-Z crowd.

And if youve changed your banking info since your 2020 return was filed youre in for a long wait. That group will be the last to get their payment.

In light of elevated inflation and a summer travel season defined by record-high gas prices, some states are using budget surpluses or other means to lend a hand to struggling residents.

More than a dozen states are currently distributing payments or will start issuing rebates soon. In most cases, payments are contingent upon taxpayers having filed state returns. Those who requested filing extensions are typically still eligible but will receive payments later than those who paid their taxes on time. If you live in one of the following states, your check might already be in the mail.

Georgia: $250 Rebate Payments

Thanks to a historic state budget surplus, Georgia residents who filed both their 2020 and 2021 tax returns were eligible to receive rebate payments based on their tax filing status:

  • Single filers: Maximum $250
  • Head of household: Maximum $375

If you owed income tax or other payments to the state such as delinquent child support payments, you may have received a smaller rebate. Partial-year residents may have also received a smaller rebate.

Residents who filed their taxes before Gov. Brian Kemp signed the legislation received their rebates via a separate payment. The state expected to send all rebates for returns filed by April 18 by early August.

With Americans still in shock over jaw-dropping, rising gas prices, a few proposals have floated around Congress and elsewhere about offering some relief to drivers.

Los Angeles on Tuesday became the first major city in the U.S. to reach an average gas price of $6 or more. That’s according to fuel savings platform GasBuddy, which reported the national average gas price in the U.S. beginning to decline since its peak of $4.35 per gallon on March 10.

Some proposals include a stimulus check while others would tax oil companies.

Does The White House Support A Federal Gas Rebate

Biden said he supports pausing the federal gas tax for three months and encouraged individual states to consider similar money-saving efforts, including “consumer rebates and relief payments,” the White House said in a June 22 statement.

The president told reporters that a nationwide gas rebate card program “is part of what we’re considering,” Cox Media reported.

The administration first considered rebate cards in March but determined that the computer chip shortage would make it hard to produce enough cards, according to The Washington Post.

In addition, there would be no mechanism to ensure consumers didn’t use the cards for purchases other than gasoline, and getting support from Congress would be a long shot.

Oregon: Direct Payments Of $600

In March 2022, the Oregon legislature voted to approve one-time $600 payments to some residents. Taxpayers who received the earned income tax credit on their 2020 state tax return, and who lived in Oregon for the last six months of 2020, were eligible to receive one payment per household.

The state used federal pandemic aid to provide these direct payments to low-income residents, and more than 236,000 households received a payment. All payments were distributed by direct deposit or mailed check by July 31, 2022.

Gas Prices Might Come Down In 2022

For U.S. gas prices to come down, either the crude oil prices have to drop or margins for refiners and fuel retailers have to be cut. Otherwise, governments have to suspend the gas taxes.

Global crude oil prices have started to come down and are now back below $100 per barrel. Crude oil prices might come down more from these levels looking at the various developments. First, the demand outlook for crude oil has gotten worse amid the lockdowns in China.

Who Would Be Eligible For A Federal Gas Rebate

Gas price stimulus checks? Here are 3 bills being proposed

As with the pandemic stimulus checks, compensation depends on income levels: Individuals earning less than $75,000 will get the full $100. The amount would diminish the more you earn, and individuals making over $80,000 wouldn’t be eligible for any rebate.

Joint filers earning less than $150,000 would receive the full $100, phased out at $160,000.

In order to counteract the growing cost of gas, Illinois is providing people with gas and transportation cards.

Theyre delivering this in the form of a gas refund instead of getting rid of the tax.

Starting tomorrow, every Illinoisan will get tax relief on essentials: groceries, gas, your home, and back-to-school supplies, with even more tax relief going into effect next year, said Illinois governor JB Pritzker on July 1.

From June 1, 2022, until December 31, 2022, the states fuel taxes will no longer be collected in New York.

How Much Will I Get

The payments are based on income and family size.

Single taxpayers who earn less than $75,000 a year and couples who file jointly and make less than $150,000 a year will receive $350 per taxpayer.

Taxpayers with dependents will receive an extra $350, regardless of the total number of dependents.

In other words, a couple that earns a combined $125,000 and has two children would qualify for $350 per adult plus $350 for their children, for a total of $1,050.

Oil Companies Could Fund Tax Credit For Americans

Stimulus checks

Rep. Peter DeFazio of Oregon has proposed the Stop Gas Price Gouging Tax and Rebate Act. The bill “would create a windfall profit tax on excessive corporate profits and return the revenue to American consumers in the form of a tax rebate.”

“Big Oil is foaming at the mouth,” said Rep. DeFazio. “After price-gouging Americans in 2021 to make record profits, Big Oil is now reaping the benefits of Putins price hike.”

“My legislation would tax Big Oils excess profits in 2022 and return the revenue back to Americans. Its beyond time to put people over profits period,” he continued.

Under his proposal, companies will pay a one-time, 50 percent windfall profit tax on any adjusted taxable income in 2022 that exceeds 110 percent of their average ATI during pre-pandemic levels between 2015-2019. Revenue, raised by the windfall profit tax, will be returned to consumers as a monthly, advanced, and refundable tax credit that will be phased out by income, according to DeFazio.

He said eligibility is identical to criteria used for economic impact payments that were included in the American Rescue Plan .

The Gas Rebate Act Of 2022 Intends To Offer Financial Relief

In March, House representatives Mike Thompson , Lauren Underwood , and John Larson , and introduced the Gas Rebate Act of 2022. The Act proposes a $100 monthly rebate check every month if the national average gas price is more than $4 per gallon. The stimulus check would rise by $100 for every dependent.

Will Gas Prices Ever Come Down

Its hard to say whether gas prices are headed back to normal any time soon, especially since demand for fuel is still so strong.

For now, all of the direct payment proposals for high gas prices are just that proposals. None have been signed into law, and it remains to be seen whether that will happen.

Given that 2022 is an election year and the price of gas is an increasingly hot-button issue across the United States, it’d be no surprise if lawmakers were especially motivated to pass legislation that will undoubtedly be popular with voters.

If youre looking for ways to save money on gas in the meantime, consider paying with cash or opening a gas rewards card or grocery store rewards program account.

The Putting Gas Money Back In Your Pocket Act Will Send $500 To Individuals And $1000 To Joint Taxpayers Within 30 Days Of Passage

WASHINGTON Today, Representative Josh Harder introduced the Putting Gas Money Back in Your Pocket Act which will send $500 gas price relief checks directly to taxpayers across the country. The new legislation will send single taxpayers $500, joint taxpayers $1,000, and dependents 16 years and older $500 in the same form Americans received their stimulus checks. Gas price relief would be sent out to taxpayers as soon as possible.

Central Valley drivers will pay an average of $5.72 per gallon today, more than $2 more per gallon than the same time last year, according to AAA.

“Sky high gas prices are crushing our community, so today I’m introducing a bill to put money back where it belongs: our families’ pockets,” said Rep. Harder. “The Putting Gas Money Back in Your Pocket Act will deliver $500 gas price rebate checks to every driver in our community so families can afford to get where they need to go. Nobody should have to worry about being able to afford their commute in the morning or picking up their kids in the afternoon.”

Rep. Harder has been leading the charge to tackle gas prices for months. In November, he urged leaders in Sacramento to suspend any future increases in the tax. In December, he wrote directly to Governor Newsom urging him to immediately cut the gas tax and an op-ed in Fox Business titled I’m a Democrat and it’s time for our government to stop making gas more expensive. In February, he introduced legislation to suspend the federal gas tax.

Which States And Cities Are Giving Out Gas Stimulus Checks

Could Americans get stimulus checks for gas?

Even though the federal government hasnt passed the Gas Rebate Act of 2022, some states are thinking about giving out their own gas stimulus checks. The list isnt very long, but heres who has jumped on the bandwagon so far to help people save money on gas with rebates.

California tried to make its own version of a gas stimulus happen. Governor Gavin Newsom wanted every California household with a registered car to get a $400 gas debit card. But that plan fell through, and the state compromised by pausing the gas tax on diesel fuel and by giving out inflation relief checks of $1,050.4,5

The Windy City is taking matters into its own hands and giving out its own version of gas stimulus checks in the form of prepaid gas cards. The city has 50,000 prepaid gas cards of $150 and 100,000 prepaid transit cards of $50 up for grabs.6 But theres one exception hereits all luck of the draw. Anyone whos interested has to submit their application on the Chicago Moves website to have a chance of being selected.

Theres a proposal on the table in North Carolina that would give $200 to every driver in the Tar Heel State. Residents would have to be at least 18 years old and have a drivers license .7
