Nearly 8 million Americans have fallen into poverty since Congress authorized a first round of $1,200 stimulus checks in April, and things are only getting worse. Lawmakers scrambled through the weekend to cobble together a new coronavirus stimulus plan, finally ending a half-year stalemate between congressional leaders and the Trump administration.

The good news is that a second round of direct stimulus payments to individuals is included in the latest $900 billion stimulus package, even though they were not proposed in the original legislation.

The bad news? The new check amount is significantly less than the first round of checks that were authorized eight months ago.

When Is Virginia Issuing Stimulus Checks

Virginias inflation tax rebate checks started going out in Sept. 2022 and should reach eligible residents by Halloween. The state is offering check amounts of $250 to single filers and $500 to couples filing taxes jointly.

Virginia is also offering a $1,000 bonus to certain state workers, such as teachers, and a 10 percent salary raise to some public servants.

Beginning in Jan. 2023, Virginia will also be on food and personal hygiene items by 1 percent.

How Much Money Will I Get

  • Adults whose adjusted gross income is less than $75,000/year will get $1,400 for each adult, plus $1,400 for each dependent no matter how old they are. This applies to heads of households who make less than $112,500, as well.
  • The IRS will use income information from your 2020 tax return if they received that return before sending your money. Otherwise they will use information from your 2019 tax return.
  • If the IRS sends your payment based on a 2019 return and then your 2020 return says you qualify for more , they will send an additional payment to make up for the difference. To get the additional payment, you must file the 2020 tax return by 90 days from the filing deadline or September 1, 2021, whichever is earlier.

Biden’s American Rescue Plan Act, which created the third stimulus checks, did boost tax credits for most parents with children under 18, but only for the year 2021. Most parents and legal guardians will receive a tax credit of $3,600 for children under six, and $3,000 per child aged six through 17.

Half of that credit is coming in the form of monthly advance payments to parents beginning July 15 $300 per month for younger kids, and $250 for older ones. That’s similar to the monthly recurring checks that some legislators have called for.

The same law also retroactively exempted a large chunk of unemployment benefits paid out in 2020 from federal income tax. People who collected unemployment in 2020 and paid tax on it are getting thousands of dollars in tax-refund checks.

The American Rescue Plan Act also offers tax credits that cover all or most of the cost of a “Silver” health-insurance plan for six months under the Affordable Care Act, aka Obamacare. You’re eligible for this if you filed for unemployment benefits at any time in 2021, and if you don’t currently get health insurance through Medicare, Medicaid or someone else’s health plan.

Biden’s American Families Plan, which is separate from the American Jobs Plan, will seek to extend those tax credits, including the advance payments, through the end of 2025.

The American Families Plan would also mandate up to 12 weeks of paid parental leave and subsidies for childcare.

What Else Does The Stimulus Package Include

In addition to stimulus checks, the new package offers other forms of relief to individuals and businesses. Some of the major provisions include:

$300 per week in additional unemployment aid. Workers collecting unemployment will receive their regular benefits, plus an additional $300 per week, through March 14. Under the CARES Act, unemployment benefits included an additional $600 per week, which expired in July.

Support for small businesses. The stimulus package also includes $284 billion in forgivable loans to be awarded under the Paycheck Protection Program. Another $20 billion is allocated for Economic Injury Disaster Loans to businesses in low-income communities. And $15 billion will go to live venues, independent movie theaters and cultural institutions.

Emergency rental assistance. The package includes $25 billion in rental assistance for families who are struggling to stay in their homes, as well as an extension of the eviction moratorium.

The package also includes funding for tax credits, sick leave, education and child care, nutrition assistance and more.

Keep in mind that even though this deal has finally been reached and approved by Congress, it needs to be signed by President Donald Trump. He is expected to do so in the coming days, but until then, any of these details could change.

When Will The Third Stimulus Check Be Issued

The government started sending the third stimulus checks on March 12, 2021. The IRS continues to send third stimulus checks as people submit their information to the IRS either by filing a 2020 tax return or using GetCTC.org. The deadline to use GetCTC.org is November 15, 2022.

If you have your banking information on file, the IRS sent your payment via direct deposit. Otherwise, you will receive your payment as a check or debit card via mail. Mailed checks and debit cards may take longer to deliver.

If you dont fall into any of these categories, youll have to wait to receive your third stimulus check. You will need to file a 2020 federal tax return to get the third stimulus check or use GetCTC.org if you dont have a filing requirement.

You can also get the first and second stimulus check as the Recovery Rebate Credit on your tax return or GetCTC.org if you are eligible.

How Soon Will The Checks Arrive

Hard to say. The Treasury Department hasnt indicated when it will start distributing the money.

Garrett said the timeline will probably be similar to the second round of payments approved in December. Americans who got their checks via direct deposit started to receive the payments about two weeks after the legislation was signed into law. Those who got a paper check had to wait longer.

Biden said last week that many Americans should receive their payments before the end of the month.

The IRS said in mid-February it had distributed all checks to everyone who was eligible in the first two rounds.

More than 160 million payments totaling $270 billion were distributed during the first round last spring, the agency said. More than 147 million payments totaling more than $142 billion were delivered during the second round late last year.

As a rule, dependents are not eligible for their own checks, but they do contribute to the total your household can receive. In many cases, it can multiple your familys total.

In the third stimulus check, dependents of every age count toward $1,400. If youre a parent of a baby born in 2020, you could be entitled to $1,100 if you never received the first two payments for your new dependent last year. You can also get $1,400 for a baby born in 2021. Note that if your household exceeds the strict income limits, you wont receive any stimulus check money, even if you have dependents.

With the second stimulus check approved in December, each child dependent age 16 and younger added $600 each to the household payment. There was no cap on how many children you could claim a payment. That was an increase in the amount per child from the $500 that was part of the first check approved last March as part of the CARES Act, even as the per-adult maximum decreased from $1,200 per adult to $600 in the December stimulus plan.

The 2021 Stimulus Payment

Starting January 1, 2023, the tax rate will drop by 5.3 percent down to 4.95 percent.

The law decreases the top individual income tax rate from 5.2 to 4.95 percent where the majority of taxpayers will see a roughly five percent decrease in their tax liability.

What If My Mailing Address Changed Since I Received My Previous Stimulus Checks How Will I Get My Third Stimulus Check

If you are expecting to receive your third stimulus check by mail, it will be mailed to the last address you filed with the IRS. If your address has changed since then, there are different options you can take to make sure your stimulus check gets to you:

Option 1: File your 2020 federal tax return to update your address. If you havent filed your 2020 tax return yet, this is an easy way to update your address. File a tax return with your current address and your payment will be sent through the mail once the IRS receives your updated address.

The timeline for the distribution of the second stimulus check was much shorter. Congress approved the coronavirus relief bill on Dec. 21, 2020 and it was signed into law on Dec. 28. The first direct deposits were made Dec. 29, and the first paper stimulus checks were put in the mail on Dec. 30.

The deadline for the IRS to provide the second check via mail, direct deposit, or debit card was Jan. 15, 2021. Anyone who did not receive their second check by Jan. 15 will have to file a tax return to get it.

When Will You Get Your Money

The exact date youll receive your money depends on your circumstances, but the IRS has already begun sending electronic payments to millions of Americans.

In fact, because the government lacks banking information for millions of Americans, $30 million in paper checks wont begin distribution until April 24, or longer.
