If Your First Or Second Stimulus Check Never Arrived You Can Claim A Rebate When You File Your Taxes

If you were eligible for a first or second stimulus check but still havent received a direct deposit, check or prepaid EIP debit card from the IRS, you may have mistakenly been overlooked, or you may have a problem that you need to resolve. Certain groups who were eligible for that first payment, such as some older adults, retirees, SSDI recipients, noncitizens and those who are incarcerated, can file a claim for payment.

Even if you dont typically file taxes, youll have to submit a 2020 tax return using a 2020 Form 1040 or 1040SR to claim your money. This credit would either increase the amount of your tax refund or lower the amount of the tax you need to pay by the amount of stimulus money youre still owed.

Again, just be aware that if you do file for a Recovery Rebate Credit and owe any back taxes, the IRS may garnish that money to pay those debts.

If you got a letter from the IRS confirming either your first or second payment, but never actually got the money, you can try filing a Payment Trace through the IRS to track it down.

If you owe child support, all or part of your stimulus check could be used to cover the expense.

How Can You Correct Mistakes

The IRS sends out Notice 1444 by mail within 15 days of making a direct deposit or sending a paper check. That letter will tell you the amount of your stimulus payment and how it was made. The letter also provides instructions on fixing issues with your payment.

Don’t Respond to Telephone Calls or Texts About Your Stimulus Check

The IRS will not call, text, or email you about your stimulus payment. The Federal Trade Commission is warning that thieves are posing as government employees to prey on stimulus payment recipients. These scammers may ask for your personal information or threaten you that if you don’t send the money back in the form of money transfers or gift cards, you’ll lose your drivers’ license. Ignore these communications.

Landlords And Nursing Homes Can’t Demand You To Use Your Stimulus Check Money To Pay Them

The CARES Act prevented landlords from demanding you give them your stimulus check to make a rent payment. Nursing homes and care facilities also cannot ask you to hand over your stimulus check money to meet a payment, according to the IRS. The second stimulus check followed the same rules. If someone pressures you or threatens you with eviction in exchange for your payment, make sure that you know your rights in regard to stimulus checks and to the eviction moratorium that lasts through March 31.

These rules generally hold for the third payment as well. However, if a private creditor or debt collector obtained a judgement against you, they could garnish your payment, according to Watson.

New Payments Differ From Earlier Economic Impact Payments

The third round of stimulus payments, those authorized by the 2021 American Rescue Plan Act, differs from the earlier payments in several respects:

  • The third stimulus payment will be larger for most people. Most families will get $1,400 per person, including all dependents claimed on their tax return. Typically, this means a single person with no dependents will get $1,400, while a family of four will get $5,600.
  • Unlike the first two payments, the third stimulus payment is not restricted to children under 17. Otherwise, you’ll get a paper check in the mail.

If you already have a prepaid debit card from the IRS , you’ll get a new card if the IRS decides to send your third stimulus payment to you in that form.

Irs Begins Delivering Third Round Of Economic Impact Payments To Americans

    WASHINGTON The Internal Revenue Service announced today that the third round of Economic Impact Payments will begin reaching Americans over the next week.

    Following approval of the American Rescue Plan Act, the first batch of payments will be sent by direct deposit, which some recipients will start receiving as early as this weekend, and with more receiving this coming week.

    Additional batches of payments will be sent in the coming weeks by direct deposit and through the mail as a check or debit card. The vast majority of these payments will be by direct deposit.

    No action is needed by most taxpayers the payments will be automatic and, in many cases, similar to how people received the first and second round of Economic Impact Payments in 2020. People can check the Get My Payment tool on IRS.gov on Monday to see the payment status of the third stimulus payment.

    “Even though the tax season is in full swing, IRS employees again worked around the clock to quickly deliver help to millions of Americans struggling to cope with this historic pandemic,” said IRS Commissioner Chuck Rettig. “The payments will be delivered automatically to taxpayers even as the IRS continues delivering regular tax refunds. We urge people to visit IRS.gov for the latest details on the stimulus payments, other new tax law provisions and tax season updates.”

    How Is The Third Stimulus Check Calculated

    The stimulus plan mandates the treasury to rely on 2019 and 2020 tax returns to calculate how much you could get for the third round of stimulus checks.

    Congress approved limits based on adjusted gross income ranges. This means that taxpayers making less than the minimum threshold could get the full stimulus check, while those earning above it get reduced payments until they are fully phased out at higher incomes.

    You can find your AGI on IRS form 1040. This is calculated by subtracting deductions like student loan interest, health savings accountpayments, and contributions to a traditional IRA from your gross income.

    By contrast, your gross income is the total amount of money that you made during the tax year, including wages, dividends, capital gains, rental property income and other types of revenue.

    None of the three stimulus checks can be reduced to pay any federal or state debts and back taxes. Unlike the first stimulus check, your second and third stimulus check cannot be reduced if you owe past-due child support payments.

    White House Addresses Manchins Child Tax Credit Work Requirement

    Sen Joe Manchin wants to include a work requirement in order for parents to qualify to receive the enhanced Child Tax Credit which includes the monthly advance payments. Gene Sperling, the White House coordinator for the American Rescue Plan, gave two reasons why he thinks Sen Manchin will get on board to extend the changes to the CTC.

    One, 97 percent of children that receive the credit are in working families.

    How Will I Get The Third Stimulus Check

    Most will arrive via direct deposit others will be mailed as a paper check or a prepaid debit card.

    Exactly how much money you get and how its delivered depends on the information provided on your 2020 tax return. If it hasnt been filed or processed yet, the IRS will look at your 2019 return.

    In most cases, your payment will be delivered to the bank account or mailing address thats listed on your tax return. If you used the nonfilers tool because you dont file taxes, the IRS will use that same information to deliver your third payment, either to your bank account or address.

    Social Security retirement and disability beneficiaries, railroad retirees, and people who received veterans benefits in 2020 dont need to do anything to get the third stimulus check. They will get their payment the same way they normally receive benefits.

    How Are Americans Using Stimulus Checks

    The Federal Reserve Bank of New York says that households are spending a smaller percentage of their stimulus checks and saving more. The that households set aside just under 25% of their third-round payments for consumption. This share fell from just over 29% of first-round payments reported in June 2020 and almost 26% of second-round payments reported in January 2021.

    The table below is based on all three SCE surveys and breaks down the average percentage of stimulus payments spent, saved and used to pay off debt:

    The New York Fed also says that households expect to spend an average 13% of the third stimulus check on essential items and an average 8% on non-essential items.

    For a comparison, preliminary data collected by the U.S. Census Bureau from shows that the majority of stimulus recipients are almost three times more likely to use checks to pay down debt than add to their savings.

    An earlier showed that the majority of recipients who got the first stimulus check spent their payment on household expenses. Adults with incomes between $75,000 and $99,999 told the Census that they would most likely pay off debt or add to their savings. While adults making less than $25,000 said they would use their stimulus to pay for expenses.

    These payments are protected from all federal and state offset. That means youll get the full amount you qualify for even if you have past-due federal or state debt, such as child support, or you owe taxes from previous years.

    But, because Congress used a process called budget reconciliation to pass this stimulus bill which only allows certain types of legislation to pass through Congress private collectors will have the right to garnish stimulus check money that lands in your bank account to cover unpaid debts. This is different from the previous $600 stimulus check, which had protections against garnishment.

    Check The Get My Payment Tool

    The IRS website has been uploading data for your third stimulus payment into a tool on its website called Get My Payment. If your information has been updated, you’ll be able to see the date you can expect to receive your stimulus payment, or the date it was deposited or mailed. You should also be able to see whether your money was direct deposited or whether you’ll be receiving the payment by mail.

    Many people are seeing a message that says either the IRS doesn’t have enough information yet or you aren’t eligible for the payment. This message doesn’t necessarily mean you aren’t eligible for the payment. This information may be updated this coming weekend.

    Taxation Of Third Stimulus Checks

    Question: Will my third stimulus check be taxed later?

    Answer: No. As with the first two rounds of payments, your third stimulus check is actually just an advanced payment of the Recovery Rebate tax credit for the 2021 tax year. As such, it won’t be included in your taxable income.

    You also won’t be required to repay any stimulus check payment when filing your 2021 tax return even if your third stimulus check is greater than your 2021 credit. If your third stimulus check is less than your 2021 credit, you’ll get the difference when you file your 2021 return next year. So, it’s a win-win situation for you!
